    The arrests, which started on Friday, are based on Mayor Michael Nutter's new curfew, according to which those under 13 are to stay off the streets of Philadelphia's Center City and University City neighborhoods on Fridays and Saturdays after 10 p.m. and teenagers between 13 and 18 must not be seen outside after midnight, the Associated Press reported on Saturday.

    Blaming the recent violence on a "relatively small number of complete knuckleheads," Nutter said at a press conference on August 9 that increased police patrols would round up minors arrested in the streets after the curfew hours, and that parents would be called to pick up their kids.

    According to the new curfew law, parents face fines of $100 to $300 for their children's first arrest and $500 for subsequent violations. They will also face charges of child neglect if they don't pick up their children.

    The 54-year-old mayor addressed the swarms of teens who have been using social networks to arrange violent sprees downtown, injuring victims, and damaging property, and called out absentee fathers and neglectful parents.

    He said they need to be more than just a "sperm donor" or a "human ATM."

    Speaking of the violence caused by Black teenagers, Nutter added, "You've damaged yourself, you've damaged another person, you've damaged your peers and, quite honestly, you've damaged your own race."

    On one attack last month, a man ended up in the hospital with broken teeth and a wired jaw after a group of teenagers attacked him downtown. Hours later, a crowd of young people assaulted four other men. An 11-year-old boy was among the four young people arrested in the case.

    The city plans to increase legal sanctions for parents whose children take part in attacks. Nutter has also said strict enforcement of a curfew will continue and more programs at youth centers will be offered.

    Funny enough, I saw Anthony Napolitano on tv the other day talking about this.
    His opinion is that this is unlawful and I agree.
    One of the other hosts joked he would hate to be in the court over this with Anthony as a judge.

    There was another story posted a few weeks ago that had the cops throwing kids in the police van and arresting them at the movie theater while the parents were getting the car. I just dont get it. They have lost their minds.
