(NaturalNews) Senate Bill 510, the Food Safety Modernization Act, has been called "the most dangerous bill in the history of the United States of America." It would grant the U.S. government new authority over the public's right to grow, trade and transport any foods. This would give Big brother the power to regulate the tomato plants in your backyard. It would grant them the power to arrest and imprison people selling cucumbers at farmer's markets. It would criminalize the transporting of organic produce if you don't comply with the authoritarian rules of the federal government.

"It will become the most offensive authority against the cultivation, trade and consumption of food and agricultural products of one's choice. It will be unconstitutional and contrary to natural law or, if you like, the will of God." - Dr. Shiv Chopra, Canada Health whistleblower (http://shivchopra.com/?page_id=2)

This tyrannical law puts all food production (yes, even food produced in your own garden) under the authority of the Department of Homeland Security. Yep -- the very same people running the TSA and its naked body scanner / passenger groping programs.

This law would also give the U.S. government the power to arrest any backyard food producer as a felon (a "smuggler") for merely growing lettuce and selling it at a local farmer's market.

It also sells out U.S. sovereignty over our own food supply by ceding to the authority of both the World Trade Organization (WTO) and Codex Alimentarius.

It would criminalize seed saving (http://foodfreedom.wordpress.com/20...), turning backyard gardeners who save heirloom seeds into common criminals. This is obviously designed to give corporations like Monsanto a monopoly over seeds.

It would create an unreasonable paperwork burden that would put small food producers out of business, resulting in more power over the food supply shifting to large multinational corporations.

I encourage you to read more about this dangerous bill at the Food Freedom blog on Wordpress: http://foodfreedom.wordpress.com/20...

Watch this excellent video on NaturalNews.TV which explains S.510 in more detail:

Do it today! This is really important.

In addition, the Cornucopia Institute recently sent out an urgent call-to-action email containing the following information: (http://www.cornucopia.org/2010/11/a...)

How to protest Senate Bill 510

    1) Go to Congress.org and type in your zip code in the box in the upper right hand corner.

    2) Click on your Senator's name, and then on the contact tab for their phone number. You can also call the Capitol Switchboard and ask to be directly connected to your Senator's office: 202-224-3121.

    3) Once connected ask to speak to the legislative staff person responsible for agriculture. If they are unavailable leave a voice mail message. Be sure to include your name and phone number.

Give them this message in support of the "Tester Amendment" which would exempt small farms from S.510:

"I am a constituent of Senator___________. I ask that he/she support the Tester Amendment to the food safety bill. The Tester Amendment will exempt the safest, small, owner-operator farms and food facilities and farmers who direct market their products to consumers, stores or restaurants. Food safety legislation should not create inappropriate and costly regulatory barriers to family farms and the growing healthy food movement in the drive to crack down on corporate bad actors. Please support the Tester Amendment and market opportunities for small and mid-sized family farms, and small food processing facilities."

You may also wish to explain that you oppose the Food Safety Modernization Act in its entirety, and it is a destructive, freedom-crushing law that will destroy the future of food in America.

Remember, America has already lost control over its money supply to the Federal Reserve (nearly a hundred years ago). America has lost its health due to the medical industry and its profit-from-sickness agenda. Now we may lose our right to grow our own food and save our own seeds if Senate Bill 510 passes.

This is a dangerous, tyrannical law that would thrust the American people into an age of darkness and malnutrition. It would criminalize many of the very people growing our food and turn food production into yet another corporate monopoly.

Please take the time right now to contact your U.S. Senator and voice your strong opposition to this bill.

Bill summaries are often notoriously inaccurate, sometimes it seems almost as if deliberately misleading...........in order to get the full import of the bill it is necessary to read the latest version of the bill at issue.....................

Quote When I heard about Senate Bill s510 I was completely freaked out. The first thing I heard about it was that it makes it illegal to grow your own food. I immediately got on the phone to call my senator about how OUTRAGED I was and why was he planning on putting my grandma in jail for that cute little patch of cucumbers she grows for her canned pickles! What kind of man likes to put grandmas in JAIL HUH? In fact, I think I will just go down there and tell him what an asshole he is in person!! But then I regained some of my brain cells and remembered that MY senator probably didn’t write the bill and took a journey down the rabbit hole to see what I could find out about this bill.

The first thing I found out was it doesn’t make growing your own food at home and eating it yourself illegal. PHHHEWWWW!! Grandma’s pickles are SAFE!! Then I started actually reading what WAS in the bill.

You will probably think this bill is a good thing. Unless you are one of those tin foil hat wearing weirdos who think you need rights and freedoms. It might even be better than that wonderful piece of extistence we call the Patriot Act (Don’t you LOVE that one?)

A couple pertinent facts on the bill include:

The original bill no longer exists. The new S510 is only one part of an amendment they kept. (Kinda makes you wonder how bad the first one was huh?) It also is only in committee, which means the senate has been asked to consider it. Will they vote on it? Why yes of course, otherwise the senate doesn’t care about the children. Did I mention the bill is sponsored by congressman Dingell?

I see no problem with an enemy that prays for death for all of us feeding our children now, do you?

    Alliance for Natural Health USA
Victory! Leahy's Draconian Food Safety Bill Language Defeated For Now!

We’re thrilled to announce that today that, thanks to your calls and letters, the Senate Food Safety bill (S. 510) will not include those obscene ten-year jail sentences for food and supplement manufacturers who violate complicated FDA rules. Senate offices were deluged with your messages, and the Senate leadership listened to you!

Sen. Tom Harkin (D-IA) is the manager of S. 510. He has pulled together what is called a Manager’s Amendment, which will replace S. 510; that package does not include the language from Sen. Leahy’s bill. There was a unanimous consent agreement in the Senate on Wednesday as to what amendments will or will not be raised when the bill is debated on Monday, November 29. Senate Majority Leader Harry Reid (D-NV) says they have agreed to “up to five” amendments, mostly procedural, and ANH-USA has been assured by Sen. Harkin’s office that Sen. Leahy’s bill is not among them. Neither the bill nor its language can be considered without another unanimous consent vote by the entire Senate, so that issue is now dead.

ANH-USA has further learned that Sen. Hatch worked with Sen. Leahy to remove a section from the Leahy bill that specifically targeted supplements and made a lapse in filing to the FDA subject to the full ten-year jail term (see the reference to subsection V of Section 301 of the Federal Food and Drug Act). This is important, because this was the worst part of the bill, and Sen. Leahy could attempt to pass his bill again, either during the Lame Duck session or in the next Congress. We are grateful to Sen. Hatch and Sen. Leahy for working together to remove this provision.

This is the second S. 510 victory for ANH-USA members and allies. You may remember that last year we were able to make sure the bill did not require the development of a plan to harmonize with the Codex Alimentarius, which would have reduced access to higher, therapeutic doses of nutrients in dietary supplements.

We’re pleased that now no one will be putting small food and supplement producers (even mom-and-pop operations) in jail for ten years simply for running afoul of mindlessly complex FDA rules. This is an exciting day for natural health and health freedom.

Some background, for readers who haven’t been following the bill’s progress as closely:

The House version of the Food Safety bill passed some time ago. That bill includes draconian ten-year jail terms for even minor paperwork violations. Long jail terms were explicitly rejected by the Senate committee that put together the Senate’s version of the bill. But Sen. Patrick Leahy (D-VT) introduced his own bill, the Food Safety Accountability Act (S. 3767). This bill adds back the ten-year jail terms for adulterating or misbranding food.

Bear in mind, the FDA defines those terms in its own way. In the FDA’s view, “adulteration” includes recordkeeping violations, while “misbranding” includes citing peer-reviewed science about the benefits of a dietary supplement. This new threat of sanctions would have given the FDA a hammer with which to threaten and coerce companies engaging in completely legal activities.

Sen. Leahy subsequently amended his bill to reserve the jail terms for someone who “consciously or recklessly disregard[s] a risk of death or serious bodily injury.” But of course, what is conscious or unconscious, intentional or unintentional, is to be decided by FDA prosecutors. No actual harm is necessary!

The good news is that with the help of people like you, who were willing to speak out on what they considered an unjust threat, we were able to keep the Leahy language out of S. 510. Thank you—this victory belongs to all of us!

    Sincerely,
    Gretchen Signature

    http://www.naturalnews.com/030462_Fo..._bill_FDA.html
(NaturalNews) If there's one thing to give thanks for this year, it's the fact that the Senate floor vote on the so-called "Food Safety Modernization Act" has been delayed until after the Senate's Thanksgiving recess. This gives all of us -- the commonsense opponents of S.510 who don't want the FDA having authority over raw milk, seeds and backyard gardens -- another week to flood the offices of U.S. Senators with calls, faxes and emails that express opposition to the bill.

The jury is still out on the Tester-Hagan Amendment which would exempt small farmers from some of the more tyrannical requirements under the law. If this amendment were adopted, it would substantially improve the bill, but even with this amendment, the bill is just another overreaching expansion of Big Government into yet another area of incompetence. (If the government can't run health care worth a darn, how are they supposed to manage the entire food supply?)

    The 1099 paperwork amendment
As part of this debate over the safety of the food supply, Sen Mike Johanns is making a courageous attempt to kill the new, idiotic 1099 reporting requirement that would require every person running a small business in America to get 1099 forms from Best Buy, Wal-Mart, Costco, Amazon.com or any other retailer where they've spent over $600 in the previous year.

This absolute nightmare of 1099 paperwork was passed as part of the Obamacare health care reform legislation earlier this year (http://www.naturalnews.com/028854_1...). It will turn America's small business owners into paperwork pack rats and criminalize anyone who doesn't spent several hundred hours a year chasing 1099 forms from corporations that are almost certain to refuse to give them to you. This is the government's way of penalizing small business owners in America and killing off yet more jobs as a way to destroy the economy.

This 1099 recall is the only real positive thing being considered in the Food Safety and Modernization Act. And as you've probably noticed, it has nothing to do with food.

    What comes next for S.510
On Monday, November 29, a vote will be taken on the Harkin amendment, which is merely a rephrasing of the bill with some new wording that came out of committee.

After that, a vote is planned for the bill itself, meaning S.510 could be passed into law on November 29th.

Additional debate time might be invoked for various amendments to the bill, as there are some motions still pending (Johanns, Baucus, Coburn). So it's not a given thing that a final vote will happen on Nov 29th.

Watch NaturalNews.com for more updates on this bill throughout next week. We will continue to rally opposition to the bill.

I'm not against some commonsense improvements in food safety, but to give Big Brother yet more control over seed saving, backyard food production and small organic farms is an outright disaster, not an improvement.

Besides, as we now know, the problem with e.coli, salmonella and other pathogens in the food supply is really a problem with factory animal farms -- notably cattle and chicken operations. That's where these pathogens come from (e.coli grows in the intestines of animals), so cleaning up factory animal farms is the answer to food safety, not invoking the FDA and its food irradiation agenda.

Why not hand the FDA more power over our food supply?
It's amazing to see that people are lining up to grant more power to the FDA -- the very agency that has killed more Americans through its corruption, fraud and negligence than any other organization in the history of the nation.

I've written a full story on this important fact, which details how the FDA is far more dangerous than terrorists and that putting the FDA in charge of our national food supply can only lead to disaster. Read that story at: http://www.naturalnews.com/030461_S...

    Final Vote Tuesday.

At about 7 PM Monday the Senate voted cloture on germain amendments, 69 to 26 with significant GOP support. Don't forget! This sets stage for final vote Tuesday. Prior cloture vote was 74 in favor, so we are making headway. PUSH BACK CONTINUES! The other side lost 6 votes because of our continual electronic hammering. Let's Push Back a whole bunch more before the voting resumes!

Sen Coburn says: bill will raise food prices; add 1.5 billion to deficit; add unfunded state mandates. His substitute amendment is 1/5th the size and, he believes, would protect food safety without increasing FDA power & cost.

Please continue to call and email your Senators. Our email system seems to have reached maximum at about 15,000 per hour, so if you have a hard time getting in, please keep on trying! Call and email as often as you can!

After limiting debate on Dr. Coburn's substitute amendment which would at least remove some of the worst provisions of S.510 (such as secret "national security" guidelines) the Senate vote against a "nongermain" amendment to repeal the Health Care Law provision requiring 1099 forms for small transactions was to have been a sop to the Tea Party. Similarly, a watered-down version of the Tester amendment was included in the Managers' bill, but, as we've shown elsewhere, it is offers a false hope of protection in inflationary times.

The ad hoc coalition against S.510 of health and food freedom advocates (such as Health FreedomUSA and Citizens for Health), garden, farm and ranch groups, both major Tea Party groups, the Oath Keepers, Downsize DC, Campaign for Liberty and others will not be fooled and we will remember!

We the People will continue to oppose S.510, hoping a few more Senators will want to avoid being retired, but if it passes the Senate, we will oppose it in the House/Senate Conference and will petition the current White House occupant to veto it. If he fails to do so, we will support defunding it in the new Congress!

We, the freedom forces, are so fortunate to have you and people like you allied together. Evil forces are routed by respositories of hope coupled with action - which is what we are! It's not over yet... please use this link to go directly to the Action Item: http://tinyurl.com/23qlary -- up to 15000 emails an hour are telling decision makers: NO! S.510!

Email Your Senators NOW to Oppose $510

reeks of the same legislation behind the tobacco industry , not allowed to grow your own organic unchemically processed , un genetically modified tobacco in your own back yard ,now they are applying the same legislation to food

they have already made monopoly on the water supply cos even if you have your own tanks i'd be wondering what's in the water that falls from the shy with all the crap they've been putting in it

can imagine it now , people having to resort to indoor hydroponic vegetable growing

this legislation needs to be stopped , for all the other people round the world in other countries , it will not stop with the USA , this stands out as an obvious agenda that takes out the stongest opposition first , THEN the other countries less able to resist ( in a twisted distortion of "follow the leader", as the masses have been conditioned to accept)

My hope is that by posting these updates on this forum, some of you Conspiracy Theorists will take some time to actually send emails and make calls to Congress. It actually works! I have been an online activist for quite a few years, and am often gratified to hear that legislation has actually been created or halted because of grass roots activists simply sending in enough feedback to their representatives so that they HAVE TO TAKE HEED. We have lost a lot of rights on paper, but we still have the power to influence the policy makers. It takes time and focus, but it is buying us some time that we need to slow down the creeping NWO. Hopefully soon there will be enough awake and ACTIVE people to STOP them in their tracks.
There is still time to email and call about this S510. PLEASE DO!! and PASS IT ON!!

Senate delays S 510 food safety bill vote until Tuesday (TODAY) THERE IS STILL TIME TO CALL, EMAIL

(NaturalNews) Slammed by a barrage of phone calls and emails today that the mainstream media isn't even reporting, the U.S. Senate today has decided to postpone their vote on S.510 -- the Food Safety Modernization Act -- until Tuesday morning.

Internet reports that S.510 has already passed are incorrect. The final bill has not yet been voted on (only a motion to move forward was voted on).

The Tester Amendment has been passed (see below for more details) which would exclude the smaller farm operations from the more onerous provisions of the bill.

Still up for debate are two amendments to the bill from Sen. Tom Coburn, who is seeking to scale down the bill and make it smaller and less expensive. A second proposed amendment would end Congressional "earmarks" -- a tool of financial corruption that lawmakers use to hand out government money to the corporations and special interest groups that got them elected in the first place. I watched a live C-SPAN video tonight of a pathetic-sounding Senator from Hawaii arguing that earmarks should stay in place because it gives Congress more power (seriously).

The vote on the amendment that would repeal the 1099 IRS reporting requirement for small businesses failed, leaving America's small business owners frantically looking for ways to move their businesses offshore before this outrageous new paperwork requirement kicks in by early 2011. (http://www.naturalnews.com/028854_1...)

It was virtually all Democrats, by the way, who voted to keep this outrageous 1099 law in place. (http://www.senate.gov/legislative/L...) It's almost as if the Democratic Senators can't wait to drive U.S. small business owners out of the country and destroy the U.S. economy in the process.

On the S 510 bill itself, our hope now rests with Senator Tom Coburn's amendments as well as the possibility that more Senators will reconsider their positions on this bill and come out tomorrow to oppose it.

Other improvements put in place with the help of health freedom allies
The Alliance for Natural Health (www.ANH-USA.org) has been working hard with many health freedom allies, including NaturalNews, to reduce the tyranny of the bill. From their announcement today:

These are some of the changes that ANH-USA and allies have [achieved with] the Food Safety bill:

    Excluded excessive punishment

Last week we learned that S. 510 would not include the obscene ten-year jail sentences for food and supplement manufacturers who violate complicated FDA rules. That draconian language was specifically designed to target supplement manufacturers while leaving pharmaceutical drug and medical device companies untouched.

Resisted international harmonization of food and health supplement policy

Together we worked to modify language that would have committed the US to harmonization of international food and supplement rules similar to those in Europe, where attempts are being made to regulate away natural health.

Excluded small farmers from burdensome regulation

Working with the natural health community, ANH-USA succeeded in winning inclusion of the Tester amendment with its protection of small farmers. ANH-USA and other organizations fought tirelessly to protect the bourgeoning local healthy food movement from unwarranted federal regulation, and from the processed food companies that are increasingly nervous about the new competition. Thirty processed food organizations like the American Frozen Food Institute and the Corn Refiners Association sent a letter to the Senate arguing that a local produce stand should face the same regulatory hurdles as their industrial-scale processed food operations.

    Mainstream media lies about S.510
There's no question that Senators' offices today were hit with a barrage of phone calls and emails from people voicing their opposition to the bill. Not surprisingly, mainstream newspapers published articles strongly supporting S.510 -- they've never seen a Big Brother expansion of power they didn't like!

We've also recently been reminded that mainstream media publishers will simply lie to their readers on important issues regarding freedom. For example, recent MSM reports about the TSA and the "National Opt Out Day" conveniently and deliberately leave out the fact that the TSA turned off their naked body scanner machines for the day, and that's why no one had the opportunity to protest. (Funny how the big newspapers never bother to mention this all-important fact when covering the story. They just claim the protests were a failure because no one protested.)

Sadly, it looks like S.510 is likely to pass, and that means Americans should get ready to endure yet another Gestapo agency (the FDA) running rampant over their food and seeds. As if there weren't government agents taking away our rights already, now the FDA is going to be able to show up at farms and, at gunpoint, demand, "Show us your papers!"

NaturalNews plans to publish the names of all the U.S. Senators who vote for this tyranny, and they will join our "Hall of Shame" of legislators who our founding fathers like Thomas Jefferson would have considered treasonous in their shameful betrayal of the rights of individual citizens and small farmers.

Why we need to delineate the right to grow food in the next Bill of Rights
This also reminds me to point out that after the U.S. collapses from total financial and moral bankruptcy -- which seems to be getting closer by the day -- we must all remember that in the next society, we need to add "The Right to Grow, Harvest and Exchange Our Own Food" into the next Bill of Rights. Because that's exactly what's being stripped away from the American people with the passage of S.510.

Remember, too, that the FDA already took away your right to learn the truth about nutritional supplements and natural remedies. It has sought to destroy the natural products industry. Now it's poised to take away your access to raw milk while burdening food producers with outrageous new paperwork requirements -- all while ignoring the real causes of the food contaminations, which are actually caused by factory animal farms.

The people who are in support of this bill -- including several big-name food authors who should frankly know better -- are selling out to the agricultural giants and aligning themselves with the dark powers in government who seek to destroy food freedom.

"Food is no less a weapon than tanks, guns, and planes." said Franklin D. Roosevelt. And now the U.S. Senate is making sure that food controls can be used against the American people in exactly the same way the Patriot Act is now being used to crush our civil liberties.

THE US SENTATE JUST VOTED TO END FOOD FREEDOM IN THE UNITED STATES.
THE ACTION NOW MOVES TO THE HOUSE OF REPRESENTATIVES

WE HAVE PREPARED A NEW ACTION ITEM TELLING THE HOUSE NOT TO ACCEPT THE SENATE BILL S.510. The NY times just reported the "lame-duck leadership" in the House will attempt quick passage!

"Despite unusual bipartisan support on Capitol Hill and a strong push from the Obama administration, though, the bill could still die, because there might not be enough time left in the session for the usual haggling between the Senate and House of Representatives, which passed its own version of the bill last year. Top House Democrats have said that they would consider simply passing the Senate version to speed approval."

    Action Item: http://salsa.democracyinaction.org/o...ction_KEY=5270

Last night Sen Coburn said the bill will raise food prices; add 1.5 billion to deficit; add unfunded state mandates. It will not increase food safety one bite.

Below is a list of Senators who voted for cloture and who are up for re-election in 2012. Save this list!

We the People will continue to oppose S.510 on the House floor and in the House/Senate Conference -- if needed, will petition the current White House occupant to veto it. If he fails to do so, we will support defunding it in the new Congress!

We, the freedom forces, are so fortunate to have you and people like you allied together. Evil forces are routed by respositories of hope coupled with action - which is what we are!

It's not over yet... please use the link below to go directly to the Action Item; up to 15000 emails an hour are telling decision makers: NO! S.510!

Before the takeover of America, laws were first: ideas from the people, to the house, to the senate, to the president. Now, they come from the president (and lobbyists), thru the congress, back to the puppet president for signature...then to the people for enforcement...and usually exempting the lawmakers from the laws !!! We're doomed here in America...problem is, most of us don't have a clue...too busy with dance with the stars...football..reality tv and six pack...way too fluorided to get mad...just to give an example...TODAY we legislated (outlawed) personal food gardens, S510....and no matter how many millions of Americans voiced their opposition...it passed anyway...
just feel a little sorry for us...we're getting some of our own medicine so to speak... blessings

Senate Passes Overhaul of Food Safety Regulations
    http://www.nytimes.com/2010/12/01/he...er=rss&emc=rss

WASHINGTON — The Senate on Tuesday passed a sweeping overhaul of the nation’s food-safety system, after recalls of tainted eggs, peanut butter and spinach that sickened thousands and led major food makers to join consumer advocates in demanding stronger government oversight.

The legislation, which passed by a vote of 73 to 25, would greatly strengthen the Food and Drug Administration, an agency that in recent decades focused more on policing medical products than ensuring the safety of foods. The bill is intended to get the government to crack down on unsafe foods before they harm people rather than after outbreaks occur.

Despite unusual bipartisan support on Capitol Hill and a strong push from the Obama administration, the bill could still die because there might not be enough time for the usual haggling between the Senate and House of Representatives, which passed its own version last year. Top House Democrats said that they would consider simply passing the Senate version to speed approval.

Both versions of the bill would grant the F.D.A. new powers to recall tainted foods, increase inspections, demand accountability from food companies and oversee farming. But neither version would consolidate overlapping functions at the Department of Agriculture and nearly a dozen other federal agencies that oversee various aspects of food safety, making coordination among the agencies a continuing challenge.

While food-safety advocates and many industry groups preferred the House version because it includes more money for inspections and fewer exceptions from the rules it sets out, most said the Senate bill was far better than nothing.

“This is an historic moment,” said Erik Olson, deputy director of the Pew Health Group, an advocacy group. “For the first time in over 70 years, the Senate has approved an overhaul of F.D.A.’s food safety law that will help ensure that the food we put on our kitchen tables will be safer.”

Among the Senate bill’s last major sticking points was how it would affect small farmers and food producers. Some small-farm and organic food advocates warned that the legislation would destroy their industry under a mountain of paperwork, and Senator Jon Tester, a Democrat of Montana, pushed for a recent addition to the bill that exempts producers with less than $500,000 a year in sales who sell most of their food locally.

That provision led the United Fresh Produce Association, a trade group, to announce recently that it would oppose the legislation since small food operations have been the source of some food recalls in recent years.

But Randy Napier of Medina, Ohio, said the Senate bill was better than nothing. Mr. Napier’s 80-year-old mother, Nellie Napier, died in January 2009 after the nursing home in which she lived continued to feed her contaminated peanut butter even after she got sick.

“I am appalled at what I have found out since my mother’s death about how poorly food is regulated and how these companies cut corners to save money,” Mr. Napier said.

The staunch opposition of Senator Tom Coburn, an Oklahoma Republican, forced months of delay and eventually required Senate Majority Leader Harry Reid of Nevada to call a series of time-consuming procedural votes to end debate. Mr. Coburn offered his own version of the legislation eliminating many of its requirements because he said less regulation was needed, not more, but that version failed.

Despite Mr. Coburn’s opposition, the bill is one of the only major pieces of bipartisan legislation to emerge from this Congress. Some Republican and Democratic Senate staff members — who in previous terms would have seen each other routinely — met for the first time during the food negotiations. The group bonded over snacks: specifically, Starburst candies from a staff member of Senator Mike Enzi, a Wyoming Republican, and jelly beans from a staff member of Senator Richard J. Durbin, an Illinois Democrat. And in the midst of negotiations, the negotiators — nearly all women — took a field trip to a nearby food market so that a Republican staff member could teach the Democrats how to buy high-quality steaks.

“This legislation means that parents who tell their kids to eat their spinach can be assured that it won’t make them sick,” said Senator Tom Harkin, a Democrat from Iowa who, as chairman of the Senate health committee, shepherded the legislation through months of negotiations.

Health advocates are hoping the legislation will rekindle the progress — now stalled — that the nation once enjoyed in reducing the tens of millions of food contamination illnesses that occur each year. In the case of toxic salmonella, infections may be creeping upward.

Part of the problem is the growing industrialization and globalization of the nation’s food supply. Nearly a fifth of the nation’s food supply and as much as three-quarters of its seafood are imported, but the F.D.A. inspects less than one pound in a million of such imported foods. The bill gives the F.D.A. more control over food imports, including increased inspection of foreign processing plants and the ability to set standards for how fruits and vegetables are grown abroad.

And as food suppliers grow in size, problems at one facility can sicken thousands all over the country. The Peanut Corporation of America’s contaminated paste was included in scores of cookies and snacks made by big and small companies. The legislation would raise standards at such plants by demanding that food companies write plans to manufacture foods safely and conduct routine tests to ensure that the plans are adequate.
