    The precise source of the nerve agent used to poison a Russian ex-spy and his
    daughter has not been verified, says the head of Porton Down laboratory.
    The defence research facility, which identified the substance in Salisbury as
    Novichok, said it was likely to have been deployed by a "state actor".

    The UK said further intelligence led to its belief that Russia was responsible.
    Russia's president has said he hopes a line can be drawn when the chemical
    weapons watchdog meets on Wednesday.Expressing surprise at the "pace" of what
    he described as an "anti-Russia campaign", Vladimir Putin added that Russia wants
    to be part of the investigation and hopes "a line can be drawn under" the incident.

    Porton Down's chief executive Gary Aitkenhead dismissed Russian claims it might
    have come from the UK military laboratory."We have not identified the precise
    source, but we have provided the scientific info to [the] government who have then
    used a number of other sources to piece together the conclusions," Mr Aitkenhead
    said."It is our job to provide the scientific evidence of what this particular nerve
    agent is - we identified that it is from this particular family and that it is a military
    grade, but it is not our job to say where it was manufactured."

    A UK government spokesperson said that identifying the substance at Porton Down
    was "only one part of the intelligence picture". It maintained Russia was
    responsible, adding there was "no other plausible explanation".

    The government has attempted to control the narrative by finally admitting, as they have known for three weeks and just ahead of the OPCW experts coming out and saying so, that there is no evidence the substance used in the Salisbury attack was made in Russia.     If anyone can make a copy and send me, or make a safe permanent posting I can link to, I should be grateful (contact button top right). Only a very short clip is on Sky’s website and I am anxious to preserve it for reasons I shall explain.
    In modern Tory Britain, it should be no surprise to anybody that, to be the Chief Executive of Britain’s chemical weapons establishment, they recruited a radio salesman:



    Aitkenhead’s PR skills were clearly thought sufficient to get across the government’s key propaganda points, and his struggle to do this throughout the Sky interview is telling. Aitkenhead has been in an extremely difficult position for the past three weeks, standing between his scientists who are adamant they will not say the substance was made in Russia, and the government who have been pushing extremely hard for them to do so.

    At 5 mins 30 sec into this interview Boris Johnson directly lies about what Porton Down had told him:




    It is very plain that what Aitkenhead is saying to Sky is “the scientists cannot establish it is from Russia. But the government claims to have intelligence sources that show that it is.” His struggle to fit the formulations he has been given to parrot this sense as more effective propaganda, into answers to the pretty good questions he is being asked, is almost comic: “ummm” and “errr” come into it a lot. You have to remember that the precise forms of words to be used in official parlance had been the subject of tense negotiation between the scientists and the Porton Down bureaucrats, and then between the Porton Down bureaucrats and MOD Whitehall officials, and then between MOD officials and FCO and security service officials in the Joint Intelligence Committee, before being signed off by ministers. It is a process I know intimately from the inside. This reconciliation of conflicting interests is why at the start Aitkenhead says it is “Novichok” confidently, but at 1 min 30 sec in he says the more truthful “Novichok or from that family”, which accords with the evidence Porton Down gave to the High Court.

    But the key moment comes at 3 min 27 secs in. Aitkenhead’s government minders were evidently unhappy with the interview, and the last passage is a statement, not in answer to any question, of the government’s propaganda position which is a very bad edit and clearly tacked on after the interview had finished. They get the continuity wrong – it is not only a wider shot, the camera and tripod have clearly been moved. It is in this final statement that, in a desperate last minute attempt to implicate Russia, Aitkenhead states that making this nerve agent required

    “...extremely sophisticated methods to create , something probably only within the capabilities of a state actor.”

    Very strangely, Sky News only give the briefest clip of the interview on this article on their website reporting it. And the report is highly tendentious: for example it states:

    However, he confirmed the substance required “extremely sophisticated methods to create, something only in the capabilities of a state actor”.

    Deleting the “probably” is a piece of utterly tendentious journalism by Sky’s Paul Kelso. Interestingly, I have never seen such large scale and coordinated social media activity by the Tories as kicked into action immediately following Aitkenhead’s interview. Hundreds of openly identified Tory activists sprang into action using the “state actor” line – omitting the probably – and “government has other sources” line.

    The BBC contribution was completely to ignore the Porton Down statement and pretend nothing had happened. As part of what was clearly a coordinated PR strategy to pre-empt the OPCW and get over the hurdle of government lies while still blaming Russia, Boris Johnson and Theresa May simply lay low, unavailable to the media.

    I shall post shortly a considered assessment of the wider analysis of what could have happened in Salibury. Here is my immediate reaction to Aitkenhead’s statement on Russia Today. Strangely the BBC did not invite me.

    Quote While the last act of the 'Novichok' drama, the seasonally appropriate resurrection of the Skripals, proceeds, some additional details of the history of 'Novichok' nerve agents come to light.

    Details on 'Novichok' nerve agents were published in a 2007 book by Vil Mirzayanaov, a Soviet scientist offered asylum in the United States.

    After the publication the U.S. and the UK actively suppressed international discussions about the book and the 'Novichok' chemical weapon agents. Documents from the U.S. State Department published by Wikileaks show that then Secretary of State Hillary Clinton directed her diplomats to not talk about Novichok and to play down the matter should it arise in chemical weapon control talks.

    The so called 'Novichok' group of nerve agents were developed in the 1970s and 80s by Pyotr Kirpichev and Vladimir Uglev under a Soviet program codenamed 'Foliant'.

    Later on the development group handed the project off to Professor Leonid Rink for further developments of the substances into binary agents which would make them usable as military weapons. But the Soviet Union broke down and stopped paying its scientists. Rink secretly produced a small dosage of one of the Novichok agents and sold it to a Latvian mafia contact. In 1995 the poison was used to kill a Russian mobster kingpin/banker and his secretary in Moscow. Rink produced several more doses and sold them. Their whereabouts are unknown but such substances are supposedly unstable and they will likely have lost their effect.

    Another scientist at those laboratories, the chemical analyst Vil Mirzayanov was tasked with detecting environmental and security leaks from the laboratories. He knew of the 'Foliant' program and the developed 'Novichok' agents. In the early 1990s he blew the whistle about them, was harassed by the state and in 1996 was allowed to go to the United States. There he spilled his beans (pdf) and told the U.S. whatever he knew.

    In 1997 the Russian Federation and other states of the former Soviet Union joined the Chemical Weapons Convention and destroyed their chemical weapon stocks and production facilities. One production and test facility for the 'Novichok' agents was in Nukus, Uzbekistan. In 1999 the U.S. helped to dismantle that facility. It surely acquired additional knowledge about everything that was produced there.

    In 2008 Mirzayanov published a book about his story and the chemical agents developed under the 'Foliant' program. The book included the chemical formulas of the agents.

    Today Mirzayanov lives in a million dollar home in Princeton, New Jersey.

    The book created new interest in the international community of chemical weapon scientists. People involved with the Chemical Weapons Convention (CWC) and the Organisation for the Prohibition of Chemical Weapons (OPCW) were highly interested in this. Was there really a new '4th generation' of chemical weapons that could be easily made from freely available industrial precursors? Naturally the U.S. diplomats involved in the arms control efforts and in the OPCW were asked about this.

    U.S. State Department documents published by Wikileaks provide that the U.S. and the UK tried to suppress any discussion of the book. (A big thank you to Stephen McIntyre of Climate Audit who found these cables.)

    From these U.S. State Department cables we learn of several meetings in March and April 2009, shortly after Mirzayanov's 'Novichok' book came out, where the issue was discussed. U.S. diplomats at The Hague asked the CIA, the National Security Council and the State Department how to react to questions about Mirzayanov's book:

    CWC: INQUIRIES IN THE HAGUE ABOUT MIRZAYANOV "STATE SECRETS" BOOK

    2. (S) On March 25, in a private conversation, Canadian delegate asked U.S. and UK Delreps whether they had heard of the Mirzayanov book "State Secrets: An Insider's View of the Russian Chemical Weapons Program." Canadian Rep added that Mirzayanov now appeared on YouTube. UK Rep acknowledged she had heard of it, but said this was the first time she had heard of "novichoks" and thought the entire discussion was best left to experts in capital. U.S. Delrep indicated a lack of familiarity with the subject matter and indicated no interest in pursuing the discussion further.
    3. (S) On March 4, Delrep met with U.S. Rep to the OPCW Data Validation Group. In addition to a routine report on the activities of the Validation Group the week of March 2, U.S. Rep informed Delrep that representatives of several countries (Finland, Netherlands, UK) had begun discussing the Mirzayanov book on the margins of the meeting. All participants in the discussion seemed to be simply gauging the level of awareness; these same individuals also expressed some doubt as to the credibility/accuracy of the information in the book. U.S. Rep to the Validation Group confirmed that no other members of the group took part in or were listening to this conversation.

    4. (S) Del Note: U.S. Del understands from OSD that the UK Ministry of Defense has spoken to its counterparts in the Netherlands and Finland, apprised them of the conversation, and asked each country to provide guidance to its del members not/not to raise this issue in the future. End Note.

    (The (S) denote these paragraphs as "Secret".)

    On March 2 delegates from Finland, the Netherlands and the UK discussed the book. Afterwards the UK Ministry of Defense asked the other governments to "shut the f*** up" about it. In a March 25 meeting a Canadian delegate came up with questions about the book. The U.S. and the UK delegate played dumb. The U.S. delegate then asks how to handle the issue in future meetings:

    5. (S) Action Request: As the implications of this book for the Chemical Weapons Convention (CWC) are likely to come up at future OPCW meetings (particularly technical meetings like the upcoming Scientific Advisory Board meeting 30 March - 1 April 2009), Del requests guidance as to how this issue is to be handled if raised by others. U.S. members of OPCW technical advisory bodies do not necessarily have contact with the U.S. delegation during their time in The Hague; guidance will need to be provided directly to these individuals.
    The requested guidance came in a message from the State Department on April 3:

    AUSTRALIA GROUP: GUIDANCE FOR INFORMAL INTERSESSIONAL MEETING IN LONDON, APRIL 6-7, 2009

    (The Australia Group is an informal U.S. led group of 'western' countries which harmonizes export controls of materials related to weapons of mass destruction.)

    1. (U) This message provides guidance for the U.S. delegation to the Australia Group's informal intersessional meeting in London on April 6-7, 2009.
    The guidance lists five "objectives" for the meeting. The fifth one is:

    -- Avoid any substantive discussion of the Mirazayanov book "State Secrets: An Insider's View of the Russian Chemical Weapons Program" or so-called 'Fourth Generation Agents.'
    Further down it details:

    7. (C) If AG participants raise the issue of Vils Mirazayonov's book "State Secrets: An Insider's View of the Russian Chemical Weapons Program," the Del should:
    -- Report any instances in which the book is raised.

    -- Not/not start or provoke conversations about the book or engage substantively if it comes up in conversation.

    -- Express a lack of familiarity with the issue.

    -- Quietly discourage substantive discussions by suggesting that the issue is 'best left to experts in capitals.'

    CLINTON

    The follow-up U.S. delegation report after the meeting of the Australia Group does not mention 'Novichok' or the book. The issue was kept off the table.

    The above is not the only involvement of "CLINTON" in the 'Novichok' and Skripal affair. The Hillary Clinton presidential campaign paid the British company Orbis to create the 'dirty dossier' about Trump and his alleged connections to Russia. Christopher Steele, a former(?) MI6 agent, and his former(?) MI6 colleague Pablo Miller wrote the dossier, claiming that its information came from Russian sources. Pablo Miller was the MI6 agent who had recruited Sergej Skripal as a spy for the UK. Miller lives in Salisbury where Sergej Skripal lives and where he and his daughter were allegedly attacked with a 'Novichok' nerve agent. Miller was a friend of Sergej Skripal and regularly met him. It is quite possible that some of the shoddy rumors in the Steele dossier were sourced from Skripal or from his daughter Yulia. The incident in Salisbury could well be related to the dossier or other dubiously alleged campaign issues.

    It is intriguing that the U.S. and the UK tried to downplay any discussion of 'Novichoks' and the book. Why did they do so?

    Until 2016 the OPCW's Scientific Advisory Board (SAB) as well as scientists at the UK weapon laboratory in Porton Down sowed doubts about the very existence of 'Novichoks'. We fell for this when we asked if 'Novichocks' exist at all. Until late 2016 the OPCW did not list the substances and their precursors. This was no oversight but intent. Active U.S. suppression efforts against any mentioning of 'Novichoks' in the OPCW already occurred in 2006:

    7. (C) Drawing on the points provided in reftel, del rep met with delegates from the UK (Mark Matthews), Switzerland (Ruth flint), Austria (Hans Schramml) and Czech Republic (Jitka Brodska) to discuss the recent ill-considered comments made by Scientific Advisory Board Chairman Matousek to the Western Group. All of the delegates appreciated the clarification that the U.S. did not develop or weaponize NGA, including "Novichoks." They also agreed with the U.S. that it is a bad idea to have a discussion on whether to add NGAs to the CWC Schedules of Chemicals. Finally, they all also stated that they had not heard of any interest by any delegation in pursuing such an effort, and the issue has not/not resurfaced in WEOG.
    Jiri Matousek, a Czech scientist leading the SAB, was told to shut up. A U.S. diplomat contacted the Czech government and later reported his success. The headline of his cable is telling: MTAG: CZECHS MUZZLE ADVISORY BOARD CHAIRMAN ON NEXT GENERATION AGENTS.

    It is clear now that the professed ignorance of the OPCW about 'Novichocks' was a consequences of U.S. and British pressure to discourage any discussion of the issue.

    In 2016 a group of Iranian scientists synthesized five 'Novichok' substances. It devised ways to detect them. The results were published and added to the OPCW database.

    The British government insinuates that Russia is the only country that could make 'Novichok' agents and must therefore have attacked the Skripals. This is obviously nonsense. The U.S. and the UK were deeply involved in the 'Novichok' issue. They certainly tried and succeeded to re-create these substances. After the formulas of the nerve agents were published by Mirzayanov the U.S. and the UK suppressed discussion of the issue. The OPCW professed to know nothing about them. Only after Iranian scientists independently re-created the agents and published about them were they added to the OPCW database.

    Three questions come to mind which the U.S. and British government should be pressed to answer:

    Why did the Clinton State Department and the British government suppress international talks about the 'Novichok' agents?
    Why did they try, successfully it seems, to keep the issue out of the OPCW's Scientific Advisory Board?
    Why were the substances kept out of the OPCW database until independent Iranian scientists finally re-created them?
    Sidenote:

    There is another Wikileaks document that mentions Vil Mirzanayov. It includes (point 20) the translation of a December 2009 report by the Russian daily paper Nezavisimaya Gazeta, owned by the Berezovsky Media Group, about U.S. attempts to split the tiny Republic of Tatarstan from the Russian Federation. With less than four million inhabitants Tatarstan in the Volga region is a rather irrelevant sub-state of Russia. But even president Obama was involved in the scheme and in October 2009 U.S. Secretary of State Hillary Clinton visited the Tatar capital Kazan. Vil Mirazayanov played a prominent role in the rather stupid game:

    As though in confirmation, the so called "government of Tatarstan in exile" was formed in the United States in December 2008. It is headed by US citizen Vil Mirzayanov, a Russian scientist granted political asylum in the United States. Along with Mirzayanov himself, the alleged government includes two Germans and a Turk. This self-proclaimed government already appealed to the UN to recognize independence of Tatarstan in the manner sovereignty of Kosovo, Abkhazia, and South Ossetia had been.
    Vil Mirzayanaov signed the bombastic Declaration of Independence of Tatarstan. But as far as I can tell nothing significant came out of the 'Independent Tatarstan' project. In 2014 the U.S. and Turkey used groups of jihadist Tatars they had trained in their unsuccessful attempts to gain control of Crimea. These issues could be related.

    The United Kingdom unknowingly admitted that its government has been lying, accusing Russia of allegedly poisoning former spy Sergei Skripaland his daughter Yulia by the nerve agent Novichok on March 4 in Salisbury. The British government has already made two grave mistakes.

    First, it reported that an assassin smeared a nerve agent on the door handle at Skripal’s home. Second, according to the doctors of the hospital where Yulia Skripal is being treated, her condition is getting better and her health status is currently described as stable.

    Previously, the same doctors stated that Sergei Skripal and his daughter have only 1% hope of survival and ‘will be invalids for life’. Moreover, former chemical weapons scientist and former Russian chemical weapons’ program whistleblower Vil Mirzayanov, who is currently a leading western expert on toxic agents, assured the British media that 2 grams of Novichok will be enough to kill 500 people instantly. He also told the Daily Mail:

    “These people are gone — this man and his daughter. Even if they survive they will not recover.”

    It seems that Mirzayanov made these statements under the direction of the mainstream European and American media with the aim of discrediting his former homeland in the eyes of the world community.

    If Sergey and Julia Skripal were poisoned in front of their house, then they wouldn’t have been able to walk through Salisbury. Thus, this fact completely excludes the use of nerve agent Novichok.

    (The earlier report that Skripal and his daughter had been attacked while sitting on a bench at a shopping mall has also been refuted by Scotland Yard (GR Editor)).

    Let us remind you, Scotland Yard detectives came to a conclusion that Sergey Skripal and his daughter were poisoned at their house. A particularly high concentration of agent was detected at the entrance door. If Skripal was poisoned at his home, then the agent used against him cannot be a nerve gas.

    A number of experts believe that such gases can kill people within a few minutes. Skripal simply did not have time to walk to a restaurant or shopping center, where he was eventually found.

    There is no way that the agent used to poison Skripal and his daughter could be Novichok. More likely the victims received an overdose of painkillers that are used for anesthetics.

    This show with the involvement of pseudo-experts and baseless allegations was specially staged by the British government to increase tensions in Europe and contribute much to the rise of Russophobic sentiments around the world.

    Victoria sent the recording of the telephone conversation to the editorial office of the “60 Minutes” program of the “Russia 1” TV channel. Victoria assures that she is in contact with Julia Skripal. It is clear from the conversation that Julia Skripal herself called Victoria. She says that the phone does not belong to her – it’s a temporary number, and insists that she cannot leave the UK at the current time.
    “You know what the situation is now,” says Julia “Do not worry, we’re all well, I’m already being discharged, dad is also well, he’s resting now.”
    Julia Skripal also insists that Victoria would not get a visa to go to London. “Maybe, something will change later”, adds Julia.
    “Nothing irreparable has happened,” adds Sergei Skripal’s daughter, “everyone is alive.”
    The “60 minutes” programme stressed that they can not confirm the authenticity of the record yet. They have only the assurance of Victoria Skripal, who herself asked to publicize the conversation. However, “60 minutes” is a well-researched programme run on a federal channel, their content is usually legitimate.

    Earlier, London insisted that Sergei Skripal was on his death bed after being poisoned with an alleged nerve agent. “Now there are new allegations that poisoning may not have happened, despite the fact that the so-called case of Skripal is caused aggressive rhetoric against Russia; Russian diplomats were sent home earlier. Moscow is doing everything possible to conduct a real investigation of the incident through the OPCW.

    "I am an NHS campaigner, doing my best to help defend acute services at our district general hospital - the Horton General.

    The hospital Sergei Skripal is in is Salisbury general hospital. If he had been SOOOO ill, why was he not taken to a specialist hospital?

    We are told the day of the district general with its six core 'wards' is over and that the only really effective care for rare acute conditions is a centralised tertiary centre such as Southampton, the John Radcliffe Oxford and others.

    So why was this man, critically ill for a month or more with a devastating 'nerve agent' left in a lowly district general hospital?

    Who was treating him? What discipline of consultant?

    If this was a nerve agent one would expect a neuro surgeon/specialist.

    @norman, I’d be interested to hear your speculations on the deliberate sloppiness.

    I have had this overwhelming sense of something being quite different about this “working” since it began. The “tone” of it from the start has been deeply disturbing to me and it has even kept me awake at night a couple of times worrying about it (which is not my usual response to psyops and false flags).

    I’ve said this earlier on this thread but I sense that Theresa May has been “marked” or “branded” in some way by this. Kind of like some initiatory process?

    I don’t know ... but the whole thing is disturbing.

    Any thoughts would be appreciated.

    Thanks for this. And it is probably one of the most important statements made to do with this whole episode, just that. From someone who would be in a very good position to evaluate the care regime and rightfully question or at least raise that anomaly

    Britain’s ex-ambassador to Uzbekistan Craig Murray and veteran Sky News presenter Kay Burley faced off on social media, after Murray questioned why his interview on the Salisbury poisoning did not appear on the network’s website.

    In an exclusive interview with RT, Craig Murray said that Burley’s “strange impoliteness took [him] by surprise.”
    “[The interview] was broadcast live but Sky’s daytime audience is not all that large,” said Murray.

    “A lot of people missed it and wanted to see it on their website but it wasn’t shown there at all, and they said it would be.


    “I think the plan was to try and make me look foolish with the aggressive interviewing but that didn’t work. I think that’s why they’ve then buried it.”
    “Maybe you just weren’t that interesting,” quipped Kay, when Murray asked on Twitter why his extended, 20-minute interview with Sky News did not make it onto the network’s website. Burley’s comments kicked off a wave of anger, with social media users dubbing her “rude” and a “hack.”

    Others told the Sky News anchor that “censorship isn’t cute,” with one user calling on Sky to let its viewers be the judge as to whether Murray, a historian and former British ambassador, is not “that interesting.” Burley’s comments were broadly slammed on social media for being unprofessional and for failing to provide an explanation as to why the interview isn’t available.

    In recent weeks, Murray has faced criticism for repeatedly questioning the handling of the Skripal poisoning case, calling on the UK government to make public more evidence on the nerve agent and its origin.

    In his interview with Burley on Sky News, Murray and the presenter had a back and forth about Sky News’ Porton Down interview, with Murray suggesting that an extra question may have been recorded after the original interview and tacked on to the end.
    “What I’d said was that the interview had been heavily edited and she took exception to that and said it hadn’t been heavily edited,” Murray told RT. “It appeared [they tried] to add it on to a question that hadn’t been asked. She said they had asked 35 questions and that was the answer to question 16.”
    In retaliation, Burley took aim at Murray via her own Twitter account, accusing him of “ludicrous accusations against [her] colleague” – much to Murray’s apparent confusion over the accusation and colleague she was referring to.

    It appears that the Sky News row stems from a blog post by Murray on April 4, when he insinuated that Sky had done some sneaky editing of its interview with Gary Aitkenhead, the chief executive of the government lab at Porton Down, in order to keep the Conservative government on-side.
    “Aitkenhead’s government minders were evidently unhappy with the interview, and the last passage is a statement, not in answer to any question, of the government’s propaganda position which is a very bad edit and clearly tacked on after the interview had finished,” Murray wrote on Wednesday.
    Twitter users have since speculated that only one camera was used in the article – although Sky News insists that two cameras were used to film the interview, which is why it could have been mistaken as a separate edit. One social media user did some amateur in-depth video analysis to back up Murray’s position.

    Neither Sky News or Craig Murray have commented further on the two camera/one camera issue.

    I have managed to get hold of a copy, which you can see here, of my lengthy interview with Sky News about the Skripals yesterday, which Sky refused to put online because they allege I was boring. With the warning you might therefore be very bored, you may watch it if you wish.



    Kay Burley then appeared to suggest in reply to persistent questioning from Teymoor Nabili that Sky News could not put the interview online as they did not record it and do not hold a copy, which is plainly untrue (and would be illegal under their broadcast license).



    My perspective on the interview itself was that the interviewer became aggressive and sarcastic, increasingly shrill as the apparent effort to discredit me was not going well, and resorting eventually to asking about any old extraneous matter but the Skripals. I strongly suspect it was not me being boring, but the strange performance by Kay Burley, which motivated Sky to bury the interview.


    But you must judge for yourself.

    It is my policy when invited by journalists, to give considered and courteous answers to the particular questions which they ask. This is as opposed to what politicians do, which is to spout pre-prepared soundbites irrespective of what they are asked.

    I appreciate that mine is a very old-fashioned approach, and may lead you to be frustrated about areas I did not cover. I also make no attempt to look slick or sound glib. I realise in this modern age that may not be good PR, but my belief remains that in the long term people will see me as a polite and thoughtful old gentleman, and feel less disposed to share the obvious contempt towards me of the media and politician classes.
