Global hawk / Predator spy drones. Mass surveillance of both HUMINT/SIGINT/ELINT, lack of plastic explosives and copper disks available to the USA citizens to form effective anti armour IEDs, lack of cohesion and 'give a ****t' factor in mass America....

20 thousand troops will crush a good sized chunk of the USA, calm it down / kill enough to pass control over to LEO agencies, then move on.
