I dont see a code, just another story in the long running Galactic Federation saga.

For me, its downfall is near the start, when he introduces his position as a 'General'. Nice that an ET race would use the same terms that the militaries on Earth uses

That also brings up the question - if they have generals, it indicates a military, but they do not allow war etc. So what are their Generals for?
