Ava,
This is one of the "features" of vBulletin, the forum software. I was a admin on another unrelated forum and the only way someone could "cancel" their membership was for the admin to go in and change their login and password - they were then unable to access their account and in effect their membership was "cancelled."

You an go into the user control panel and change your personal information, including email addy and password-

But it's sorta like life, y'know. When you stop being a part of the community, you just don't hang out there anymore.
