Can it be more plain than the clip from good will hunting. The first video is exactly how it works, but sometimes the contractors that do the work do not get paid what was promised and someone else gets the money. I know of one such scam in Guatemala in the 70's personally. The entire system should be taken down with the RICO law.

There is just no place for the elite to hide any longer. I see 2012 as the year truth and rightous anger will destroy the corruption on the earth. This train is now rolling and picking up speed, it will not be stopped now.
