What are the goals of Gang Stalking?

Why would courthouses be the location of choice for these very, very expensive particle accelerators? If they were placed in courthouses as part of an alien agenda to replace us...why wouldn't they hide these devices more carefully? Wouldn't they be so out of place...that suspicions would be raised by a lot of people. It would be very hard to keep this quiet! Why wouldn't hospitals be the logical location? No suspicions would be raised...and they would pay for themselves with cancer treatment and government research. Or they could place them in the alleged FEMA concentration camps.
