The move defies a landmark agreement in 2007 where it pledged to disable its nuclear programme in exchange for diplomatic concessions and energy aid.

"We are making thorough preparations for restoration (of the Yongbyon nuclear plant)", the deputy director-general of North Korea's Ministry of Foreign Affairs, Hyun Hak Bong, said.

He did not say when Yongbyon would begin operating again.

Mr Hyan said North Korea began disabling the complex last year.

Progress was believed to have stopped in August when the US refused to take North Korea off its list of states that sponsor terrorism.
