I was under the impression that 40% of the nation's rice crops was wiped out when the Corps of Engineers opened the locks.

part of the plan, food shortage, flood the missouri valley, FARM LAND, further create food shortage and fear. nuke plants go down, radiation abounds, the dwarf star approaches and your government quietly goes underground. get to higher ground and get west of the missouri/mississippi rivers before martial law.
