I recall reading a story, not fiction, about the CIA watching soviet rockets crashing after launch at Semipalitinsk in central asia.
The rockets were launching, getting to a certain height before leaving the atmosphere and then failing.
By chance, in one of the runs with a satellite, the CIA noticed strange effects in the atmosphere. The air was being affected in a way that they had never seen.
When researched, it appeared to be some type of ray.
It turned out that the rockets were being fired to test a particle beam weapon that was built near Dushanbe.
This was around 1986.
The point of my story is that rockets and missiles can be launched for many reasons other than what we think.
