PURE speculation on my part, yet my guess for who Dan might've been talking to is the Committee of the M a j o r i t y--or, more specifically, a subset of same.

I know almost nothing about this Committee except it's supposedly a new name for the old Majestic bunch. I.e., "New Group"? (See Dan's own testimony in the Camelot interviews.) Is it comprised of business execs? I imagine so. Bankers? Tycoons? Doubtless. The not-so-visible power brokers in this country, essentially.

Just my guess.
