I've been gathering clues for a little while now.
To summarize in short what i have come up with:
We have the website http://8-3-11.info/ which seem to love the use of distractions to perpetuate the mystery. We must consider the mysterious approach itself, to be offering an oblique challenge to those who are able to realize that there in fact is a challenge behind it all. A challenge for a contest. We are presented with a fake image of a girl, comprised of two different parts, each from two different photos, vertically split in half. Each of the different original photos possibly depicting the same girl at a different age. This is in my opinion a mere distraction and has absolutely nothing to do with the elsewhere proposed 'Arabella Mansfield'. The girl in the photo goes by the name 'Belle' wich is very similar looking to '8311'...or 8•3•11. The name 'Belle' is probably yet another distraction. I would like to suggest that almost everything about their site is designed to distract attention, everything except the persistent playing of 'number station' recordings, wich i believe is the true lead and maybe part of the contest. I used a download tool to get my hands on the mp3's playing on their site. Fortunately the info-tags of their mp3's were still intact. Some digging around eventually lead me to this web page: http://www.irdial.com/crackhome.htm wich in my understanding presents the true goal of http://8-3-11.info/. I used Wikipedia to get an understanding of the actual significance, nature and background of 'number stations'. It all seems to be about an upcoming cipher cracking contest where the participants is choosen by natural selection. This thesis of mine could of course be totally off the tracks but for now this is all i've got. On 8•3•11 we'll know. The answer they gave to a question on http://www.formspring.me/8X3X11 implied that what they are doing could be considered to be a type of art. The art of code cracking?

I believe this is called a VRG, Virtual Reality Game. You need to figure out from the clues what's happening and follow it. It's not necessarily a money scam. Could be a promo for a new movie coming out, etc.

According to their Q&A site, the photo was taken in 1934 when the girl was 6 years old. That tells us that she was born in 1928 and is now ~83 years old, still alive. Personally i don't focus too much on the photo as i believe it only serves as a distraction from the real cause.

I would doubt it is to do with Atrocious, as that film was released last year. It is only a re-showing in US/UK so i would highly doubt they would put this much effort into it.

Just found an odd conjuncture in regard to the religious touch there has been to their Q&A (http://www.formspring.me/8X3X11). John 8:3-11 (http://www.gnpcb.org/esv/search/?q=John+8%3A3-11) - about throwing the first stone. And now a latter statement that goes: Q: Whose idea was it to tag some pictures with Bob Dylan lyrics? A: You know they refused Jesus, too. This brought my mind to the Ten Commandments (http://en.wikipedia.org/wiki/Ten_Commandments) so i went over to Wikipedia to refresh my memory. These mediafiles sounds like really old recording whit girls for a long time just calls out numbers in german, another one calls out NATO Phonetic Alphabet and the third one someone is saying "Frank Young Peter"... and so on...

Theres probably a lot of more information to dig up but it looks like some sort of Rebus to me, hehe... I don't wanna waste time on this I'm afraid =) The audio recordings give me the creeps.

Looks to me like some sort of experiment since the mystery catches peoples attention, its a mysterious theme, those recordings and the picture of a girl and just numbers without a explanation.

If I had the time to play their game I would send them a question or statements that could implicate me knowing more then I do about them to turn the table, making them asking me questions. Fun, fun, but no time =) I'm always an observer, not a participant!
