I have come to the conclusion that if the internet or certain forums are shut down, the notion of the
"COLLECTIVE CONSCIOUSNESS" will also cease to exist. We need the collective consciouness as a means of reversing the negative element, and reach the tipping point ...What do you think.?

You seem to be tying the evolution of the human race depend on the internet. The internet may undergo some change but it will not go down for any length of time.
I think the internet works against us sometimes. I mean look at all the fear that is spread using it.

But if it did, then we are back to basics. We can learn to meet in that space where you and I are one. Now, I grant you, the vast majority of us are not at that stage yet, but then again, the vast majority of us are not even trying.
The answers are within us. We have to go inside to find them.

Good reply...but.....it still does not solve the problem of how we are going to communicate if we have no addresses , or any other means, in so many different countries

We live in a world ruled by capitalism. The internet is steadily phasing out television as a means of entertainment and marketing. To shut down the internet would be ill advised for the people at the top making the money.
Shutting down forums does nothing to prevent people from communicating. One forum gets shut down and another will spring up. Everyone single one of us here could have our own personal forum if we wanted to for free via the ning network for example. It makes no difference if they shut down this forum or that forum. More will pop up like wildfire if they were to do that.
Trust me the internet is not going anywhere.
