In my case, the main reason I lost these "siddhis" or abilities is due to the simple fact that I did not keep myself cleaned up spiritually. The lesson I learned is the development of abilities is best after one has achieved "Clear" or "Bodhisattva/Bodhicitta". Equanimity and enlightened detachment is initially more important than turned on abilities.
Once the good foundation is laid then, yes, it appears that the being must then do work on regaining abilities. Then is the time.
Otherwise, one might end up like Ingo Swan (or worse), doing work for Black Ops.
