Thanks for the important article.

At a minimum, the Bush administration (specifically, a smaller group within the larger organization) permitted the control demolitions (i.e. nuking its own citizens, twice within minutes) so to frame the "terrorists."

After 9/11, the label "terrorists" took on a much more emotional meaning (e.g. anger, fear, hatred, revenge) and was used to justify torture when slapped onto individuals chosen to be the subject (victim) of torture.
