It is a Declaration after the second world war that these International Human rights Laws be put in place as, Inalienable.

All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

The rules that apply to all Governments are proportionally adhered to by the force of an individual or group that enforces these rights.
It should be that instances of civil liberties being taken away or in times where one is observed to have their liberties of un fair treatment SHOULD be backed by his or her fellow human beings at that time WITHOUT FEAR !
What this means is if you see someone being un justly treated by " authorities " you have the obligation and right to step in en masse and dispel the proceedings using nessesary force to protect the individual. When the forces against totalitarian authorities is greater than the force its self then the force will re consider its stance. Until then it will grow bolder and impart greater laws and limit civil liberties.
If you see someone in need of help , step in , en masse like a mob and do what is right, dispell the officer ( without harm to him or her is possible ) and state they are not in authority here under International Law. Do not argue the point , walk away , EN MASSE.
