I suspect that Medvedev could well be joking deliberately. That is, presenting a clue, but doing so in a manner that allows the listener (and Medvedev himself) to dismiss the clue as just a joke, if so inclined. Such a "joke" (of serious information) would be consistent with the work that Russia is doing, for example with RT.COM, to discredit Western governments and to gain credibility as a more honest government.

one needs to (first mock the other pres who doesn't receive this, then) ask what type of alien bases they are,

if one thinks in MIB terms, the bases deal with alien immigration and monitoring, which it would be ridicules to group all bases in,

Joking styles are different from person to person and are culturally based as well. How would your reaction be if e.g. out of the blue Barack Obama or a former US president would
tell you (seriously intended) this information? I think everyone here would be perplexed but joyful

Come on, is there a single person here that truly believes that there is no top-secret information passed along behind closed-to-public doors? Some of that information is about ET, some about secret technologies... so why is this video making anyone surprised enough to wonder if it's true or not? you already know there are aliens, HAARP, chemtrails, secret elite, new world order and so on.... why keep seeking confirmation? it will never come! Even if Obama comes out tomorrow saying Men-In-Black is a documentary, some percentage of people will take it as a funny joke, some will take it as "THE DISCLOSURE!". So what is actually changing here? - it's your perception on the world. :] You decide what the world is, you decide how your day is going to roll out. You decide what is bull**** and what is not. When you realize that you have power to change your perception on such things, and the missing key is - by changing your perspective, you change the nature of those things. 2008 debate he responded that he was already too occupied with life on earth.
