"But even people on the MTA board in charge of the towers can’t say why they’re being used or what’s in them, CBS2’s Dave Carlin reports.

"Jose Lugo said the tall metal towers quickly appeared up after the Brooklyn Battery Tunnel tolls booths came down.

“We don’t really know what’s the purpose of this,” he told Carlin.

"It’s a $100 million MTA project shrouded in secrecy, with 18 of them for tunnels and bridges. So what are they exactly?

"The MTA’s man in charge of the bridges and tunnels, Cedrick Fulton, dodged Carlin’s questions Wednesday.

“I said no comment,” he said.

"Some MTA board members, including New York City Transportation Commissioner Polly Trottenberg, say they know too little about the towers – even with half the money already spent and some of the towers already up.

“A lot of the board members felt they didn’t have all the details they would have wanted, myself included,” she said.

"Residents suspect there is much more going on in the towers than meets the eye and wonder if they’ll ever really know what’s going on inside of them.

“I’m going to guess that it’s not just a decoration,” Alyssa Renkas, of the Upper West Side, said.

“It’s a bit mind-boggling that the MTA is approving $100 million for what appears to us to be big, decorative pylons,” says John Kaehny, the leader of the watchdog group Reinvent Albany. “What we’re asking for is transparency from the MTA.”

Looking further why the MTA president would be so upset about discussing what IS on/in the 'towers', researching on the DugWay proving ground website for biological weapons of mass destruction (including chemicals), there are similar types of images as to what is on top of the tower, and the things that look like cameras.. There is a technique called remote infra-red spectral transform sensing (open path FTIR for instance matches that designation), where when there is a "beam" going across the road and reflected back, a chemical fingerprint can be obtained for what is present..

The first week of S/K Challenge II was at DPG’s Active Standoff Chamber (ASC) and Joint Ambient Breeze Tunnel (JABT). Both structures allow challenges of simulant clouds within a field chamber that allows more control than a fully ambient environment.

The ASC chamber is a stainless steel chamber 104 feet long and 13 feet wide, where simulant clouds are produced.

The first week, 17 biological and 18 chemical simulant clouds were generated in the ASC. The JABT is 550-feet long and 46-feet wide. It has a moveable ceiling and controlled wind speeds that allow simulant clouds of user-defined size and concentration to be created.

The first week, 21 chemical and 30 biological simulant clouds were generated in the JABT.

The ends of the JABT and ASC open so standoff detectors some distance away can “see” through the simulant cloud inside. Point detectors can be placed inside.

Outdoors, standoff detectors survey the same cloud.

Being able to gather data from both types of detectors, on the same simulant cloud, is a rare capability. An international customer noted that obtaining data from both detectors, on the same simulant cloud, promotes comparative data. During an actual attack or incident, such comparative knowledge may help determine how best to use either detector.

June 8-11, the challenge moved outdoors to a massive and remote range within DPG’s 800,000 acres (3,237 square kilometers) for field simulant releases.

“To disseminate in the field, we’ll use a variety of methods: agricultural sprayers, and explosives that simulate IEDs, artillery attacks, and a variety of other potential threat replication techniques” said Capt. Mike Stewart, DPG’s project manager for S/K Challenge II.

Stewart noted that S/K Challenge II is economical due to the shared cost across multiple customers. “In the end, the Warfighter gets the best chemical and biological (defense) product possible,” Stewart said.

The assumption is they need a way to sense biological and chemical attacks.. Using remote non-contact, non-invasive sensor systems..

Possibly by sniffing vehicles.. If the camera looking thingies are infra-red LIGHTS, possibly on the other side of the roadway there is the detector.. Not quite enough information at this point to solve the 'mystery'.. looking at known monitoring systems tho..

Of course such remote sensing should be able to pickup the subtle chemical vapor emissions from POT or other drugs, such as cocaine.. coming into the city (or going out) via the bridges or tunnels..

In one photo, the encased part of the tower had what looked like a powerful loudspeaker inside of it as in "Deadly Sound Frequencies." In another photo, there appeared to be much electronic equipment behind the encasing grill. The objects at the top are pointing left to right, downward and at a 45 degree angle on either side and appears to have a viewing purpose to them. According to the world genocidal plan and for the USA, I have read that the plan is to trap the people in the cities and eliminate them. However, a neutron bomb would do that without this fuss. The Nazi's from Project Paperclip are in full control and the people of America are seemingly dead meat walking. Their mouths are shut by the dollar and just waiting to be incinerated it would appear. What a pity.

I think it's there as a cut off switch or EMP within communication radius. Think about it. If there was a sudden coup on the police departments as agenda 21 proposes, disabling the dispatch to the police and public video of it, wouldn't be allowed. It will have to shut off all the i-phones, tablets, pc's within a certain radius. their signals bouncing around the cities without anyone knowing.
