Some communities are structured by design or fluke to be able to carry out the process of taking an idea and bringing it to maket. In a first world nation of the 21st century, to take advantage of the human capital and the process of inspiration to maintain prosperity, the ability to commercialize ideas wherever they occur will be paramount.
This is not as difficult as it may seem to achieve.
The key is access to different forms of prototyping, then batch run production through boutique manufacturers. As the market grows, the production of the item would migrate to larger production facilities in line with market demand.
