    Downing Street’s publication of the daily COVID-19 death toll and testing counts is a “propaganda tool” because the data “is unreliable when reported daily”, an expert has claimed.

    Professor Allyson Pollock, the director of Newcastle University’s centre for excellence in regulatory science, said coronavirus has “shone a spotlight on the widening inequalities” in Britain and called for the government to revisit its public sector policies.

    Her comments came during the first session of a shadow version of the government’s Scientific Advisory Group for Emergencies (Sage), which was formed amid calls for greater transparency and concerns about political interference in advice to the government.

    Sir David King, a former government chief scientific adviser who has been vocal in his criticism of No. 10’s handling of the coronavirus outbreak, has assembled the Independent Sage of experts to look at how the UK could work its way out of the coronavirus lockdown.

    Pollock criticised austerity cuts to public services and local authorities and said that the lockdown was showing the growing and widening inequalities.

    She said: “Forty per cent of our children living below the poverty line. Children are particularly affected by the lockdown.

    “We know that the lockdown has had collateral damage on older people, vulnerable groups, children with learning difficulties and people with disabilities and we only see the tip of the iceberg in the excess deaths.

    “I do see it as a great pity that the government used the daily death toll and the death counts and testing counts as a propaganda tool because these data are unreliable when reported, they're inaccurate and they're underreporting the excess deaths.”

    Pollock recommended that the Office for National Statistics (ONS) publish the statistics either once a week or once a fortnight, to combat the “incoherent” data sent out to the public.

    “It's really important that the public understand that where the official statistics are gathered and how they can be misused by the government,” she said.

    “The second point I want to relate to is what’s the collateral damage of COVID-19 on the NHS.

    “We know we were told we were to protect the NHS but all of my life I was told that the NHS is there to protect me so this is an extraordinary position to put me into that I've got to protect the NHS and I've got to stay at home to save lives.


    “The reason why we're in this position is because for 30 years we've had the decimation of public services and especially the NHS, with marketisation, privatisation, foundation trusts that now generate up to half their income to the private patients and a home diversion through the Private Finance Initiative.”

    Pollock said the government needs to revisit its public sector policies with particular focus on mental health services, community health services and above all, the 400,000 people who are in nursing homes who “have been completely left outside of the system”.

    Israel Institute for Biological Research (IIBR) is an Israeli government defense research institute specializing in biology, medicinal chemistry and environmental science. The institute's work is a closely guarded secret. It is located in Ness Ziona, south of Tel Aviv and [1] has approximately 350 employees, 150 of whom are scientists.

    “I am proud of the Biological Institute staff, who have made a major breakthrough,” Bennett said Monday. “The Jewish creativity and ingenuity brought about this amazing achievement.”

    Last month, IIBR announced that it had begun testing its antibody-based vaccine prototype on rodents, and it is unclear if this development is connected to the one previously announced.

    In addition, IIBR has been involved in plasma collection from people who have recovered from coronavirus with the hope that this might help research.

    Exclusive: Healthy over-70s set to be released from strict coronavirus lockdown measures

    Healthy over-70s look likely to be released from stringent coronavirus social distancing measures, The Telegraph has learned.

    Ministers are hoping to clarify the rules for pensioners amid criticism that the current guidance is confusing.

    The move follows reports that people judged to be vulnerable could be shielded from normal life for up to 18 months or until a vaccine is found.

    Former pensions minister Baroness Altmann warned that Britain faces "social unrest" if the over-70s are forced to endure a longer lockdown than younger generations. The Conservative peer said many older people would "risk going to prison rather than being forced to isolate at home".

    Boris Johnson is due to reveal his "road map" for "phase two" of the lockdown on Sunday, which is set to include primary schools reopening as early as June 1 and new guidelines for employees returning to work.

    Denmark, Norway and Germany have all partially reopened schools, while Italy – which bore the brunt of the coronavirus pandemic when it first hit Europe – saw around 4.5 million people return to work on Monday.

    At Monday's Downing Street press conference it was announced that there had been 288 more coronavirus deaths – the smallest daily rise since March – but Matt Hancock, the Health Secretary, said the reproduction 'R' value, showing the rate of virus infection, was still not low enough to lift the lockdown.

    Experts say the 'R' value needs to remain consistently below one, and it is currently between 0.6 and one.

    A Cabinet minister told The Telegraph: "I'd be very surprised if there is a tightening of the measures for over-70s. The whole thing is going to be based around consent rather than compulsion."

    A minister close to the discussions concerning elderly and vulnerable people revealed: "The all over-70s grouping is going to morph. There is a big difference between the 1.5 million 'shielded' people, known as extremely critically vulnerable, who have been sent a letter advising them to shield for 12 weeks, vulnerable people with pre-existing health conditions of any age, and healthy over-70s.

    "This needs to be made clearer – you can't just have a blanket over-70s group. That's unsustainable. It's not a static group."

    Pointing out that the over-70s make up nearly nine million of the UK's population, the minister said: "There aren't enough supermarket delivery slots to cater for that amount of people.

    "What we are going to see is more self-selection and personal responsibility. People will self-select whether they are vulnerable or not. The over-70s are a very sensible group – by and large, they know if they should be staying indoors or not.”

    The Cabinet minister added: "There has been a lot of over-interpreting of the advice, and people are going to have to start making judgments for themselves. So far it's all advisory – we haven't had a situation where the police have been checking the date of birth of elderly people in the supermarkets, and rightly so.

    "I'd be very surprised if the advice gets any stricter for the over-70s."

    Health Secretary Matt Hancock has dismissed warnings by civil liberties campaigners that a new coronavirus contact tracing app could open the door to widespread “state surveillance”.

    Ministers are urging the public to sign up to the app – which is beginning trials on the Isle of Wight -as a way out of the current lockdown and re-starting the economy.

    The Government’s efforts to promote the new “test, track and trace” strategy came as official figures showed the death toll had soared past 30,000 and analysis by the PA news agency found at least 140 NHS and care workers have lost their lives.



    Mr Hancock however insisted it is “completely wrong” to say that the app represents a threat to civil liberties.

    Instead, he said it is a “very, very positive step” which will enable people to regain some of the freedoms they had lost as a result of the lockdown.

    The row erupted as the latest figures from the Office for National Statistics showed another rise in the weekly number of registered deaths involving Covid-19 occurring in care homes in England and Wales.

    The total for the week ending April 24 was 2,794, up from 2,050 in the week ending April 17 – an increase of 36%.

    Over the same period the number of registered deaths involving coronavirus occurring in hospitals fell from 6,107 to 4,841 – a decrease of 21%.

    In other developments:

    – A total of 32,375 deaths involving Covid-19 have now been registered across the UK;

    – Lockdown restrictions should be eased “very gradually” in order to maintain public trust in health policy, according to a newly-published paper from a scientific pandemic influenza group which looks at behaviour and is advising the Government;

    – Chief scientific adviser Sir Patrick Vallance said the risk of a second peak is “very real”, telling MPs it was something “you need to watch out for, and you can see it in other countries”;

    – Education Secretary Gavin Williamson said there would be a “phased approach” to reopening schools.

    The new NHS Covid-19 app is central to the Government’s “test, track and trace” strategy for controlling the spread of the disease while easing social distancing rules.

    Mr Hancock said concerns about the app expressed by groups such as Amnesty International UK – which warned they are “opening the door to pervasive state surveillance” – are misplaced.

    “The purposes of this are purely and simply to control the spread of the virus, which is really important,” he told BBC Breakfast.

    “We’ve all had to give up significant infringements on our liberty – for instance, with the social distancing measures and the lockdown – and we want to release those, and this approach will help us to release them.”

    The app uses Bluetooth to track and trace contacts between users – alerting people if someone they interacted with has displayed symptoms or tested positive for the virus.

    Officials insist it is designed with privacy and security “front of mind”, with the data stored on an individual’s phone until the point they contact the NHS to report symptoms and request a test.

    However, Amnesty International UK director Kate Allen said ministers need to explain why – unlike other European countries – Britain is establishing a central database to store information.

    “We remain concerned that the Government is using the coronavirus pandemic to normalise technologies that threaten our privacy rights, and which the public would not accept in ordinary circumstances,” she said.

    Ministers have said that if the pilot on the Isle of Wight – beginning on Tuesday with NHS and council staff – is successful, the app could be rolled out across the country within weeks.

    Mr Hancock said the more people who sign up to it, the more effective it will be.

    “What I can tell you is that if you download the app then you are doing your duty and you are helping to save lives, and you’re helping to control the spread of the virus,” he said.

    Labour leader Sir Keir Starmer said he hopes the trial succeeds but warned that the Government needs other contact tracing measures in place as well.

    “I am a bit concerned that a similar app in Singapore only had, I think, something like a 20% take-up rate in the public,” he told BBC Radio 4’s Today programme.

    “So, what I’m pushing the Government to say is you are going to have to have the traditional way of tracing as well, which is doing it more manually – phoning people, etc, etc.

    “Because, if you put all your eggs in the basket of this particular app – which I want to work as much as anybody else – it may a) it may not work, or b) it may be that not enough people take it up.”

That happened because they now realize we the people, the world’s population have the ability to change this. Makes them scared.

    (Thoughts can be measured and are tangible – they can be measured outside of the brain (and head). Ergo the world can be changed if enough people ‘think the same way’.)

    So that’s what happened; the meassage was being heard even though it was up for only 48 hours. (Confirmed by emails to Buttar).

    The question is: Why do they feel threatened by a video that talks about showing love and gratitude?

    The virus is a chimeric derivative and is virulent.

    Buttar believes that 99.99 % of the world’s population have been exposed to the virus.

    If it wasn’t for viruses we’d be dead, extinct hundred of thousands of years ago. Humans are a viral system. Without them we wouldn’t be able to evolve – that’s what it comes down to.

    Viruses are already inside us as a toxic response to a toxilogical insult.

    This virus is man made and anything that man makes gets screwed up therefore we have nothing to worry about (except for some of the already immunocompromised).

    This is en evil agenda but it is brilliant – it’s been set up for decades. Nothing to do with saving people and everything to do with depopulation.

    They’re making us toxic (with chemtrails, pecticides, and so on) so that our immune system is rendered more susceptible to what’s coming down the pipeline.     The biggest sceptics should ask this question themselves and then answer it: Why do they have patents (source / source - possibly) on the new altered chimeric version of the virus, who owns them and why? Why not patent the treatment? This is a historically consistent thing; H1N1 had patents, Zika, Covid etc. That’s the question we should be asking.

    Second question: If this virus is so devestating, dangerous, and threatening to the world then why would it go from Wuhan to Iran, Italy, and then end up making New York the epicenter of the world? NB! Blaming China (or whoever) is just a diversion. It jumped over Beijing and Shanghai… This suggests that it’s a lie. Why didn’t Shanghai and Beijing shut down? = Not asking this question is cognitive dissonance.

    It’s like you need to be socially isolated and six feet apart – but planes are still flying.

    More health care professionals are being let go than ever before.

    Why are the MSM taking a picture of one hospital and then presenting it as multiple hospitals? Some people ‘die’ over and over just with different credentials.

    Death certificates are being altered. The mandate from the CDC; respiratory condition now equals Covid 19. Why? They’re elevating the numbers to justify what they’ve done because they don’t have the numbers. It still doesn’t match the seasonal flu.

    People who want to open up (like the Mayor of Las Vegas) get attacked in and by the media. People need to start thinking for themselves.

    Nobody’s asking; what does fear do to a person?

    The issue of masks have been put on its head – from protecting others to protecting yourself. When you restrict the flow of oxygen there is a stress response/weakens the immune system. Wearing a mask causes the viruses in our body to express more because of the stress on the system.

    Buttar voted for Bush the first time but not second (Dr Buttar was on of twelwe doctors appointed by Bush in a heavy metal ‘task force’). Same with Obama. He did not vote for Trump last time but will vote for him the next time – Trump’s been attacked from everywhere and still has accomplished more than the four last presidents did together.

    This is a war against humanity that needs to be risen to.

    Advance Medicine Conference was scheduled back in October 2019 that’s [now] supposed to occur in May 23., 24. and 25. and we have not canceled it and we’re going to have this conference. It may be streamed.

    Now is the time for everybody to start speaking out. Make the effort, organize etc.

    Why is social media now saying that if you try to use it to organize groups and gatherings to protest they will shut you down? = Infringement on our freedom of speech. Freedom of speech gives us the freedom to assemble and they’re impeding on that.

    Questions like that can make people realize that this is about the future generations.

    This is the greatest hoax that’s ever been committed.

    When you look at the people who’ve died in Wuhan, in Italy, in New York, in Iran; when you look at the genomic sequence of the virus it’s different. So it’s not the same component anywhere.

    It’s not a viral injury but a hypoxic injury, it looks like altitude sickness and I believe it’s directly 100 % correlated with that technology we’re talking about because that is the next component.

    How many of the people that’ve died of Covid 19 had the H1N1 flu shot or a different vaccine? We have no idea.

    If Fauci knew in 2017 that this was going to happen and it’s been predicted (other people have been predicting this all the way back to 1981 – there were predictions in the pharma’s almanac that it was going to be a mass pandemic in 2020); how did they know this? Somebody knew this. It’s all been orchestrated and planned out.

    Don’t allow your preconceived notions to dictate what you are going to believe. Remember the definition of cognitive dissonance.

    Anybody who approaches this objectively and looks at it without any preconceived notions and is willing to challenge themselves will come to the same conclusion.

    Let’s back up to address how we got here... In the early 1900s, America’s first Billionaire, John D. Rockefeller bought a German pharmaceutical company that would later assist Hitler to implement his eugenics-based vision by manufacturing chemicals and poisons for war.

    Rockefeller wanted to eliminate the competitors of Western medicine, so he submitted a report to Congress declaring that there were too many doctors and medical schools in America, and that all natural healing modalities were unscientific quackery.

    Rockefeller called for the standardization of medical education, whereby only his organization be allowed to grant medical school licenses in the US. And so began the practice of immune suppressive, synthetic and toxic drugs.

    Once people had become dependent on this new system and the addictive drugs it provided, the system switched to a paid program, creating lifelong customers for the Rockefellers.

    Currently, medical error is the third leading cause of death in the US. Rockefeller’s secret weapon to success was the strategy known as, “problem-reaction-solution.” Create a problem, escalate fear, then offer a pre-planned solution. Sound familiar? Flash forward to 2020... They named it COVID19.

    Our leaders of world health predicted millions would die. The National Guard was deployed. Makeshift hospitals were erected to care for a massive overflow of patients. Mass graves were dug. Terrifying news reports had people everywhere seeking shelter to avoid connect. The plan is unfolding with precision. But the masters of the Pandemic underestimated one thing... the people.

    No children are known to have died so far, but several have ended up in intensive care with mysterious symptoms that include enlarged coronary arteries.

    One child, 8 years old, arrived at a Long Island hospital near death last week. His brother, a boy scout, had begun performing chest compressions before the ambulance crew reached their home.

    In the past two days alone, the hospital, Cohen Children’s Medical Center, has admitted five critically ill patients — ages 4 to 12 — with an unusual sickness that appears to be somehow linked to Covid-19, the disease caused by coronavirus. In total, about 25 similarly ill children have been admitted there in recent weeks with symptoms ranging from reddened tongues to enlarged coronary arteries.

    Since the coronavirus pandemic began, most infected children have not developed serious respiratory failure of the kind that has afflicted adults. But in recent weeks, a mysterious new syndrome has cropped up among children in Long Island, New York City and other hot spots around the country, in an indication that the risk to children may be greater than anticipated.

    The number of children in the United States showing signs of this new syndrome — which first was detected in Europe last month — is still small. None is known to have died, and many have responded well to treatment.

    No solid data yet exists about how many children in the United States have fallen ill with what doctors are calling “pediatric multisystem inflammatory syndrome.”

    “This is really only a disease that has been clear for two weeks now, so there is so much we’re trying to learn about this,” the chief of pediatric critical care at Cohen Children’s, Dr. James Schneider, said in an interview on Tuesday.

    Doctors say this condition does not seem to be driven by the virus attacking the lungs, a hallmark of coronavirus infection in adults.

    While some of the children with this condition do end up with respiratory problems and a few have needed to be on ventilators, “it seems to be less a lung-specific disease,” said Dr. Steven Kernie, chief of pediatric critical care medicine at Columbia University and New York-Presbyterian Morgan Stanley Children’s Hospital, which has treated between 10 and 20 children with the condition, ranging from infants to older teenagers.

    He said many of their symptoms — from rashes to redness of eyes to blood circulation problems — appear to be rooted in an “overall inflammatory response.”

    In some patients the syndrome seems similar to a rare childhood illness called Kawasaki disease, which can lead to inflammation of the blood vessels, especially the coronary arteries.

    The symptoms of Kawasaki disease often start with a fever and a rash, but when undiagnosed and untreated, the illness can lead to serious heart conditions, such as coronary aneurysms. The disease, which generally afflicts patients 6 months to about 6 years old, is considered rare in the United States.

    But Dr. Kernie said it was important to distinguish between this coronavirus-related condition and Kawasaki disease.

    While some of the symptoms are similar, Dr. Kernie said, including fever, abdominal pain and sometimes a raised rash, there appear to be differences in how the coronavirus-related condition affects the heart.

    While shock is a rare complication of Kawasaki disease, in the recent wave of coronavirus-related cases, he said, many of the children are in toxic shock with very low blood pressure and an inability of the blood to effectively circulate oxygen and nutrients to the body’s organs.

    On Monday night, the New York City Health Department issued a bulletin, asking doctors to report any cases of the syndrome. The bulletin said the health authorities in the city knew of 15 such cases, involving patients age 2 to 15, who have been in intensive care units since April 17.

    But interviews with doctors in New York City and on Long Island suggest that at least 50 children have been treated for the syndrome, not all in intensive care.

    “I would say so far we have seen 13 patients,” Dr. Nadine Choueiter of the Children’s Hospital at Montefiore in the Bronx said of the children treated for the syndrome at just her hospital.

    Still, doctors were reluctant to speculate how widespread it might be across the city. “That is the question we are constantly thinking about, and I don’t think we know the answer,” Dr. Choueiter said.

    In Richmond Hill, Queens, Jayden Hardowar, 8, initially had only a mild fever, starting on April 23, his father, Roup Hardowar, said.

    But several days later, Jayden started to grow very weak and listless. On April 29, he was lying in bed watching a Pokemon TV episode. “Mommy,” he cried out, before he stopped breathing. His face started turning purple. His 15-year-old brother, a boy scout, began performing chest compressions, stopping only when the ambulance arrived, his father said.

    At Cohen’s Hospital, in New Hyde Park, Jayden was put on a mechanical ventilator for three days before he began to improve. Although Jayden tested negative for the coronavirus, he tested positive for antibodies, suggesting he might have been infected with the virus in recent weeks or months, his father said.

    In recent days, Jayden has begun to open his eyes and smile or cry at his parents during video chats arranged by a nurse. “Last night he said, ‘I love you, Mommy,’” his father recounted on Tuesday.

    Jayden is one of 11 children in the intensive care unit at Cohen Children’s deemed to have the syndrome, doctors there said.

    Similar cases have appeared elsewhere in the country, too.

    Juliet Daly, a healthy 12-year-old from Covington, La., woke up on April 3 with such sharp pains in her stomach that she had trouble moving. “I spent one hour in bed trying, attempting to get up, and I spent half an hour going down the stairs,” Juliet said in an interview on Tuesday.

    Over the weekend, she had a fever, and, she said, “I couldn’t eat and I couldn’t drink because I vomited everything up.” By Monday, “my arms were cold and my lips were blue,” she said.

    She was so lethargic that “she kind of fell asleep in the bath,” said her father, Sean Daly.

    The family took Juliet to a nearby hospital, where they were told that she was experiencing an acute form of heart inflammation called fulminant myocarditis. Her heart rate was very low, and her heart was failing to pump blood.

    The hospital decided to put Juliet on a ventilator and airlifted her to a medical center in New Orleans, about 40 miles south. During the intubation procedure, her heart stopped, and “she went into arrest for a little under two minutes,” Mr. Daly said. Later, on the helicopter, her heart stopped again and she needed to be revived by C.P.R., he said.

    After nine days in the hospital, she returned home to her parents and two brothers. “I was able to walk around, but I was still wobbly,” she said. Now, Juliet, who likes to bike and do artwork, is feeling healthy.

    Doctors in New York have noted that cases of the new syndrome began to appear a month or so after a surge of Covid-19 in the region. That timing suggests “it’s a post-infectious immune response to this,” said Dr. Leonard Krilov, chairman of pediatrics at NYU Winthrop Hospital in Mineola, N.Y.

    In some cases, the treatment for children with the new syndrome is straightforward and quick. Dr. Krilov recently treated a 4-year-old boy whose family had previously fallen ill with Covid-19. Weeks later, the boy had a high fever, a rash and kidney trouble. He was given one of the standard treatments for Kawasaki disease: intravenous immunoglobulin, a serum harvested from donated blood. Within a day his fever fell and kidneys returned to normal, Dr. Krilov said.

    Early research suggests that children are significantly less likely to become seriously ill with Covid-19 than adults. In New York City there have been 13,724 deaths of laboratory-confirmed Covid patients. Six have been 17 years old or younger, and all had underlying health conditions, according to city data.

    Doctors say that even though there is growing evidence that some healthy children are falling gravely ill with this new syndrome, they are still at far less risk from Covid-19 than adults.

    “It’s just a different disease in adults,” said Dr. Jennifer Lighter, a pediatric infectious disease specialist at NYU Langone Medical Center, who treated one pediatric patient with the new syndrome last week.

    “It is very, very rare, and the children have been doing OK for the most part,” Dr. Lighter said of the new syndrome. “My patient is home and doing great.”

    The dangers of coronavirus will not end with the pandemic, the European director of the World Health Organization (WHO) has warned.

    Aside from the health implications of the virus, Dr Hans Kluge said there would be other harmful legacies – including job losses, a rise in alcohol and drug-fuelled domestic violence and mental health issues.

    Kluge said what comes after the pandemic could "haunt us for years”, and urged people not to consider turning to alcohol as the UK government prepares to announce possible easing of some lockdown measures.


    Speaking during a WHO Europe briefing, Kluge said: "Yes, this (reducing alcohol consumption during lockdown) is definitely one of the recommendations, definitely to limit it.

    "Everyone has to look at their own situation. The COVID-19 response is an additional moment to quit smoking but this has to be looked at in a broad atmosphere of how the person is feeling.

    "But to put it short, alcohol is a very bad adviser.”

    Kluge said the restrictive measures of lockdown had "understandably bred stress and anxiety", and added the WHO was "troubled" by reports from the UK, Ireland and some other European countries that this had led to an increase in violence.

    Domestic abuse charities have reported a surge in demand for their services, with a 25% increase in calls to the National Domestic Abuse helpline since lockdown measures came into force on 23 March.

    Kluge said: "So much related to COVID-19 has been unparalleled and is outside our control and understanding.

    "But with solidarity we can prevent violence from blighting the lives of generations.”

    The UK government announced this week that it would spend £76m on supporting vulnerable people who are "trapped in a nightmare" at home during the lockdown.

    Kluge also highlighted the risks of sexual abuse taking place “out of society’s sight” with countries in full or partial lockdowns.

    He added: “Out of school, at-risk children are off the radar of education and social sectors. With prevention and protection services on hold, those in need cannot access essential social services and care, nor be reached by those services.”

    A report from the National Crime Agency released last month said that there are at least 300,000 people in the UK posing a sexual threat to children, either through physical ‘contact’ abuse or online.

    The French government has revealed the final map which determines how some restrictions

    When France begins to lift its lockdown on May 11th, there will be local differences, albeit small ones to begin with - and these depend on whether you live in a red or green area.

    Preliminary maps have been published throughout the week, but the one revealed by health minister Olivier Véran on Thursday forms the final plan for the lifting of lockdown.

    Three criteria
    Three criteria are used to apply the red or green rating;
    • The number of new cases being diagnosed
    • The capacity in local intensive care units
    • Whether local authorities have a comprehensive testing and tracing programme in place
    In the final map four regions of France - Hauts-de-France, Grand-Est, Bourgogne-Franche-Comté and the greater Paris Île-de-France region received a red designation, which meant 32 départements in all.

    One overseas département - Mayotte - is also red.

    The Prime Minister stated that the situation in Mayotte and the Paris region were causing particular concern.
    “In Ile-de-France, the number of new cases is decreasing but it remains high, higher than we want it to,” Philippe said.

    “We will begin to ease the lockdown (in Île-de-France), but seeing as this region is very densely populated, we need to practice a very strict discipline," he said.
    Earlier versions of the map had taken into account only the circulation of the virus in the area and the hospital situation - the final map includes a third factor; how well organised local authorities are in regard to testing.

    Earlier versions of the map also showed some areas in orange - these were the the areas as yet undecided.

    The maps will continue to be revised after May 11th, but those areas that are now red will not be able to move to loosen some restrictions until the second phase begins on June 2nd - even if their département changes colour in the meantime.

    What is the difference between red and green?
    The idea is to enforce looser restrictions in areas where there are fewer cases of coronavirus and where local health services are coping well and tighter restrictions for areas where the virus is still prevalent and hospitals under pressure.

    However local authorities have the right to make changes in accordance with local conditions.

    The main difference in phase 1 is that parks and gardens will not reopen in red areas on May 11th - meaning that Paris parks will stay closed.

    Secondary schools (colleges) will only be able to reopen in green areas from May 18th although even then it will only be two year groups - years 5 and 6. A decision for when years 3 and 4 can return to the classroom will be take at the end of May.
    The health minister has also said local authorities in red areas may be given powers to close shops or schools if necessary.

    France's PM also said those départments that remain coloured green in three weeks will be able to ease restrictions even further.

    "The country is divided in two: in the major part we managed to slow down the epidemic wave (...) these are the green departments," said Edouard Philippe. "If they stay green for the next three weeks, we can at the very beginning of June consider a new phase of deconfinement."

    He also suggested those living in red départements must be more vigilant with how they respect social distancing.

    Government scientific advisers are furious at what they see as an attempt to censor their advice on government proposals during the Covid-19 lockdown by heavily redacting an official report before it was released to the public, the Guardian can reveal.

    The report was one of a series of documents published by the Scientific Advisory Group on Emergencies (Sage) this week to mollify growing criticism about the lack of transparency over the advice given to ministers responding to the coronavirus.

    However, large blocks of text in the report, produced by SPI-B, the Sage subcommittee providing advice from behavioural scientists on how the public might respond to lockdown measures, were entirely blanked out.

    Several SPI–B members told the Guardian that the redacted portions of the document contained criticisms they had made of potential government policies they had been formally asked to consider in late March and early April.

    One SPI-B adviser said: “It is bloody silly, and completely counterproductive.” A second committee member said: “The impression I’m getting is this government doesn’t want any criticism.”

    On Friday afternoon, after the Guardian revealed frustrations over the redacted report, another member of the government’s advisory committee took to Twitter to complain of what he said was “Stalinist” censorship.

    “Personally, I am more bemused than furious,” said Stephen Reicher, a professor of social psychology at the University of St Andrews. “The greatest asset we have in this crisis is the trust and adherence of the public. You want trust? You need to be open with people. This isn’t open. It is reminiscent of Stalinist Russia. Not a good look.”

    Members of the committee have been discussing among themselves how best to respond to the redaction, which they believe was a heavy-handed move that jeopardises their independence.

    At least one scientific adviser is understood to be considering resigning over the government’s secretive approach to science around the Covid-19 outbreak, which they believe is undermining public trust.

    The report, from 1 April, summarised SPI-B’s discussions about how to handle possible changes to the social distancing measures that had just been introduced to slow the spread of Covid-19.

    In the version published on Sage’s government website, almost a page and a half of text was heavily redacted. The Guardian understands the blocked text related to SPI–B’s criticism about possible government proposals around that time.

    These included the idea of reducing the amount of time Britons could spend exercising or shopping, and stricter financial penalties for those found to be breaking the lockdown. A third proposal involved requiring people to self-validate their movements, as was occurring in France, where citizens were required to complete permits before leaving home.

    Experts on SPI-B, which includes professors in psychology, epidemiology and anthropology, said they felt the proposals were too punitive and more likely to result in unfair treatment among people in deprived economic circumstances.

    A spokesperson for the Government Office for Science said the redactions took place because the policies discussed in the document were still under consideration.

    “The only redactions relate to comments made by a Sage subgroup where specific reference is made to policy still under consideration or to remove contact,” the spokesperson said.

    “Redactions were carried out by officials working for the Sage secretariat in consultation with the department developing the policy. All the subgroups were notified and given the opportunity to comment in advance of publication on the redactions being made to specific elements of any papers.”

    However, SPI–B advisers who spoke to the Guardian disputed that they had been consulted. “We weren’t given advance notice and we still haven’t been given a satisfactory explanation,” the second SPI–B member said, adding they felt the redaction had been intended to stifle criticism.

    “This government has failed to show any self-criticism whatsoever, when it is glaringly obvious to everybody that big mistakes have been made. If you want the trust of the population you hold up your hand and you say ‘we’ve made these mistakes, this is why they happened, we regret it, we’re learning from it’. Rather than just keep saying ‘we’ve done the most fantastic job’ and not being open to criticism in any way.”

    A third member of SPI–B said they felt the redactions undermined the expert group’s independence from politicians. “What is recorded in the redacted document is us criticising those proposals. They were just not particularly well thought out. Here we were being independent, and you can’t see it [because of the redactions].”

    A fourth member of SPI-B questions whether the heavy redaction might even have been a mistake, as the documents were summaries of the committee’s discussions produced by civil servants.

    “Whether it was a mistake or deliberate doesn’t matter; it should not have happened, it’s deeply problematic,” the adviser said. “The public needs to have trust and confidence in the scientific advice, which the government claims it is relying on, and to see sections redacted in published documents diminishes trust and confidence.”

    The committee’s consideration of the government proposals is understood to have occurred during the first week of the lockdown, which began on 23 March.

    The behavioural scientists said in their four-page report that there was a consensus that the high-levels of adherence to government guidelines “are likely to be maintained in the short-to-medium term, for as long as it is evident that Covid-19 poses a serious risk that cannot be managed in any other way”.

    However they were concerned that introducing more coercive measures, such as more draconian restrictions on movements, risked undermining the high levels of adherence, which they said was “likely based on a sense of community cooperation”.
