    Japan: Nuclear crisis level raised to highest level

    Japanese authorities have raised the measure of severity of their nuclear crisis to the highest level, officials say.

    The decision was taken due to radiation measured at the damaged Fukushima Daiichi power plant, NHK reported.

    The highest level for nuclear accidents (seven) had previously only applied to the Chernobyl disaster in 1986.

    Meanwhile a 6.3-magnitude earthquake was reported off eastern Japan, the second tremor in as many days.

    The aftershocks come a month after a huge quake and tsunami hit Japan, leaving nearly 28,000 dead or missing.
    Impact of leaks

    An official from the Nuclear Safety Commission of Japan announced that the crisis level at the Fukushima Daiichi plant was being raised in a televised statement, adding that it was a preliminary assessment that was subject to confirmation by the International Atomic Energy Agency (IAEA).

    The level seven signifies a "major accident" with "wider consequences" than the previous level, officials say.

    "We have upgraded the severity level to seven as the impact of radiation leaks has been widespread from the air, vegetables, tap water and the ocean," said Minoru Oogoda of Japan's Nuclear and Industrial Safety Agency (Nisa), the government's nuclear watchdog.

    One official from the Tokyo Electric Power Co (Tepco), which operates the nuclear plant, said that radiation leaks had not stopped completely and could eventually exceed those at Chernobyl, Reuters news agency reported.

    However, a nuclear safety agency spokesman told reporters the leaks were still small compared to those at the plant in Ukraine, then part of the Soviet Union.

    "In terms of volume of radioactive materials released, our estimate shows it is about 10% of what was released by Chernobyl," he said.

    The decision to raise the threat level was made after radiation of 10,000 terabequerels per hour had been estimated at the stricken plant for several hours.

    That would classify the crisis at level seven on the International Nuclear and Radiological Event Scale (Ines).

    It was not clear when that level had been reached. The level has subsequently dropped to less than one terabequerel an hour, reports said.
    Evacuations extended

    The severity level of Japan's nuclear crisis has so far been set at five, the same as that of the accident at Three Mile Island in the US in 1979.

    Japan has also said it is extending the evacuation zone around the crippled nuclear plant because of radiation concerns.

    The zone will be widened to encompass five communities beyond the existing 20-km (12-mile) radius, following new data about accumulated radiation levels, officials said.

    Japan's nuclear commission said that according to preliminary results, the cumulative level of external radiation exceeded the yearly limit of 1 millisieverts in areas extending more than 60 kms (36 miles) to the north-west of the plant and about 40 km to the south-southwest.

    On Monday, a 7.1-magnitude quake hit north-east Japan, leaving three people dead. It also triggered a brief tsunami warning, and forced workers to evacuate the Fukushima Daiichi plant.

    Tuesday's quake rocked buildings in the capital, Tokyo.

    There were no immediate reports of fresh damage, though Japan's Narita international airport temporarily closed its runways, and metro and train services were interrupted.

    The cooling systems at the Fukushima Daiichi nuclear plant were damaged in last month's disaster and workers have been struggling to prevent several reactors from overheating.

    Officials have warned it will be several months before the situation at the nuclear facility is brought fully under control.

    Tepco said on Tuesday that a fire had broken out briefly at Reactor 4, before being extinguished.

    The official death toll from the disaster is 13,130, while 13,718 remain unaccounted for. More than 150,000 people have been made homeless.

    Futaba village is located near Fukushima Daiichi Plant and People evacuated after the nuclear accident on March 11th 2011. The radiation level in Futaba-cho is about 30 micro Sievert per hour, which is 30 - 40 times higher that the normal natural background level. You don't risk your live by just staying there for several hours. but it's impossible to live for the time being.

    The most contamination are considered Iodine 131 (half-life 8.1 days) and Cesium 134 (half-life 2.06 years ), which radioactivity will disappear in 10 years. But if the area is much contaminated with Cesium 137, it's more serious as the half-life of Cesium 137 is 30 years and it will take 150 years until the radiation level drops to normal.

    Japan's government downgrades its outlook for growth


    The earthquake and tsunami caused widespread damage to Japan's north-east coast

    The Japanese government has downgraded its assessment of the economy in the wake of the devastation caused by last month's earthquake and tsunami.

    It said key areas of the economy, including industrial production and exports, would suffer.

    It marks the first time in six months that the government has downgraded its assessment.

    On Monday, the International Monetary Fund (IMF) cut its forecast for Japanese growth.

    "The economy is showing weakness recently due to the influence of the Great East Japan earthquake," the Japanese government said in its monthly economic report.

    Downward direction

    The damage caused to the Fukushima Daiichi nuclear plant has seen a shortfall of power supplies in Japan.

    That has resulted in rolling blackouts, affecting production at some of the country's biggest companies.

    The government has warned of the negative impact of the power shortage.

    It has cut its assessment of the country's exports, saying shipments may decline as manufacturers battle to get their production lines back to full capacity.

    The Japanese economy had already been struggling to come out of the global financial crisis before the earthquake and tsunami hit its north-east coast.

    Analysts say the twin natural disasters have set back that recovery process even further.

    "The condition of the economy is no longer flat or at a standstill, but rather the direction is downward," said Shigeru Sugihara, director of macroeconomic analysts at the cabinet office.

    Nuclear crisis


    A month after the quake, engineers are still trying to stop Fukushima's reactors from overheating


    Japan's problems have been made worse by the uncertainty surrounding the developments at the Fukushima Daiichi nuclear plant.

    On Tuesday, Japan's Nuclear and Industrial Safety Agency raised the severity of the crisis at the plant to level 7.

    This level was previously applied to the 1986 Chernobyl disaster in Ukraine.

    The move prompted fears that the situation at the Japanese plant may be worsening.

    However, Japan's prime minister Naoto Kan has allayed those fears.

    "Step by step, the reactors in the Fukushima Daiichi power plant are moving toward stability." Mr Kan said.

    "People should not fall into an extreme self-restraint mood. They should live life as normal," he added.

    "Earlier this April we made our way to Fukushima to do some investigative reporting of the current conditions in the five- to ten-kilometer area around the Fukushima Dai-ichi Nuclear Power Plant. This is the first in a series of articles where we will report our findings from our time on the ground in Fukushima.

    The location for our first story is a ranch in Namie, a town located 10 kilometers from the nuclear plant. Here, instead of the lively sounds of farmers going about their daily work, the air is filled with the desperate cries of abandoned cattle. Going to the barn to investigate, we found that over half the cattle in every pen were dead, and the rest were letting out heartbreaking cries for help as they stood among the corpses.


    As of April 11th this ranch falls within the 20 kilometer evacuation zone enacted by the Japanese government, and is considered to be at risk of reaching radioactive levels significantly higher than those of other areas. As a result, the owner and staff of the ranch have all taken refuge elsewhere, leaving no one to provide the cattle food and water.

    We can therefore presume that the cattle are dying of thirst and starvation, though the precise cause of the deaths has yet to be determined.

    Normally, the cattle are able to use their nose to push a pedal that releases water at a drinking hole in the barn. However, no water came out when we tried for ourselves, suggesting that the water supply has been stopped.

    By coincidence, we ran into some residents of Namie who knew of the situation and had prepared water and a little feed for the cows. However, they said they were only on their way to gather belongings from their home to prepare for evacuation, and that they would be leaving the town within the day.

    At this rate, the remaining cows will most likely die within a few days unless someone can come to give them food and water regularly—even so, it is unclear when it will be safe for residents of Namie to return to their homes.

    We can understand why the staff, fearing radiation poisoning, would flee and feel it unsafe to come back to tend to their cattle. We have no intentions of blaming the farmers, and understand that people must give priority to their own safety. Still, the sight of these abandoned animals was all too tragic.

    Even now, the starving cattle can only wait for whichever comes to greet them first: the humans that abandoned them, or death."

    Lucky lottery winners in Japan get 5-star treatment

    TOKYO — After a month of misfortune, Miwako Ikema finally had some luck.

    Out of 700 applicants, she and about 100 others who fled homes near the stricken nuclear power plant in northeast Japan won one of the many lotteries that decide who gets a proper room and who gets left in cold, crowded evacuation centers.

    Her prize: private accommodations in the five-star Akasaka Prince Hotel, courtesy of the Tokyo city government.

    “We couldn’t really sleep before,” Mrs. Ikema said in an interview, referring to her stays in a series of shelters.

    “There were so many crying babies, and people moving around and talking all night. We are lucky to stay here, at least for now. But I want to go home as soon as it is safe to do so.”

    In the posh lobby of the Akasaka Prince, not all lottery winners were happy. Farmers who have lived their whole lives on ancestral lands in rural Fukushima now wandered around seemingly disoriented and homesick.

    “This is nice, but I don’t really want to be here,” said Yutaka Takahashi, 63, a rice farmer from Nakoso village near the Fukushima nuclear power plant. “I was also growing strawberries, garlic and corn. I need to get back and water my crops.”

    Mrs. Ikema and her teen-age daughter share a room on the 17th floor. Her room has a television, hot running water and a view of the Tokyo expressway.

    The Tokyo government also provides them with free cafeteria meals, and volunteers help them find information about schools and job centers.

    In another lottery, about 100 survivors — out of 1,160 applicants — moved this week into 36 well-equipped temporary units outside an evacuation shelter at a junior high school aboveRikuzen-Takata in northeastern Japan.

    Hiroshi Kameyama, mayor of the town of Ishinomaki, told reporters last week that in another lottery 3,145 households applied for 137 temporary homes under construction. Small numbers of temporary shelters are also under construction in other areas of Iwate, Miyagi and Fukushima provinces, all areas devastated by the March 11 earthquake and tsunami.

    More than a month after the disaster, the Japanese government is only now starting to put together a supplementary budget of $6 billion to build about 70,000 temporary homes for an estimated 200,000 survivors living in shelters, plus large numbers of evacuees staying with friends or relatives.

    At the Akasaka hotel, Mrs. Ikema talked of the stress of trying to rebuild their lives. Many of the 70,000 residents of her town of Minami-Soma have been relocated throughout Japan.

    Her neighbors who survived a tsunami that obliterated nearly everything in the city for 6 miles have not been able to return to look for missing relatives amid untouched debris of wrecked cars and demolished buildings.

    “I want to go back to get things,” said Mrs. Ikema, who fled by automobile, with only three changes of clothing, after a second explosion at the nuclear plant, about 15 miles south of her home.

    “People who still have homes intact there want to go back. Some of our husbands are working there to make money we need to survive. But nobody wants to take their kids near there. It’s too dangerous, especially if it rains.”

    Still, more than half of the city’s residents have left, and many of them are now staying at the Akasaka Prince Hotel.

    Mrs. Ikema said she is afraid it might be months, even years, before she will ever see Minami-Soma again. She is also suspicious of the information from the government.

    “Nobody believes the news,” she said. “We wonder what truth they are hiding.”

    Fuel rod fragments at bottom of vessels
    No meltdown risk if cooling efforts continue

    Melted fuel rod fragments have sunk to the bottoms of three reactors at the Fukushima No. 1 power plant and could theoretically burn through the pressure vessels if emergency water-pumping operations are seriously disrupted, the Atomic Energy Society of Japan said Friday.

    If too many of the melted fuel fragments puddle at the bottom, they can generate enough concentrated heat to bore a hole in the pressure vessel, which would result in a massive radioactive release to the environment..

    "It will take at least two or three months ... until the situation of fuel rods is stabilized" said Takashi Sawada, vice chairman of the nuclear body.

    The fuel rods are being cooled by tons of water that is being manually injected into the reactors and their spent-fuel pools by truck. But if those operations are interrupted for two or three days by an aftershock or other unforeseen event, the reactors' cores will again be at risk of melting down further, he said.

    The nuclear safety committee, consisting of nuclear engineers and academics, compiled the analysis based on the data disclosed by Tokyo Electric Power Co. and the Nuclear and Industrial Safety Agency, the government's nuclear watchdog. Earlier reports quoting experts giving the same explanation have been circulating in western media for a week.

    The fuel rods in reactors 1, 2 and 3 are heavily damaged. Pieces of the rods melted into fragments about 1 cm wide or smaller and drifted to the bottom of the pressure vessels, the committee said.

    The fuel rods in reactors 1 and 2 still seem to be partially exposed, but the entire fuel assembly at reactor 3 is believed to be safely submerged, it said.

    Meanwhile, radioactive substances have been detected in groundwater and soil on the plant's premises, giving Tepco even more problems..

    Tepco said Thursday night that the concentration of radioactive materials detected in groundwater extracted near the turbine buildings of reactors 1 and 2 jumped 17-fold in a week.

    Radioactive iodine-131 was 610 becquerels per cubic centimeter, 17 times the amount detected April 6, while cesium-134 was 7.9 becquerels, eight times the amount detected previously. Normally none would be detected.

    Tepco said toxic water may be seeping from the nearby reactor 2 turbine building, which is filled with high-level radioactive water. The utility will increase its inspections from once to three times a week.

    Tepco also said it detected a small amount of plutonium at two locations 500 meters from the No. 1 reactor. Some 0.16 becquerels per kg and 0.12 becquerels per kg of plutonium-238 were detected in soil collected between March 31 to April 4.

    The amount is the same level as those normally detected, Tepco said, suggesting there is no immediate health risk.

    The earth also contains radioactive substances that have been falling from the sky since the United States, Russia and other nuclear states carried out atmospheric atomic tests in past decades.

    As for the storage pool for spent fuel rods in reactor 4, radioactive iodine and cesium were detected in a water sample extracted Tuesday, but the amount indicated damage to the rods was "not big," NISA said.

    According to the results, 220 becquerels per cubic cm of radioactive iodine-131, 88 becquerels of cesium-134 and 93 becquerels of cesium-137 were detected, Tepco said.

    On Friday, workers continued efforts to bring the reactors under control and stop radioactive leaks, injecting more nitrogen gas into the No. 1 reactor.

    The company at the centre of Japan's nuclear crisis says it hopes to bring the Fukushima Daiichi nuclear plant under control in six to nine months, but cannot say when tens of thousands of people forced to evacuate the area will be able to return home.

    In the first indication of how long it will take to stabilise the plant, the Tokyo Electric Power Company [Tepco] revealed on Sunday a two-stage process it hopes will end with the safe "cold shutdown" of the stricken reactors.

    Tepco's announcement came as the US secretary of state, Hillary Clinton, arrived in Tokyo to pledge Washington's support for Japan as it recovers from the worst disaster in its postwar history.

    "Economically, diplomatically and in so many other ways, Japan is indispensable to global problem-solving," she said. "We are very confident that Japan will recover and will be a very strong economic and global player for years and decades to come."

    Clinton pledged steadfast support for Japan in the face of "a multidimensional crisis of unprecedented scope".

    Japan and the US announced the creation of a public-private partnership to spearhead reconstruction. "We wish to enhance co-operation between Japan and American businesses," Clinton said.

    Tepco officials say the two most urgent tasks are to prevent hydrogen explosions at three of the six reactors, and to secure storage for tens of thousands of tonnes of contaminated water in the turbine buildings.

    The firm has been pumping low-level radioactive water into the sea, angering neighbouring China and South Korea.

    It says it needs three months to achieve a steady reduction in radiation, and another three to six months to bring levels firmly under control.

    "We will do our utmost to curb the release of radioactive materials by achieving a stable cooling state at the reactors and spent fuel pools," Tepco's chairman, Tsunehisa Katsumata, told reporters.

    "The company has been doing its utmost to prevent a worsening of the situation. We have put together a roadmap and will put all our efforts into achieving these goals."

    The prime minister, Naoto Kan, welcomed Tepco's roadmap as "a small step forward". Earlier, he said in a newspaper editorial that last month's natural disasters and the nuclear crisis presented Japan with "a precious window of opportunity to secure the 'rebirth of Japan' ".

    Tepco says plans to stabilise the plant are subject to "various uncertainties and risks", and cannot give a time frame for the return of evacuees.

    The trade minister, Banri Kaieda, suggested some residents would be able to return as soon as the the plant was stabilised.

    But Katsumata, who admitted he was considering resigning over the crisis, said only that he hopes people will be able to return "as early as possible".

    Tepco is to monitor radiation levels in affected towns and villages once the plant is stabilised and liaise with the government about a possible lifting of the evacuation order.

    Pressure has mounted on Tepco and the government to give evacuees an idea of when they might be able to return to their homes. At the weekend, Kan was quoted as suggesting they may have to wait up to 20 years. He later insisted he had been misquoted.

    "We would like to present the facts to help the government make a judgment and provide an outlook on when evacuees can go home," Katsumata said.

    Updated 4/17/11 I am in the process of developing this following article for my blog but thought I would put it up here first... open for suggestions.. all the previous articles do not deal with dosages! most people are clueless on dosages... I hope for it to be more user friendly than the previous articles and my sources come from there as well as other places... please check back as I will be updating info again as I gather it.

    This article is advice given for the detox of radiation. I have excluded sources and research. If you need to know that please proceed on your own. The article is designed to be a quick reference on applications of detox protocols for various forms of radiation.


    1. Baking Soda – to protect kidneys by making the uranyl ion less toxic and it will promote the excretion of the uranium carbonate complex. Baking soda is used to clean uranium contaminated soil. Sodium bicarb binds to uranium. It is recommended by the US Army for radiation exposure.

    Take orally:
    One teaspoon in water in am and pm on an empty stomach.

    If inhalation of radioactive materials is a concern the nebulization of baking soda and glutathione is essential. Mix is with sodium chloride water (normal saline) Just use the same equipment for nebulization as used for asthma treatments. Or any air blower or oxygen tank that can connect to a nebulizer. A nebulizer can be purchased from plasmafire.com along with a face mask for applications on children if you think you might need it. Dosages?

    There is controversy as to whether Arm and Hammer baking soda is aluminum free. I suggest that you use Bob’s Baking Soda available from www.Iherb.com If you have or can get nothing else use Arm and Hammer, as radiation sickness is much more severe that the traces of aluminum you might receive, which can be detoxed later. My understanding is that baking soda in Europe is aluminum free but double check.

    2. Magnesium baths (standard Epsom salts) with a bentonite clay added may be helpful to pull heavy metals out. Use up to one pound each. Bentonite clay is more palatable for oral administration than regular clay products which would be good for poultice or tub bath. Do not do detox baths more than once a day.



    2. Lugols Iodine

    If you have not been supplementing with Lugols iodine you will have to do a loading dose as most citizens of the US are iodine deficient. Below is the protocol. Excess iodine is readily eliminated from the kidneys. If you have thyroid issues and are on a thyroid hormone you will have to have your thyroid levels checked in 4 to 6 weeks as you likely will need your hormone dosages reduced. Do not fail to do this. If you have Hashimotos disease I strongly recommend that you follow the protocols of Dr Haskin’s from Salt Lake City. He has a book on Hashimoto’s Disease and how to correctly treat it available on www.amazon.com Do not take iodine until you have read this book if you have Hashimoto’s disease.

    Lugols loading dose = 8 drops daily for 3 months
    12.5mg is maintenance dose after that (2 drops)

    15 mg is upper maximum daily dosage after you have completed the loading dose for safety in most cases. That being said I have dosed at 3 drops four to five times a week for 3 years and have done very well.

    You can purchase Lugol’s Iodine from Eucador from one of the most reputable distributors I know. Purchase their 15% percent solution and cut it with water,,. 1/3 of the one ounce bottle with water added to make one ounce. This way you will have 3 one ounce bottles of 5% solution for about $15. If you prefer a 7% solution as many of the old time formulas recommend just make two one ounce bottles out of it.

    There are a lot of arguments on which kind of iodine to use. I have chosen Lugol’s iodine based on the research of Drs. Abraham, Flechas, Brownstein, the clinincal experience of Jonathan Wright and others. Edgar Cayce says to use Nascient Iodine. It is up to you. The following protocol is for Lugols iodine.
    Remember radioactive iodine has an 8.5 day half life. In 85 days it will be just about nonexistent. Holding harvests for 30 to 60 days before consumption should be sufficient, but I am still unsure on this.. But remember, if there is radioactive iodine present are you sure the other elements like plutonium, cesium and uranium are not there?

    Another issue regarding radio active iodine if it is found in your water supply. Authorities state that it is safe to shower in. I disagree. The skin is capable of absorbing many minerals topically, especially when the water temp is hot and your skin pours are open. Many conventional drugs are applied topically in cream forms due to the skins ability to absorb drugs without needing to go through the digestive system. If you must shower or wash at least use cold or very lukewarm water if you suspect radioactive materials in the water. Avoid it if you can.

    4. Miso, temphe and sea kelp is very helpful in radioactive iodine protection. Due to the large amounts of these foods Japanese traditionally ate, they had far lower incidences of thyroid cancer than anticipated after the WWII bombing of Japan. Eating a combination of brown rice, seaweed and miso regularly will be helpful. If radiation exposure continues for a long time and sea water comes into question you will have to carefully examine your sources of kelp. The fiber in brown rice will help keep the digestive system moving radiation out. So will buckwheat and flax seed. It is not a good time to get constipated.

    Miso soup should be taken daily. Do not boil miso. It is a living food. Have your water under 115 degrees when you mix it up

    5. Glutatione – purchase and use Jarrow Whey daily. Eat Lots of broccoli and cauliflower to stimulate glutathione pathways. If exposure is severe IV administration of glutathione with vitamin c and baking soda may be provided by some MDs and some Naturopathic physicians. It may be good to store Jarrow Whey if the meat supply becomes contaminated and you have been relying on meat for your protein source and if you think you are someone who requires above average levels of protein. A combination of beans and rice also provides complete protein complexes, but whey will boost the glutathione system.

    6. Herbs/plant medicine Cilantro will move heavy metals out of the body into the intestines. Purchase cilantro tincture. East fresh cilanto if you can get it also.. best to stock tincture ahead of time.
    Then Use Chlorella to bind the metals in the intestines it and carry it out via the stool. Spirulina is helpful too. If the metal ions are not bound and carried out they tend to be reabsorbed.
    Dosages on these will be at least 1000mg daily for chlorella. For spirulina follow package instructions.. If you think you have been seriously dosed with radiation you must consider doubling and tripling all dosages. It must become your daily task with focus.

    Other herbs: Aloe Vera internally and topically, cucurmin and ginko biloba orally.
    Burdock root and dandelion and milk thistle to stimulate detox of the liver. They are all anti cancer adjunctive herbs.

    I have been using Pine Bark Extract for a number of years. It is a powerful anti-oxidant
    And I would not leave it out of any regimen. Reverstatrol is another consideration.
    Remember, if you are bombarded with radiation, your body, in its developing disease processes will respond with an abundance of free radicals that need to be contended with.

    7. Supplements

    R -Alpha lipoic Acid 600mg with 500mg L Carnatine
    If radiation exposure is severe double or triple the dosage. The above is a standard daily dosage for detox of free radicals.


    Vitamin D3 is essential and should be supplemented with or without radiation exposure.
    If you never have supplemented before take 10,000 IU a day for 2 weeks, then reduce to 5,000 IU daily. It is not yet known if D3 in higher dosages will be helpful for radiation contamination. Search my archives for my D3 article for further information. Radioactive Strontium will deplete vitamin D.

    Vitamin C - Mega dosages of vitamin c will help to maintain internal metabolic stability. There is now a way to make oral administrations of vitamin c at home that will equal in effectiveness IV administration.     B complex, to protect the nervous system, which includes all the complex. If dosage is severe consider a B12 injection daily or weekly. If you do a daily injection 1000mcg is required as commonly found in the USA. Request a methylcabalomin form of the vitamin. It may have to be special ordered. Some B12 injections contain other B vitamins such as found in Bedoyecta Tri (10,000 mcg B12, B1 100mg, B6 50mg) which is available in Mexico over the counter. Note the high dosage of B12? This is considered a routine dosage in Mexico. One injection per week.
    B12 injections are especially important if you use antacid proton pump inhibitor drugs or have reflux disease in general.

    Strontium supplements, one tablet a day of recommended dosage. If you are likely being subjected to radioactive strontium 90 you need to supplement with strontium. Strontium is a mineral that is a component of strong bones and is present in all bone material. If you are deficient in strontium intake your receptor sites will pick up strontium 90 in bone receptor sites and it can cause bone cancer.

    Selenium 200mcg a day, should be taken by most people daily anyway to help prevent cancer and it should be taken if you are supplementing with iodine.

    Remote-controlled robots have detected high levels of radiation inside the reactor buildings at the damaged Fukushima Daiichi nuclear power plant.

    The plant operator, Tokyo Electric Power Company, on Monday released radiation data and photos taken by the US-made robots. The company conducted the survey using the robots on Sunday and Monday.

    This is the first time the situation inside the buildings has been made public since the March 11th disaster triggered a series of nuclear accidents. Workers have been unable to approach the buildings due to high radiation levels.
    TEPCO said the robots surveyed the first floor of the No.1 reactor for about 50 minutes and detected maximum radiation readings of 49 millisieverts per hour.
    A person staying in such an environment for 5 hours would be exposed to 250 millisierverts of radiation -- the legal limit for nuclear workers in emergency situations.

    The survey inside the No. 3 reactor lasted for about 2 hours, but the plant operator says the robots had difficulty moving around because of the debris. The maximum radiation reading was 57 millisieverts per hour.

    The power company says it hopes to find locations where workers can go to carry out decontamination tasks so it can implement its schedule for bringing the troubled plant under control.

    On Sunday, the utility presented a schedule for cooling down the reactors and significantly reducing radiation leaks within 6 to 9 months.
