Let no one be fooled into thinking that this legislation was not written long ago, just like the Patriot Act was written well before the events of 9/11. And just as then, the language from the Administration is "sign it now, there is no time for debate, there is no time to read it, sign it now!" This is a fascist takeover of the American economy, just as the Patriot Act was, and is, a fascist takeover of the Bill of Rights.
