I wonder, what weaponry they are allowed to have and use in International Waters, and what rules of engagement they have to abide? (Aircraft Carrier?)

Can they just enter ships to inspect that fly others nations colors because they have the arms to enforce such wishes? Iis there need for a probable cause?
