Correct way of stating intention?

As I see that you have noted - I started the thread "Timeline Shifting - Co-Creation - Practical Action" https://projectavalon.net/forum4/show...tion-Practical
as a place to state intentions and discuss the practice of timeline shifting and to enable this forum as a place where WE ACTUALLY PRACTICE IT.
So with this in mind I stated the following:
I WILL that the weather manipulation be brought to light, the perpetrators be discovered, so that justice and balance may be restored to the universe
I have learned from other sources about intentionality that stating/feeling/experiencing/willing that something ALREADY IS is the correct way to do it.
So therefore My Question is:
Is it more effective to state intention in the following way or does it not matter?:
Weather Manipulation IS brought to light, The Perpetrators ARE discovered, Justice and Balance ARE restored to the Universe
