Well, I think that the real reason is

1) What to do with Space Litter

That's why they don't need to ask India about water. If you have a 'reason' (that is, finding water) for dropping your litter on the moon, then you don't need to spend the money to do something else with it. (like bring it back or put it into slow orbit)

c'mon, we've been dropping such 'bombs' on mars for ages. there were no sensational reports about those. I bet they must have weighed a ton each !
