BTW, I hope that that concrete is a little better then the concrete used in the WTC buildings... The reebar will surely 'melt" in them ovens and the concrete pulverize..

I don't think that these are prison cells (Pending picture of inside door.). In case mass arrests, they will just as easy use football stadiums like they did in Argentina or New Orleans.. Much more capacity, easy guardable, and basically present in side every mass population center. And they deny the enemy entertainment
