Default Newly-Released MKUltra Docs: The CIA Made Remote-Controlled Dogs With Brain Surgery

The Central Intelligence Agency made six remote-controlled dogs as a part of their MKULTRA “behavior modification” or mind control program. Using brain surgery, newly requested documents show that the dogs were “field operational” and controlled by human beings.
The documents were provided under the Freedom of Information Act (FOIA) by The Black Vault founder, John Greenewald. According to a report by Newsweek, The Black Vault specializes in declassified government records. In one declassified letter (released as file C00021825) a redacted individual writes to a doctor (whose name has also been redacted) with advice about launching a laboratory for experiments in animal mind control. The writer of the letter is already an expert in the field, whose earlier work had culminated with the creation of six remote control dogs, which could be made to run, turn, and stop.
“As you know, I spent about three years working in the research area of rewarding electrical stimulation of the brain,” the individual writes.

“In the laboratory, we performed a number of experiments with rats; in the open field, we employed dogs of several breeds.”

As if their mind control experiments on humans were not disturbing enough, the CIA also admits that the goal was to control the behavior of a dog.

“The specific aim of the research program was to examine the possibility of controlling the behavior of a dog, in an open field, by means of remotely triggering electrical stimulation of the brain,” the report states.

“Such a system depends for its effectiveness on two properties of electrical stimulation delivered to certain deep-lying structures of the dog brain: the well-known reward effect, and a tendency for such stimulation to initiate and maintain locomotion in a direction which is accompanied by the continued delivery of stimulation.”

After the surgery to control the mind of a dog, the CIA states that the gruesome side effects could be “infection at the electrode site due to a failure of the surgical wound to heal.” Newsweek reported that after trying out a plastic helmet, government scientists instead settled on the new surgical technique that involved, “embedding the electrode entirely within a mound of dental cement on the skull and running the leads subcutaneously to a point between the shoulder blades, where the leads are brought to the surface and affixed to a standard dog harness.”
Once the surgeons implanted the electrodes deep in the subject dog’s brain, a battery pack and stimulator was added to the harness, through which signals could be sent to the electrodes. “The stimulator had to be reliable and capable of sufficient voltage output to be usable in the face of expected impedance variation across individual dogs.”

Another of the documents revealed perhaps even more disturbing new details on the use of experimental mind control drugs on unwilling human beings, suggesting experimenting with the use of such drugs on inmates in prison hospitals and drugging suspected criminals awaiting trial. According to Sputnik News, it gets even worse. Yet another document details experimentation with hypnotic speaking techniques to enable mind control over “large audiences.”

One way or another they'll get you !

"China is deploying emotional surveillance technology that mines data from the minds of its citizens. Essentially, they’re data mining by reading their brains.

The light-weight sensory helmets have been rolled out on an industrial scale. The mind data-mining and emotional surveillance programs are eerily similar to trends in the United States to monitor and probe the mental health of its citizens through facial recognition."

This past spring, Facebook landed in hot water over a data leak which felt like a major privacy violation to millions of its users.

But China was taking data mining to the next level.
Around the same time, however, China quietly reported that its government is openly fishing data from workers’ minds: making a Facebook leak pale in comparison.

South Morning China Post describes a typical production line at Hangzhou Zhongheng Electric and reports:

[…]the workers wear caps to monitor their brainwaves, data that management then uses to adjust the pace of production and redesign workflows, according to the company.

The company said it could increase the overall efficiency of the workers by manipulating the frequency and length of break times to reduce mental stress.
Hangzhou Zhongheng Electric is just one example of the large-scale application of brain surveillance devices to monitor people’s emotions and other mental activities in the workplace, according to scientists and companies involved in the government-backed projects.

The wireless sensors are concealed under a normal uniform hat and constantly monitor brain waves while sending the data back into main computers that use AI algorithms to detect any unpleasant emotional spikes such as “depression, anxiety or rage.”

In addition, a special camera watches their facial expressions and their body temperatures are monitored. Pressure sensors detect all shifts in body language.

Of course, it’s funded by the government.
Neuro Cap is a central government-funded brain surveillance project at Ningbo University where a lot of the research takes place. It’s been implemented in more than a dozen factories and businesses including train drivers working on the Beijing-Shanghai high-speed rail line using the technology from Deayea company in Shanghai.

The built-in sensors in the brim of the hats can sound an alarm if the rail driver starts to fall asleep.

The application of this emotional surveillance extends to hospitals and in the military which no one will comment on. Instead of using it on hospital employees, however, it is used to monitor patients in case of a “violent outburst.”

Jin Jia, associate professor of brain science and cognitive psychology at Ningbo University’s business school explains:

When the system issues a warning, the manager asks the worker to take a day off or move to a less critical post. Some jobs require high concentration. There is no room for a mistake.

Of course, she notes the initial fear and suspicion of employees but that after a while “they got used to the device. It looked and felt just like a safety helmet. They wore it all day at work.”

“They thought we could read their mind. This caused some discomfort and resistance in the beginning,” she said.

They probably had this strange idea that they could read their minds because they were literally reading their minds.

The plan is for the technology to be used as a “mental keyboard” where commands from the brains of the wearer are executed by thought.

It’s increasing profits, which means this will spread.
Right now, it is significantly increasing profits and giving China an edge on other markets.

    SCMP states:

The technology is also in use at in Hangzhou at State Grid Zhejiang Electric Power, where it has boosted company profits by about 2 billion yuan (US$315 million) since it was rolled out in 2014, according to Cheng Jingzhou, an official overseeing the company’s emotional surveillance programme.

“There is no doubt about its effect,” Cheng said.
Zhao Binjian, a manger of Ningbo Shenyang Logistics, said the company was using the devices mainly to train new employees. The brain sensors were integrated in virtual reality headsets to simulate different scenarios in the work environment.

“It has significantly reduced the number of mistakes made by our workers,” Zhao said, because of “improved understanding” between the employees and company.

The company estimated the technology had helped it increase revenue by 140 million yuan in the past two years.

While the tech has raised concerns of abuse and calls for regulations, “China has applied it on an unprecedented scale in factories, public transport, state-owned companies, and the military to increase the competitiveness of its manufacturing industry and to maintain social stability,” the report says.

    In fact, it’s already here.
Variations of this tech are here in the United States or coming soon. As ZeroHedge points out, Google already has patents with ready-made plans for surveillance in the new smart home, including your children’s bedrooms.

There are already apps intended for the U.S. that monitor mental health behavior in patients.
China is also using their facial recognition to tag jaywalkers so it doesn’t stand to reason that they have spent untold amounts on this technology for the enjoyment of their nation’s individuals.

Facial recognition cameras were recently rolled out in a New York school district. The company making the tech is offering it to a county for free because it’s for the safety of “the children.”

With only one or two cautions, a Psychology Today report extols the virtues of the future of mental health facial tracking, or rather, AI truth tracking and calls it “the end of hiding” as though privacy itself holds a criminal intent:
We’ve always known that faces convey information to others, but now ever-present electronic eyes can watch us with untiring attention and with the training to spot our most fleeting micro-expressions.

As the machines’ learning advances, step by step, we must make or accept tradeoffs, explicitly or implicitly. That’s why it’s worth looking into those electronic eyes, to understand their applications and their social risks and benefits.

    Clearly, there’s potential for abuse.
Qiao Zhian, professor of management psychology at Beijing Normal University, acknowledges that the Chinese brain-mining technology would give a competitive edge to those who deploy it. However, he seems to be the only one quoted in the report who pointed out the obvious Orwellian 1984 vibe going.

Qiao said that the technology could also be abused by companies “to control minds and infringe privacy,” mirroring Big Brother “thought police” – the dreadful law enforcement in 1984 who interrogated and punished people for displaying beliefs out of line with the upper echelon.

“There is no law or regulation to limit the use of this kind of equipment in China. The employer may have a strong incentive to use the technology for higher profit, and the employees are usually in too weak a position to say no,” he said.

The selling of Facebook data is bad enough. Brain surveillance can take privacy abuse to a whole new level.

He adds that there should be urgent legislation to protect workers’ interests and bargaining power. He urges lawmakers to”act now to limit the use of emotion surveillance.” With one last haunting thought, Qiao warned:

The human mind should not be exploited for profit.

Mining data from our minds won’t benefit US personally.
But more than violating the most inner privacy of all to maximize production, our thoughts and feelings shouldn’t be outsourced to AI monitors or read back to a lustful employer. What kind of environment makes it more lucrative to spend millions on tech to monitor thoughts and feelings when a truly free environment would allow individuals to voice any problems and work together to solve them?

Obviously, the Chinese government didn’t go through all that trouble to increase the life benefits for employees there.

A note for researchers. I’ve noticed it doesn’t stop with the prisons, the defence attorneys are in on it too, they’re not there to defend them, they’re controlled opposition. The Aurora shooting is a good example because footage is publicly available.

Holmes’ main defense attorney was Daniel King. Only a brief search turns up a couple of articles from which a pattern begins to emerge -

James Holmes attorney admits to mistakes in previous murder case

Quote King admitted making mistakes during Owens’ trial and sentencing, including not cross-examining a witness and not calling other potential witnesses to testify.
Meet The Lawyer Who's Defending One Of America's Most Notorious Alleged Killers

Quote King, the chief trial deputy for Colorado’s Office of the State Public Defender, said very little during Holmes’ preliminary hearing this week, declining to call any witnesses or to present a closing argument.
I haven’t looked any further but it’s a safe bet that this approach continued throughout. It’s always the same.

When I was young my family took Life magazine. I remember reading an article about Dr Jose Delgado and seeing all the pictures of a radio brain implant into a bull in order to control him. Flip the switch on and the bull becomes angry and charges, turn it off and he stops, bewildered.

I was about 9 or 10 at that time and was quite horrified, it haunted me for a long time. There were other pitiful pictures of tiny monkeys and kittens with implants in their heads being controlled in some way. I was discovering that there was something horrific and evil in the world.

The summer I turned 9 I spent much of it reading, including books on the holocaust, the genocide of the American Indians and Queen Liliuokalani and the 'annexation' of Hawaii. The holocaust books were at home, the rest were from the library. I had to get special permission to read books not in the children section.

The above article about China is not just another level of horror, it's an acceleration to another darker dimension. What kind mind can consider this let alone implement it? What can we do to stop it?

Regarding the Chinese "helmets" - You would NEVER get the rest of the world to take the use of them up as per the Chinese regime method - but paint 'em white and stick an Apple logo on there and people will be queuing for days in advance to part with their own hard earned money !

Here's a personal story. When I was a teenager, in 1972, a friend and I and myself spent the summer hitchhiking around in British Columbia. In Northern BC, between Prince George and Dawson Creek, we had a 250 mile ride with a man who told us he was a government scientist.

He was a very anguished man. He told us about the work he was doing, implanting convicts with transceivers in their brains in experiments to see if they could be controlled. He was totally conflicted about the ethics of his job, but explained he had to support his family and it would be hard for him to quit.

It was one of those 'strangers-on-a-train' things. He didn't know who we were, and we didn't know who he was, so it was safe for him to talk for a couple hours and get all this off his chest. It might even have been why he picked us up.

That was in 1972. One wonders how highly advanced the technology is now.

Let's not forget that there was an ARMS race, control of people and things - MK Ultra was quite lame in comparison to the Soviet methods of "remote control" without implants. CIA's have to stick wires in the head, dose people with psychotropics was many years behind the Soviet experts..

The USSR and the US were in competition, with MKUltra being partially influenced by the NKVD’s program of using psychotropics for triggering desired behavior, or a desired suggestibility allowing for extremely functional "programming" where the programee had no clue they were now functional "robots"..

The USSR took innovation at heart, having even beamed Yeltzin to see how a politician would be influenceable - There were experimental electromagnetic systems in Novosibirsk that emitted electromagnetic radiation. There were other experiments such as the well-known strange antenna in the office of President of the Russian Federation Boris Yeltsin, which was installed to see the psychological impacts on him.

There is a good reference of this Arms war - https://nypost.com/2013/12/28/the-so...trol-programs/ The Soviets spent 1 Billion $ on their mind control program, out-doing the US's MK program. The Russians are experts having started as early as 1917. CIA's MK-Ultra lasted from 1953 until about 1973.

In the early 1990's there were orbiting satellite which could beam to earth a combined psychotronic signal plus a microwave signal designed for "assassinations" remotely. Such was stopped after it was shown that the psychotronic signal could be reversed and beamed back from the targeted individuals back to the handlers, destroying them instead of the victim. In other words, the deficiency was that there was a "doorway" created between the target and the operator, not one directional as the weapons designers wanted.. One adept at psychic defence could destroy those attempting to create harm.

ref: https://arxiv.org/pdf/1312.1148v2.pdf - unconventional research in the Soviet Union and USSR.

    Quote : (1) long-distance biological signal
transmission, inc. plants, animal and humans, mindmatter phenomena, different ESP effects and similar
    topics;

    (2) non-ionizing, in particular electromagnetic,
emissions from human and its impact on human physiology
    and more generally on different biological systems;

    (3) phenomena related to the generation and detection of
a ’high-penetrating’ emission from biological and nonbiological origin.
I'm sure that observation can be of use to those Targeted Individuals -

In other words, with proper training and a few assistive items they can fight back, right back through the channel being used to terrorize them, right back to the originators of the attack..

Here's a personal story. When I was a teenager, in 1972, a friend and I and myself... hitchhiking around in British Columbia... we had a 250 mile ride with a man who told us he was a government scientist... a very anguished man... implanting convicts with transceivers in their brains in experiments to see if they could be controlled. ...

It was one of those 'strangers-on-a-train' things. ... It might even have been why he picked us up.

That was in 1972. One wonders how highly advanced the technology is now.
Great story Bill, that it comes out on Did you see thems OP here, is Serenipitous itself ! This is one of the Gems I'd have thought would ' tumbled - out 'on your Personal Q & A !

Three things strike me here, Firstly, because you're here on this plan_et [keyboard faulty ! ] ; for your very special tasks, I have no doubt whatever, that your journey [with your mate], and the Scientist's journey, were definately organised, planned by those watching over you.
    { Do you believe in co-incidence's ? ha ha }

Secondly, in those mysterious ways, that books ' fall off the shelf ' as we pass by, or the one book on a shelf is sticking-out, just enough for someone to want to 'push it back into line, but first , from curiosity, glance at its cover, to find an instant ' moment of Revelation ', even in some circumstances, the ' appropriate book ', will fall off a shelf, or a table, to the exact page which the bystander is needing at that moment... David Icke related, this iswhat started him on his journey !
I preface with this, for though I no longer remember the book's title, one of the boks I ' stumbled-upon', described [from memory ! ] "" the Mother driving along a deserted desert highway, with her Son [10 -12 yrs old ], when ' out-of-nowhere ', appeared a dishevelled Man, almost incoherently muttering " Quantam Phone makes me roam ! " , which the young boy, {'cos he was one of these who devour all good reading material !} later tells his Mum, " No, the Man meant Quantum Foam.. "

This book then went on to reveal the Man had been ' Teleported, ' with a glitch, which mis-aligned his arteries, causing him to die shortly after. It then covered experimentation and trials in Sarlat, Dordogne, France, which ostensibly, were for a huge Mickey-Mouse Entertainment company to have exclusive control over 'Time-Travel Vacations... ' " The stuff of Fantasy, eh what ? ?
" Must have been late eighties when I read that book.. "

Thirdly, before I saw your post, only logged-in to reply to didyousee them's thread, for Rachel's post prompted my contribution to the thread, while only speculative, is " Given the Brutal, ' Mindless', behaviour of heavily-disguised Riot Police, et al, is is a possibility, that their helmets are also fitted with individual transponders ? J[ Just this week, in France, we've seen some Gendarme remove their helmets, and converse with the Protestors... ] however, given also, the advances in algorithms, [ think Swarm Technologies ] I think it is entierly reasonable to esimate that, helmets, fitted with such technology, would be able to co-ordinate 'Swarm -type 'mentality and operational responses, in certain so-fitted 'Black-Squads', bear in mind, there is NO acountability, ever since organisations, adopted the 'guise' as ' Agencies'...

Closing, Bob's post provides solid info to the thread, Cheers Bob ! ! Might I also add this...

I think I might have possibly known one of those convicts...
He was very troubled, in his mid 50's. I felt I had a special connection to him, but in hindsight it seems more likely to have been some kind of "set-up". He wanted to have a child with me, and I was just indifferent. In hindsight I'm totally shocked at that, I barely knew him and I was ready to have his kids.
He was convinced he was going to go to "hell". He told me that he was the Devil, but not in an ominous way, more of a disappointed way. I replied: "No you're not", but maybe I should have added "Don't be so foolish"

One day he called me out of the blue, extremely worried, and asked me to come over. When I got there, the first thing I noticed was that he's drunk. The second thing I notice is the claw marks on his bare back. I assumed that happened because he had some "rough sex" with someone who had long fingernails, and so I did not mention it.

He tells me the police are on their way to get him. At this point I knew nothing, so I got him dressed and waited for the police. I find out he's being accused of stabbing his ex girlfriend.

When I asked him if he did it or not, he replied sadly: "I don't remember!...."

Well honey, maybe you don't remember, because you didn't do it!

The girl involved was also kind of shady. They were both shady, really. I wouldn't put it past her to stab herself and then blame it on him.

Maybe he did do it, I'll never know - but the part that stands out the most to me was when he told me he was the Devil. Tom Montalk's material has since warned me that I should probably pay attention if something TELLS me directly that it's evil.

EDIT: I should note, this man was in jail a good many times before that one. I visited him the whole time he was in jail too.

SIDE NOTE: He's the one who recommended I watch Breaking Bad. I loved that series. We also watched District 9 together. That movie kinda freaked him out

When I first heard about these latest releases, I immediately wondered why they were let out. I don't really understand the whole concept of FOIA, since we all know that there are millions of secrets that will never be released by this process. So even though it gives the illusion of transparency, someone is deciding what does and does not get released.

In the view of the remote-controlled animal projects as limited hangout, what made them decide it was a good idea to let this out? Is it just to give people something to chew on, so they continue maintaining the status quo? I mean it's obvious to anyone with a modicum of logic and an IQ in the triple digits, that dogs would be a precursor to humans. Are people in the general public naive enough to think that the projects stopped with animals?

Regarding Bob's most pertinent information above, about an open line between the target and the handler, I do wholeheartedly agree. It's just something that physics tells us is true and so does my heart. For every action there is an equal and opposite reaction.

They don't just get to do whatever they want. There are consequences.

Like a boomerang effect. I believe it is why they have left me alone. As hard as I got hit, those who perpetrated the heinous acts against me got it right back at them.

As Merry Mom stated above, "they will never win."

One adept at psychic defence could destroy those attempting to create harm.

    and more generally on different biological systems;

Valerie, thanks for highlighting Bob's excellent post above. So important to realize this, that we don't have to just sit back and fret about electronic weapons. We can actively strengthen our energy and turn the attack back on the perpetrators.

Also, Bob's tying it all back to the arms race is important. We tend to think of the CIA as attacking its own citizens, which it clearly does. The only reason they got any traction in developing their arsenal of weapons is because of the threats of China and Russia. MKULTRA began as a response to Asian methods of mind control over prisoners of war, as witnessed in the Korean War. Part of getting rid of these instruments of torture has to be tied to dealing with these threats in a different way.

They can only control body movements. Delgado's Bull experiment was just for show. They are using NLP to "control" them, they are teaching the animals to behave. For example, every time the animal is feeling calm, they scratch its forehead. Then after 1000 whatever repetitions, they scratch its forehead again, and the animal becomes calm. It's backfiring. But they have no tool for mind control in the sense you are thinking about.

After reading about these mind control experiments, I connect them with all the stories we are hearing about a family member, usually a man, killing his entire family and then himself. There have been several recently. Life, financially, can be hell but this is beyond the pale. Something else must be going on.

The Truthstream kids made a fascinating -- and very long -- and kinda freaky -- film about that program and its offshoots. I don't recommend to anyone who's very sensitive about this kind of thing. Buy a DVD from them, if you're so moved.

There was a Congressional investigation into this in the 70s and of course it just scratched the surface and none of them were charged with anything, far as I know. On the contrary, they kept working in their fields.

Melissa said in an interview that a few years ago she was outside at night and said a prayer about what to work on to really benefit people and was directed to research and put together this film. So the larger forces want this out there and uncovered.

There's also a book, about the history of LSD in the U.S., "Acid Dreams," which of course details how it got started in the U.S., with that agency experimenting on witting and unwitting subjects. It's a great read and bizarre. You know, the dichotomies and what not....
