Hi xylo, at a quick glance it sounds like she is referencing the Bedford Climate Action Plan for New York.
Not sure how things work demographically in the U.S. and whether this plan rolls out to Indianna - or Tavares is "twisting the facts again" to suit her agenda.

At any rate, she hasn’t changed her MO and is definitely stirring up massive fear with her rants and distorted interpretations.
I’ve allowed her the same benefit of a doubt on the “Bedford, IN” climate action plan for about 4 months now, especially because the Bedford N.Y. climate action plan is readily available. Of course I wrote asking her for clarity, posted comments under her videos asking the same, of course no responses. So I then read through the Bedford NY climate action plan but of course could find none of the statements that she cites. Since then she’s repeated this “Bedford” story several times, always claiming it’s Indiana. So by now, there’s been ample time for her to get her story straight, and I assume her claim is intentional, probably because no climate action plan reads like she says they do, and no one could put their hands on anything from Bedford, IN.
Same as her allegations about the ‘Ernst and Young” website. Tavares says ‘it’s all there..’ and that’s how she’s “learned” E&Y is engaged in a cooperative effort with American cities to bankrupt those same cities, but it’s a completely generic website. Nothing there.
Listening to her latest presentations, I hear the program hosts again praising “Deborah Tavares is amazing, one of the few researchers who backs up all their claims with solid documentation. Can’t argue with that, it’s all right there in “the documents”. These insightful hosts only say that because she tell them that, and they hear the shuffling of papers on the other end of the line. No one double checks to assure they’re giving airtime to truth.
I know her M.O. and yet I’m constantly amazed with the degree and detail of each fabrication. She’s written complete scripts to define these imaginary documents, and that’s what she reads from. Same as the ‘PG&E/CPUC” 65,000 pieces of email hoax. It’s almost funny were it not to be so bizarre. I wonder if characterizing her behavior as cynical audacity is not perhaps a trivialization. It’s delusional and (because she’s so aggressive), predatory. I’ve never seen anything like it including working in the entertainment industry in Hollywood for 25 years. She’s got people figured out. Just act like it’s real and 95% will believe it, including a few journalists with professional credentials. The celebrity part of her agenda an easy thing to pull off, with persistence, attitude, clothing and hair, and relentless attention-seeking and self-promotion. Lots of people have done it. What amazes me is the sheer volume of material she’s generated and methodically pushed to triangulate her listeners with, never opening up to questions, never deterred by those including some fans who call her out in the obvious untruths, seemingly unaffected by it all. As her friend (who contributed this thread for a while) mentioned on another forum, when asked, she’s responded with she’s “above it all” and “cant be bothered to get down into the mud” with anyone who questions her story. Same as desperate listeners who plead with her to please respond to their emails. That’s pro Hollywood stuff. She’s good. Write the story, create the illusion, perform it dramatically, market and sell it, build the brand and then extend the tale with prequels and sequels.
It’s disheartening. I like to assume that people are can see through nonsense, but studying her has shaken that perspective.
