I think 'New' in NWO is for the goal they're trying to achieve publicly. Though the driving forces are very old.

Probably the closest I can come to giving it any meaning is that "New World" means "overseas", as opposed to "Old World", centered in the Mediterranean.

The other "new" aspect is in private financial institutions essentially seizing governments.

I would not agree there is one person or one faction responsible for pulling all the strings.

One could say there was a very significant, globally-unifying moment based around the formation of Israel--United Nations and the Bank of International Settlements. It does have the nature of a final product or new apparatus of its time, and still works.

This is not "governance" in any useful sense of the word, but something more like "how can I keep wealth and ensure my grandchildren have wealth, regardless of the suffering of others". Organized crime with a marketable image.
