Here is a line item break down of that 5 billion.

-$10.00 for news releases
-$4,999,999,990 for strategic UFO sightings.

I was being sarcastic. The reality is that it is just a way to funnel money into all of the black ops projects. What else could it be. I don't remember seeing any infomercials about the CIA. There is also an entire division of the pentagon dedicated to disinformation. That is also where some of the money goes. This was originally devised as a way to feed the Russians with the fake secret intel. Once the iron curtain fell, it was tasked to do the same to the American People.
