As far as I know there was nothing intentional about this Astralwalker.
We had a number of trolls from Australia and IP ranges that were blocked to keep them out. And admin has not been able to resolve the issue for you yet. I don't think Bill Ryan has anything at all to do with blocking you. He sends copies of all such issues to me and I have not seen anything.
Please, we posted previously on this thread, that we would take care of it. I just don't think it was as easy to fix as we thought. I will contact our admin people ASAP for an update.
