World fears slaughter and devastation in Aleppo

World leaders are warning of an imminent bloody showdown in the northern Syrian city of Aleppo.

The UN High Commissioner for Human Rights, Navi Pillay, says a major confrontation is looming and she has urged rebels in the city, and the government forces surrounding them, to spare civilians.

"I have been receiving as yet unconfirmed reports of atrocities, including extra-judicial killings and shootings of civilians by snipers, that took place during the recent fighting in various suburbs of Damascus," Ms Pillay said in a statement.

"It goes without saying that the increasing use of heavy weapons, tanks, attack helicopters and - reportedly - even jet fighters in urban areas has already caused many civilian casualties and is putting many more at grave risk.

"All this, taken along with the reported build-up of forces in and around Aleppo, bodes ill for the people of that city."

Her concerns have been echoed by the US State Department, which fears forces loyal to president Bashar al-Assad are preparing to carry out a "massacre".

The department says there are credible reports of tank columns moving on Aleppo, along with air strikes by helicopters and fixed-wing aircraft.

"This is the concern: that we will see a massacre in Aleppo, and that's what the regime appears to be lining up for," State Department spokeswoman Victoria Nuland said.

France also fears Mr Assad is preparing to carry out a "slaughter" in Aleppo.

"With the build-up of heavy weapons around Aleppo, Assad is preparing to carry out a fresh slaughter of his own people," foreign ministry spokesman Bernard Valero said.

Mr Valero said France shared US concerns over the rapidly deteriorating situation in Aleppo and called on Mr Assad to end the violence and step down.

"Our message is that Assad must go," he said.

With the build-up of heavy weapons around Aleppo, Assad is preparing to carry out a fresh slaughter of his own people.

Britain warned a Syrian regime attack on Aleppo would be unacceptable and could lead to huge loss of civilian life and a humanitarian disaster.

"I am deeply concerned by reports that the Syrian Government is amassing its troops and tanks around Aleppo, and has already begun a vicious assault on the city and its civilian population," foreign secretary William Hague said.

"This utterly unacceptable escalation of the conflict could lead to a devastating loss of civilian life and a humanitarian disaster," he said in a statement.

"It will add to the misery being endured by the Syrian people, and plunge the country further into catastrophic civil war.

"The Assad regime must call off this assault."

Mr Hague called on the permanent members of the UN Security Council to join Britain in condemning the latest actions by Mr Assad's regime.

"No nation should stand silent while people in Aleppo are threatened with a potential massacre," he added.

Government troops are reported to be massing on Aleppo's outskirts and residents in the city say rebels are preparing for an assault by blocking streets with buses and stockpiling ammunition and medical supplies.

A headline in a pro-government newspaper told readers to prepare for the "mother of all battles" in Aleppo.

The International Committee of the Red Cross (ICRC) has begun evacuating some expatriate aid workers from Syria due to the worsening situation.
