How did you find this. I tried to read, but it was so poorly formatted that I gave up even trying. What do you know about it?

If you back up a level to http://vaultfiles.com/domains/arkartra/ it indicates something more coming in the future at that web site... but no clue. What value is it now?

Well, I just looked up project aquarius on Google and it comes up with many answers.
Here's the first one which I've only glanced at, it has to do with MJ-12

This was posted today as an attachment to a thread on ATS, it has since been removed
I have no reason why they removed it so quickly
They referred to him as One of the Ishes. Im not familiar with that term
