    Is Oil Behind Washington’s Venezuela Coup Madness?

    On January 23 US Vice President Pence sent a message via Twitter that Washington recognized the 35-year-old Speaker of the Venezuela National Assembly, Juan Guaido, as the “legitimate” President of the troubled country, and not elected President Maduro. The fact that it was first Pence and not the US President, who seemed forced to play catch-up, says much about the intervention. The question is whether oil was the reason as neo-con Security Council adviser John Bolton claimed or something else. The evidence suggests something else, but what something?

    The Washington “recognition” of Guaido as “legitimate” president of Venezuela is not only a blatant breach of international law. It goes back on Donald Trump’s repeated campaign promises to stop US meddling in internal affairs of other countries. The attempted coup is being run on the ground by the same criminal operators, call them the deep state, who were behind the regime change operations of repeated US Color Revolutions from Ukraine to Libya, including CANVAS and the CIA’s surrogate, National Endowment for Democracy. National Endowment for Democracy. Many are asking why, after twenty years of Chavez and Maduro versions of central socialist economics, just now Washington makes such a brazen and dangerous step. One explanation is oil, but if so, not in a simple sense some may think.

    In an interview on Fox News following US claims that Guaido was the legitimate interim president, John Bolton declared that, aside from declaring Maduro was “authoritarian” as reason for the Washington move, oil was a major factor. Bolton told Fox News, “We’re looking at the oil assets…We’re in conversation with major American companies now,” he continued. Then he made this bizarre remark, all the more as the US today claims to be world number one oil producer: “It will make a big difference to the United States economically if we could have American oil companies really invest in and produce the oil capabilities in Venezuela.” How that would “make America great again,” he did not say.

    World’s Largest Reserves?


    It’s true that, officially, Venezuela claims to hold the world’s largest oil reserves, estimated 297 billion barrels as of 2010, larger even than that claimed by Saudi Arabia. That makes an impressive headline but is misleading.

    Aside from the fact that the Washington soft coup is hardly the urgent priority of the United States today, nor of the US President, the claims that it is about oil are overblown, clearly a deception on the part of John Bolton and others, unless it is part of a grand scheme to force world oil prices again to over $100 a barrel. Having Valero Energy or Chevron refine the Venezuela oil on US Gulf Coast refineries, contrary to what the pro-coup Senator Marco Rubio claims, will not be a major job source for the US. Oil refining is a highly automated industry with very small labor input.

    But a closer look at the figures for Venezuela oil reserves is also necessary. Most of the oil resources of Venezuela are located in what used to be known as the Orinoco Belt, today the Hugo Chavez Belt. In the 1990s the “proven reserves” of Venezuela was estimated to be 60 billion barrels, a mere 20% of today’s estimate. Since Chavez took over in 1999 did Venezuela discover huge new deposits of oil? No. It discovered the changing economics of the rising world oil prices over the period from 1999 to 2014. Like Canada’s heavy Athabasca Tar Sands, Venezuela heavy Orinoco crude was suddenly economic, that is so long as world oil prices stayed above $100 a barrel.

    We have to look at the definition of proven reserves. The US Securities & Exchange Commission has defined it as “those quantities of oil and gas, which, by analysis of geoscience and engineering data, can be estimated with reasonable certainty to be economically producible…” When oil prices in the 1990s were well below $40 a barrel, it was not economically possible to produce Venezuela oil from the huge Orinoco region. The oil is a heavy tar-like grade similar to Canada’s Athabasca Tar Sands. So that vast reserve of tar oil, unconventional oil, was not economically producible, that is, not any more “proven reserves” by the standard definition. It takes much energy input to refine a barrel of Orinoco heavy oil. It must be processed in special refineries. The technology needed to recover ultra-heavy crude oil of the Orinoco Belt, is much more complex and expensive than Saudi or Russian or even US shale oil.

    When world oil prices crashed in 2014 to below $30 a barrel, Venezuela should have adjusted the reserves dramatically down. It did not. It neglected to reduce “economically recoverable reserves.”

    Today’s price for West Texas Intermediate oil hovers around $55 a barrel. Moreover, US sanctions have severely reduced Venezuela conventional oil production, most of which, 500,000 barrels daily go to the US.

    Now new US sanctions target the nationalized state oil company, PDVSA. American companies are banned from doing business with PDVSA. American sanctions also dictate that any revenues from oil sales be put into an escrow to be managed by the “government” of Juan Gauidó, a move likely to lead to Maduro’s simply stopping those US exports, pushing US gasoline prices high.

    Moreover, because the Venezuela oil is extremely heavy, it must be diluted by special diluent chemicals. Those diluents or thinning agents are essential to be able to move the heavy molasses-like oil via pipeline. PDVSA purchased until this week all diluents from US suppliers. Now that is banned and finding substitutes, even in Canada, is not likely.

    China Enters


    In 1988 prior to Chavez, PDVSA worked with BP to patent its own oil emulsion called Orimulsion, to make the Orinoco heavy reserves into a commercial fuel. The invention allowed Venezuelan heavy oil to be sold at a price competitive with coal. However, for reasons not fully clear, in 2007 the Chavez regime sold an Orimulsion plant producing 100,000 barrels of oil daily to China. The plant had been built with a Chinese loan. Chavez’ Energy Minister, Rafael Ramírez, announced that PDVSA was ending production of Orimulsion, arguing that its processing was not “an appropriate use for Venezuelan extra-heavy crudes (sic).” He granted the Orimulsion patent to Chinese oil companies, presumably for some debt relief.

    Today the Maduro government sends a major portion of its remaining oil exports in lieu of debt repayment, to China, and also less so (less debt) to Russia. Venezuela owes China some $60 billion. Those huge debts grew dramatically after in 2007 after a China-Venezuelan Joint Fund, created that year by Chávez, enabled Venezuela to borrow from China in tranches of up to $5 billion, and pay with shipments of crude oil.

    This means that short of a dramatic increase in China loans or other aid to the Maduro regime amid latest US sanctions, chances for Venezuela exports of oil to the world market for vital hard currency cash amid a hyperinflation estimated by some at 60,000% annually or even well over one million percent by IMF projections, are all but gone.

    The delayed result of those latest sanctions from the Trump Treasury has now created a spike in oil prices that may come to haunt Trump’s hopes for a strong economy in 2020. As the dual power war in Venezuela drags on, or even escalates into a bloody civil war, the prospect of rebuilding the battered remains of PDVSA, even were ExxonMobil or Chevron to buy a privatized entity, remains years away. Now the unanswered question is whether the dark actors behind this latest US regime change effort– the CIA, the major international banks and allied oil majors– actually intend to use their Venezuela coup crisis to escalate attacks on the Saudi Royal House to force a major cut as well in Saudi oil output, combined perhaps with a well-timed end to the US waivers to Iran oil export sanctions. Those waivers helped Trump and the US economy by averting a major oil price spike to over $100 last year before the US Midterm elections. Leaving aside whether or not Maduro is a saint, the decision by President Trump to back the Bolton-Pence call for a US intervention in Venezuela may prove a fatal error to a Trump presidency. He must realize that so the question would be whether someone is putting a gun, literal or figurative, to is head in this.

    What’s Not Being Said About the Venezuela Oil War

    So far much of the discussion over what is driving the bizarre Trump Administration intervention into Venezuela centers around the comments of National Security Adviser John Bolton to claim it’s about oil. In a previous analysis we looked at the prospects of the huge Chavez Basin, formerly the Orinoco Basin, said to hold the world’s largest reserves of oil by some definitions. Now it’s becoming clearer that this de facto war is about far more than control of the heavy oil of the Chavez Basin in Venezuela. .

    First it’s important to look at which oil companies were already staking various claims on the region’s oil prospects. Within Venezuela, Chinese oil companies led by China National Petroleum Corporation, and the Chinese government have been playing a major role since the Chavez era. In fact the role has become so great Venezuela’s government owes China some $61 billion. Because of the financial problems of the Maduro government, China has been taking debt repayment in form of oil. Since 2010 the Russian state oil company, Rosneft has been involved in joint projects with the Venezuela state PDVSA, mainly in the Orinoco/Chavez Belt. Some years ago Rosneft extended some $6 billion in loans to Venezuela to be also repaid in oil. A recent statement from Rosneft says that $2.3 billion is due by end of this year. Rosneft has participation in five oil projects and 100 percent in a gas project. In addition to CNPC and Rosneft, France’s Total SA, Norway’s Equinor, and US Chevron all hold minority stakes in Venezuela projects, with most vowing to stay despite the political crisis. That raises the question what they know beyond the well-documented heavy oil of Venezuela.

    The real prize?


    The real prize that these powerful international oil giants are eyeing likely lies well to the east of the Orinoco heavy oil fields where they now operate. The real prize is the ultimate control over one of the best-kept secrets in the oil industry, the huge oil reserves of a disputed area straddling Venezuela, Guyana and Brazil. The region is called Guayana Esequiba. Some geologists believe the Esequiba region and its offshore could contain the world’s largest reserves of oil, oil of far better quality that the heavy Orinoco crude of Venezuela. The problem is that owing to the decades-long dispute between Venezuela and Guyana the true extent of that oil is not yet known.

    Historically, both Venezuela and Guyana, a former British colony, laid claim to Esequiba. In 1983 a so-called Port of Spain Protocol, between the governments of Venezuela and Guyana, declared a 12-year moratorium on the Venezuelan reclamation of Esequiba to allow time for peaceful resolution. Since then a special UN Representative has kept the situation frozen. Neither party has developed exploration of the reported huge oil deposits in the territory. In January 2018 the UN Secretary General referred the status of Esequiba to the International Court of Justice in The Hague, where it sits today.

    Now it gets messy. In September 2011 the government of Guyana filed for an extension of its offshore Exclusive Economic Zone to the UN Commission on the Limits of the Continental Shelf in order to extend its continental shelf by a further 150 nautical miles. To get UN permission, they declared the area was subject to no territorial disputes, ignoring the very active Venezuela dispute over Guayana Esequiba. Venezuela filed a strong protest. To further complicate the situation, Guyana awarded international oil exploration rights in the disputed maritime area.

    Exxon in Guyana


    In 2015 Guyana awarded an oil exploration contract to ExxonMobil, former company of former US Secretary of State Rex Tillerson. Exxon soon discovered an oil field estimated at 5 billion barrels, significant enough to change the economy of tiny Guyana once production begins next year. Unlike the heavy and expensive oil of Orinoco/Chavez, the oil found offshore Guyana is high quality, light. Oil analysts cite an astonishing 82% success rate for Exxon drilling in frontier areas compared with industry averages of 35%. Wood Mackenzies analysts say the offshore region “will easily become the fourth largest oil producing nation in Latin America by the next decade, with chances to outperform the countries preceding it. If Venezuela and Mexico fail to address production declines, Guyana could quickly surpass them to number two.”

    Keep in mind until now this entire Esequiba region, offshore and on, had been off limits to oil exploration by mutual agreement of the countries. The Exxon Guyana discoveries confirmed the belief that the Esequiba region holds enormous oil resources.

    Here enters the complication of Venezuela’s Maduro government and the bizarre declaration of opposition National Assembly President Juan Guaido to be deemed legitimate president. The entire tragic drama now unfolding can be better understood if we look beyond Orinoco Belt oil to the huge untapped potential reserves of Esequiba.

    Since the 2015 Exxon finds, Venezuela has launched complaints with Guyana and on occasion interdicted Exxon oil exploration vessels. Complicating the situation for the Maduro regime is the fact that a partner of Exxon offshore Guyana in the disputed waters is the state oil company of Maduro’s largest creditor, China’s CNOOC.

    Imagine a scenario where Maduro’s regime is replaced by a free-market Guaido who reopens Venezuela to foreign oil interests and reprivatizes the state PDVSA. Then Guaido, with help from his various international friends, aggressively asserts Venezuela’s claims to Esequiba. Britain, France and Spain, all with major oil companies in the region, have joined the US in recognizing Guaido as interim president. So long as Venezuela was controlled by Maduro, it suited Exxon and their backers in Washington to recognize Guyana’s legitimacy to the offshore Esequiba fields. Were Guaido to come in, that could easily change and a fragile Guyana could be arm-twisted to resolve the Esequiba issue to the benefit of Venezuela.

    Right now we find Maduro with the open support of China and Russia, opposed by Guaido with the open backing of Washington, London, France, Brazil (also bordering on the Esequiba region) and others. Further adding to the explosive geopolitical cocktail of the region is the fact that China has formally incorporated Guyana into its Belt, Road Initiative and is building a highway link from Manaus in Northern Brazil through Guyana giving Brazil far more efficient access to the Panama Canal, cutting thousands of miles off the shipping route. Notable also are Chinese efforts in Panama, the central shipping crossing between Atlantic and Pacific Oceans. In 2016 China’s Landbridge Group bought Panama’s Margarita Island Port, the largest port, on the canal’s Atlantic side, giving the Chinese company intimate access to one of the most important goods distribution centers in the world.

    It doesn’t take much imagination to realize that the geopolitical stakes in the Venezuela crisis go far beyond issues of legitimacy or democratic elections and far beyond the borders of Venezuela. And this is only the oil.

    Many myself among them have pointed to the vast hydrocarbon reserves of Venezuela as a possible driving motive behind the otherwise bizarre Washington intervention in Venezuela. The more I look into the situation, the more I suspect a quite other explanation for the intervention from a President who campaigned on a call to end US regime change interventions into other countries. The President’s NSC advisor, John Bolton openly stated it was about the oil. Could there be another reason as well? What then could it be?

    Bolton also declared recently, “In this administration, we’re not afraid to use the word Monroe Doctrine. This is a country in our hemisphere.“ The last President to invoke the Monroe Doctrine, something going back to 1823, was Ronald Reagan. Before Reagan, JFK did so to justify US measures against the growing influence of the Soviet Union in the region after the Bay of Pigs fiasco.

    The Monroe Doctrine was drafted by US Secretary of State John Quincy Adams and proclaimed in the State of the Union address by President James Monroe at a point most all South American colonial nations had achieved independence from Spain or Portugal. It declared that any attempts by European powers to try to establish new colonies there would be considered by Washington as “the manifestation of an unfriendly disposition toward the United States.” In effect it declared that the New World would be a separate sphere of influence from that of the colonial Old World of Europe. Notably, the immediate trigger for the 1823 declaration was a Russian Ukase of 1821 asserting rights to the Pacific Northwest and forbidding non-Russian ships from approaching the coast.

    Historically the original Monroe Doctrine was largely a bluff, as the US at the time had no serious navy and relied on the British Royal Navy informally to keep other powers out. What then could be the basis of invoking the Monroe Doctrine in 2019, nearly 200 years later?


    Target China?


    Given the track record in brutal regime change of US operators such as Elliott Abrams and others in the present effort to oust President Maduro in favor of Assembly President Juan Guaidó as interim president, it seems something other than supporting free and fair elections is involved to put it mildly. If we look at the role of foreign governments not only in Venezuela but in the broader region as a possible US motive, what comes into focus is the potential and very significant presence of China and its economic stake in Venezuela and the entire region, one receiving little attention to date.

    It’s widely known that China wants security of supplies for its oil and draws from a wide variety of countries for that from Iran to Russia, from Saudi Arabia to Angola. And from Venezuela.

    China is a, in fact the major creditor to the Venezuela Maduro regime, perhaps as much as $61 billion worth of loans by some estimates. Since the Washington declarations in support of Guaido, China has been unusually outspoken in defense of Maduro, unusual for a state that claims never to involve in local politics. What is not public is what detailed agreements China has from Maduro in return for being Venezuela’s main financial supporter. Are there concessions to Venezuela’s rich untapped deposits of gold or of rare earth minerals such as Coltan?

    Coltan, sometimes called “blue gold,” has been confirmed in the Amazon region of Venezuela near the border to Brazil and Guyana, of an estimated $100 billion worth. Coltan is the source for tantalum which sometimes is priced higher than gold.

    Tantalum is a metal used in capacitors that store energy in modern electronics like smart phones and tablets. Tantalum capacitors are also essential in powering modern military weaponry because the metal resists corrosion and can withstand the extreme temperatures generated by the new military applications. Without it, weapons systems would overheat.

    The US relies on tantalum to build the basic circuitry in guidance control systems in smart bombs, the on-board navigational systems in drones, anti-tank systems, robots and most weapons systems.

    The metal is vital to US defense. Yet, it has no domestic mines to mine coltan. According to the US Geological Survey most of world tantalum from coltan today comes from Rwanda and Congo in Africa followed by Brazil, Nigeria and China. In terms of tantalum reserves, Australia is world largest and its major tantalum-coltan mine, the Bald Hill lithium-tantalum mine in Western Australia, opened in 2018 with its total output pledged to a Hong Kong company.

    Gold is another huge untapped resource in Venezuela estimated at some 15,500 tons. But this alone does not explain the US intervention.


    Guyana Infrastructure


    If we add to China’s major Venezuela presence the fact that China also signed neighbor Guyana to its Belt, Road Initiative in 2018, it begins to take on a larger dimension than mere oil supply lines or tantalum sources. Chinese companies and money are presently building a highway link from Manaus in Northern Brazil through Guyana, giving Brazil far more efficient access to the Panama Canal, cutting thousands of miles off the shipping route. Talks are reportedly also underway for China to build a deep-water port in Guyana’s northern coast to link to China’s highway to the Brazil Amazon region bordering Venezuela, with its vast untapped mineral riches. People in Guyana say the road-port will benefit China far more than Guyana. It would enable efficient ship transport from the Amazon through the Panama Canal to China.

    A recent report from the Washington CSIS think tank describes what larger design China seems to be engaged in around its Venezuela presence. Author Evan Ellis states, “In South America, a transcontinental infrastructure that includes a network of highways, train, and river routes will connect Brazil to the Atlantic, the Caribbean, and the Pacific. Such connections will probably include train linkages across the Amazon to Peru’s northern cost, and a more southerly train route through Bolivia to southern Peru and northern Chile.”

    Notable also are Chinese efforts in Panama, the central shipping crossing between Atlantic and Pacific Oceans. In 2016 China’s Landbridge Group bought Panama’s Margarita Island Port, the largest port, on the canal’s Atlantic side, giving the Chinese company intimate access to one of the most important goods distribution centers in the world.

    With China deeply engaged in Venezuela, Guyana, and Brazil as well as owning Panama’s largest port, it can well be that Washington believes that by forcing China to dramatically scale back its presence in Maduro’s Venezuela, pressure on China to scale back her global strategic agenda could markedly increase. That would add to the pressure that is coming over US sanctions on Iran, another major oil source for China. A Washington policy, undeclared, of strategic denial to China in Venezuela would fit with the remarks of John Bolton in citing the Monroe Doctrine. If so the target is not so much Maduro and his alleged dictatorship, but its growing dependence on China and China’s growing geopolitical ambitions in South America.

    I recommend this interview. Bonnie Faulkner of Guns and Butter is one of the best interviewers in the business. I've enjoyed listening to her for decades now, back to when I would listen to her shows on a local AM radio station in the Bay area (near San Francisco) in the 1990's. F. William Engdahl is one of the most astute observers of these matters in our time.

    Just because trillions of dollars are “missing” and the federal budgets are now “secret” doesn’t mean you cannot see the effects of all the massive amounts of money created. It’s is showing up in the form of inflation, not official inflation calculated by the government, but real inflation for the man on the street. Investment advisor and former Assistant Secretary of Housing Catherine Austin Fitts contends, “The U.S. dollar is getting debased. . . . Inflation is already here.

    If you are looking at an area with a 14% increase in the cost of goods year over year and your income isn’t rising, or it’s falling, we are already there. It’s not hyperinflation, but it is very significant inflation. If you look at the controls they have put on globally to fight inflation, they are quite significant. The U.S. debt went up 6% last year, and it’s estimated to go up 8% this year. God forbid we try to start any of the wars rattling around the world because the debt will skyrocket. We are in a spiral upward on the amount of debt.

    Next year, the social security fund will go negative cash flow. In other words, it’s going to stop being a net buyer of Treasuries and is going to be a net seller of Treasuries, which means if the foreigners are not buying, it’s down to the U.S. pension funds and the Fed.”

    Fitts says “invest in real things” such as gold, silver, and she “loves farmland.”
