Pretty tough to cirumvent the INS.

Did you marry her in Vietnam? If you did it's going to be tough.

Even if she were to apply for a tourist visa they would know she is married to a US citizen and probably deny it because of the likelihood that she'll 'disappear'.

Into Canada first won't help either.

My advice is to wait it out in Vietnam with her.
