A potentially important Russian monetary policy paper has "somehow" leaked out.

A week before the recent BRICS summit in Durban, the Kremlin administration has silently produced a document (PDF) which describes the Russian strategy in the context of BRICS cooperation. The document makes for a fascinating read for anyone brave enough to plow through the dense Russian legalese. Vedomosti reports that Sergey Glaziev, the economic mastermind behind the Eurasian Union, sent an official report to Kremlin, stating the necessity of a radical revamp of Russia’s economic policy in the wake of the second wave of global economic crisis. “Unknown sources” have provided the media with the contents of this highly controversial document, igniting a fierce debate in the press and blogosphere.

Glaziev’s report features apocalyptic predictions in regard to the state of the world economy but the most interesting part of the text refers to the so-called “currency wars”. Basically, one of the most influential advisors of the Russian president accuses both the US and EU of “legalized aggression” through unbridled monetary emission. Vedomosti cites several fragments from the report, “As a key point of their anti-crisis policy, they are refinancing their banks using negative real interest rates” and meanwhile “1.5 trillion dollars, 1.2 trillion euros and comparable amounts of yen and pounds are used to finance debt pyramids and acquire real assets across the world”. Western banks are accused of blocking their debtors in “debt traps”, with the ultimate goal of “obtaining political control” and “seizing the real assets” of the debtors.

Sergey Glaziev considers that such a policy is actually a form of legalized aggression and that the world is in a state of financial war. According to the conclusions of this report Russia “cannot win this war” without some major changes in its own economic strategy. Vedomosti reports that Vladimir Putin assembled a crack team of experts from Russian Academy of Science with a mission to create a brand new economic policy. Glaziev is reported to be the team’s liaison in the president’s administration, while the team itself is led by Alexander Nekipelov, a member of Rosneft’s board of directors.

According to the preliminary conclusions of this team, a radical revamp of Russia’s economic policy could lead to spectacular results. Glaziev’s report indicates the following key elements required for sustainable growth: radical increase of the savings rate, investment in breakthrough technologies (up to 4% of the GDP), and creation of a strong and self-sufficient banking system. Although the nation’s economy is considered a top priority, national problems cannot be solved without mitigating some of the global risks. According to the Russian media, the report contains a warning regarding the risks of a global military conflict, “The conservation logic of the current financial and political system leads to a further escalation of military and political tensions, including the start of major war”. There are solutions mentioned which serve as recommendations to avoid this outcome. A reform of the global financial system, spearheaded by Russia, is reported to be one of those solutions. It remains to be seen whether this initiative will gain support from other developing countries.

Here in the UK, the German Industrial Bio-Mass Waste Incinerators are nearing completion. In a nutshell, the UK WILL suffer the equivalent of the Irish Potato famine with people dying in the streets in hail of gunfire or electromagnetic weapons. This will be the time when the micro-chipping will be introduced.

Fracking in the UK will continue to dessimate the natural water table and water will be scarce and expensive. Every aspect of our lives will be impacted with equal voracity.

Russia’s Plan For The BRICS To Dismantle The Dollar System

Yves here. Some financial markets commentators seem to be eagerly awaiting the dollar to collapse under the weight of the Fed’s monetary expansion. The wee problem with that view is that everyone knows that the party that trashes its currency gets a nice boost to its export sector, but it’s easy for this sort of behavior to devolve into “beggar thy neighbor” competitive devaluations (witness our recent finger-shaking at Japan). And since policy-makers in the major economies are deeply devoted to our current “free trade” system, the tacit assumption has been that we might see some jockeying within the current system, but no real breaks.

And the second major reason for the mainstream view that the dollar’s dominance is not at risk is that no other large economy wants the burden of serving as the reserve currency, which entails running trade deficits much of the time.

Nevertheless, a lot of countries resent the dollar hegemony. This post describes one effort to supplant it.

The status of the US dollar as the world reserve currency gives the US a number of advantages over other countries. The world’s most important commodities are priced and traded in dollars, even if most of these commodities are not produced in the US. The fact that the world’s financial system is based on the dollar allows the Federal Reserve to export inflation to other countries, while the Federal Government runs a huge deficit with impunity.

So far, only China has been active in challenging the dollar supremacy. The internationalization of the yuan is an official priority of Chinese leaders. Changing the world financial system is not an easy task and certainly a very challenging undertaking for China. Now, it seems that Beijing has found an ally in the Kremlin. Judging by the order of priorities, depriving the dollar of its status as the world reserve currency is more important than “preventing breaches of sovereignty” (a.k.a. the “Syrian problem”) or “expanding economic cooperation.”

The language used in this document indicates that it has been written or strongly influenced by Sergei Glaziev, the president’s economy advisor, who is known for masterminding the economic aspects of the Eurasian Union between Russia, Belarus, and Kazakhstan. Glaziev has repeatedly accused Fed Chairman Ben Bernanke of starting “a currency war” against the emerging markets. He also believes that Bernanke’s policy will ultimately lead to a military confrontation: “the conservation logic of the current financial and political system leads to a further escalation of military and political tensions, including the start of a major war” (read more).

A whole chapter of the strategy document is dedicated to step-by-step instructions on dismantling the existing global financial system. The list of measures includes:

Reformation of the world currency system in order to create a representative, stable and predictable system of world reserve currencies;
Reduction of the risks of destabilization of currency and equity markets linked to massive cross-border flows of capital;
Increasing the use of national currencies in the trade between BRICS countries;
Increasing the level of cooperation between BRICS countries in order to promote their interest in the domain of world trade;
Strengthening the BRICS Exchange Alliance;
Creating independent rating agencies.
Since the Durban Summit, at least one of those measures has been implemented: RT reported that “China’s Dagong Global Credit Rating agency is to set up the joint venture with US-based Egan-Jones Ratings Co (EJR) and Russia’s RusRating JSC to challenge the three major US ratings agencies.” As BRICS countries try to achieve the rest of their stated goals, it remains to be seen if the dollar system survives the joint onslaught of the biggest emerging economies. So far, China and Japan have stealen the show when it comes to currency wars in 2013. China was the first to announce several trading agreements with its major trading partners. Although these have no short term impact on the US dollar (the world reserve currency) it is fair to expact a longer term fundamental impact. What follows are some snippets that show the most important of those agreements in the past couple of months.

China
Recently, author John Rubino wrote that “dollars make up about 62% of allocated central bank currency reserves, with the other 38% in mostly euros and pound sterling. The yen accounts for 4%, and the Chinese yuan virtually zero.” China being the biggest trading power in the world, it is somehow strange that the dollar is still dominating world trade. Rubino points out that this odd phenomenon is simply related to a habit that exists for 7 decades now (since World War II). However, that “good old habit” is coming to an end, driven by the increasing number of bi-lateral trade deals between China and its trading partners. Those agreements are settled in local currencies instead of dollars, so more yuan and real reserves, and correspondingly fewer dollars, are required.” In that respect we have seen the following announcements since the start of this year:

South Africa signed a raft of agreements with Russia and China in March to trade a variety of products and services ranging from maintenance for Russian helicopters in Africa to exchanges of solar and nuclear technology. (source: NECN.com)

South Korea said it agreed with China to allow banks in both countries to borrow funds from an existing swap arrangement to encourage trade settlement in local currencies. A 64 trillion won ($59 billion) swap line will be made available for loans to allow companies in both countries to settle deals in the won and yuan. (source: Bloomberg)

Australia and China reach a currency trading agreement. “This is a huge advantage for Australia. Not only for our big businesses but also for our small and medium enterprises hat want to do business here. That’s good for Australian jobs and Australian growth.” (source: News.com)

Brazil and China could sign an agreement that allows for trade of up to $30 billion to be carried out in local currencies. The two countries, which are taking part in a meeting with fellow BRICS members – an economic bloc consisting of Brazil, Russia, India, China and South Africa – are also in talks to extend the local-currency trade agreement to the entire bloc. The move marks the first agreement of its kind within BRICS and is an important step in internalizing the yuan, China’s currency. China has made similar agreements with more than 20 countries, including the Republic of Korea, Malaysia and New Zealand, with total capital amounting to over 1 trillion yuan. (source: China.org.cn)

Japan
In fact, it was Japan this year that really accelerated the currency war after announcing their monetary bazooka of historic proportions. Their monetary stimulus has blown away even helicopter Ben. It is resulting in a structural devaluation of their currency and local inflation. During his latest TV appearance Jim Rickards describes this evolution as follows:

Currency wars are like any war. It is not a continuous warfare; you have big battles, and then you have quiet periods. We went through a quiet period up until December. Then the Bank of Japan started a big battle which has been resonating around the world. Japan is sucking the whole world down with their policy which is so aggressive that their trading partners have to cut rates or go to quantitative easing. (source: CNBC)





Russia
The latest participant in this global game is Russia. Not coincidentally is it another country in the BRICS complex, one that was hit by the measures in Cyprus. It remains pure speculation if there is a link between the two aforementioned events, but common sense would say there is a smell to it. In general, the message from the BRICS appears to point to the same direction: an urgent dismantle of the dollar system.

According to Testosteronpit, a site dedicated to bringing the truth behind economic and financial developments, wrote that the Kremlin administration has produced a document describing the Russian strategy to step-by-step dismantle the existing global financial system. The list of measures includes the following:

Reformation of the world currency system in order to create a representative, stable and predictable system of world reserve currencies;

Reduction of the risks of destabilization of currency and equity markets linked to massive cross-border flows of capital;
Increasing the use of national currencies in the trade between BRICS countries;
Increasing the level of cooperation between BRICS countries in order to promote their interest in the domain of world trade;
Strengthening the BRICS Exchange Alliance;
Creating independent rating agencies.
The global currency war
Jim Rickards gave a fantastic explanation on how this global fight is playing out. His central point is that two “teams” of countries have been formed. One is led by the US and includes the UK / Japan / Europe. The other team includes the rest of the world. All of the above evolutions fit perfectly in his vision.

The Fed has said that if Japan, US, UK, and Europe all ease together it is not a currency war. The result is that you only get a stimulus and not a change in comparative terms of the cross rates. If that theory applies to that four, what about the rest of the world? It is not anymore the G20 against each other; it becomes the G4 against the G16. It is still a currency war with four big economies in one team and the rest of the world (China, Taiwan, South-Korea, Indonesia, etc) in the other team. There are still losers, China is one of those losers. Their currency has to go up otherwise they will face inflation. They basically have two choices (1) either they leave the currency go up which hurts exports (2) or accept the inflation coming from the Fed which is very destabilizing. (source: CNBC)

Two additional comments. One comes from Jesse, who described an analogy with colonialism.

This has come to resemble a form of financial neo-colonialism. And I hardly think that this is an overstatement of the situation, especially if one considers the meme of ‘economic hitmen.’ But this involves more than just the currency. It includes the interwoven apparatus of the World Bank, the IMF, the Federal Reserve and its clients, the dominance of multinational TBTF banks that enjoy strong government subsidies, the three major US credit ratings agencies, and the NY-London metals complex. The second comment comes from ourselves. It is really ironic to see the crash in the gold price exactly at a time when currencies are being destroyed all over the world. This really cannot be any coincidence. We sense that this is designed to scare people out of gold and silver bullion. Although the price of gold could go lower (it probably will), the underlying value is increasing with the day. Hold on to your gold holdings, and keep it outside the banking system. There is simply too much trouble with our monetary system and currencies for a justification of the end of gold’s bull market, no matter the short term price action.

So, let me get this straight: The people on this forum are aware of the curruption inherent in the financial/banking system, but are petrified of anything happening to disrupt the status quo. Yes ?

Let me ask the Americans a couple of questions: Let's imagine you had the courage to leave the USA and visit that place called "Canada" (I'm assuming that most of you actually know such a place exists). Let's then imagine that in order to visit Canada, you couldn't simply exchange US dollars for Canadian, what if you were forced to buy Thai Baht (for example) first ?

Imagine you needed to send money to your friends or family in Mexico, what if, once again, you couldn't simply send dollars, you had to buy Thai Baht and then send THAT, with charges of course.

Would you be happy with either of the above ? Would you simply shrug and accept that Thailand sat atop the world's banking pyramid, screwing everyone left, right and centre ? Would you hell !!

So why must everyone else accept the dollar ? Why do I and everyone else over here have to buy silly little green pictures of dead americans if we wish to visit Laos ? Why do we have to buy the currency issued by a country which is morally, spiritually AND financially bankrupt when we want to send money abroad (via W.U.) ?

The US dollar belongs in the USA AND NOWHERE ELSE. A fair, balanced, equitable solution to the worlds' financial affairs is vital if we are to make any progress at all. Such a solution needs to be based not on the currency of any one country, but on the currencies of many. The removal of the USA and its' phoney currency from the top of the food chain is a pre-requisite to human evolution.

Is it actually possible for the americans to accept that they are in fact equal to everyone else, NOT superior, NOT chosen by god ? Is it possible for the USA to sit around a table with representatives of every other nation as EQUAL partners in designing a future for our grandchildren ?

Hey folks,

Well, as I´ve said before, I´m not very familiar with South Africa, but I know enough about Russia, China, India and specially Brazil, to know that the BRICS are no altruistic group.

If you´re expecting that the BRICS will save the world from decadence, or be any better than the USA in ruling the world, than you should reconsider.

The US economy will eventually collapse and there´s a race out there to see who´s next to occupy the "king of the world" throne.

I´m sorry, but there are no good guys in this race; Just check each of the BRICS countries internal policies. They couldn´t care less about the people, or environment, or whatever. All they care about is power.

I, as a citizen of a country exploited throughout its history by the dominant forces, understand when people outraged by poverty revolt against the dominant countries.
Not easy you live in a spectacularly rich country in natural resources and see millions (not thousands) of people who have nothing to eat.

So, let me get this straight: The people on this forum are aware of the curruption inherent in the financial/banking system, but are petrified of anything happening to disrupt the status quo. Yes ?

Let me ask the Americans a couple of questions: Let's imagine you had the courage to leave the USA and visit that place called "Canada" (I'm assuming that most of you actually know such a place exists). Let's then imagine that in order to visit Canada, you couldn't simply exchange US dollars for Canadian, what if you were forced to buy Thai Baht (for example) first ?

Imagine you needed to send money to your friends or family in Mexico, what if, once again, you couldn't simply send dollars, you had to buy Thai Baht and then send THAT, with charges of course.

Would you be happy with either of the above ? Would you simply shrug and accept that Thailand sat atop the world's banking pyramid, screwing everyone left, right and centre ? Would you hell !!

So why must everyone else accept the dollar ? Why do I and everyone else over here have to buy silly little green pictures of dead americans if we wish to visit Laos ? Why do we have to buy the currency issued by a country which is morally, spiritually AND financially bankrupt when we want to send money abroad (via W.U.) ?

I'm an Italian-American, and I'm a New Yorker, born in Brooklyn. We do and always have had a lot of Mafia around here. They are arrogant, bullying, immoral, and derogatory of anyone not male or Italian. They demand that you pay them for their protection - from themselves!

How is this any different from the US Govt since the "Fed" (lol) Reserve took control of the currency and economy?

Let me tell you, I'm sick of their arm-twisting, threats, and making life difficult for everyone but them, and so, apparently, is the rest of the world.

There is a prophecy in Revelation concerning "Babylon the Great", who have been around for thousands of years, controlling the merchants, controlling religions, controlling the military industrial complexes, and controlling the governments, doing it all through the use of sorcery (black magic and mind control). Like the ancient city of Babylon which was considered to be impenetrable, it falls because of a cleverly orchestrated attack by the "Kings from the East" who make its waters recede so that the main gate is vulnerable while all the denizens inside are drunk and partying. It's mask is ripped off and it falls overnight, fully exposed, like the house of cards that it was all along. All the merchants are weeping and mourning for her. To make a long story short, the world gets a lot better after that.

I don't know if the BRIC's intentions are genuinely benevolent or not, but I can tell you that I'm willing to take my chances of removing this Satanic cabal from power and let's see what happens.

Yeah...Anyone who believes to know the meaning of political corruption and impunity should try living in Brazil for a while...I can´t imagine how expanding our state-of-the-art corrupt political system would actually benefit the world indeed.

But, as Prodigal Son says, at this point, I don´t think it could get much worse, so I´m willing to take my chances as well.

Perhaps, if the BRICS are put in charge and adopt the Chinese system of punishing political corruption, which is the death penalty, things may get a bit better.

BRIC's isn't the end of the world. It is the end of the Rothschild/Rockefeller Cabalist ~ in spades. One thing for sure is that a new financial system is coming and there will be no stopping it. BRIC's has the new (big) power hitters with their own voting BLOCK and this has been the only thing lacking to change things.

Fear mongering aside, these other dark scenarios of doom and gloom ~ the fact is that the darkest plot played itself out in real life especially over the last century. The NWO Cabal has been brought down by it's own heavy-handed weight and endless wars against ALL PEOPLE. Until now, there was nothing to oppose it.

The US Dollar produced out of thin air by the Federal Reserve is being rendered extinct like the T-Rex ~ but instead of La Brea Tar pits ~ it got bogged down in the tar pits of Wall Street, financial tyranny, international rule, illegal wars, and overreach. Say, Adios!

We've seen all that the old ways have wrought, now let's see what something new may bring after the ~ FIAT DOLLAR ~ has been brought low.

Actually there is a sort of strange silver lining in the US Dollar not being the international currency. As it is now, the Chinese are artificially valuing the Chinese currency against the dollar so that it is always cheaper to buy Chinese goods versus American goods. All of our manufacturing moves overseas. If the Chinese currency along with every other currency starts being evaluated separately from the US dollar some of that benefit might actually move manufacturing back to the US. Of course, that also means that oil prices will start moving in a fashion so that the Fed can't print oil. Interesting times ahead.

I don't know..everytime a country wants their currency backed by gold or silver, the NATO nations find a terrorist attack or group in some region of corporate banker interest. For all we know they may be stashing all their ill gotten gains in these countries banks and NOT PAYING TAXES ON IT EITHER. Humans on the planet are tired of getting reamed.

Hey folks,

Well, as I´ve said before, I´m not very familiar with South Africa, but I know enough about Russia, China, India and specially Brazil, to know that the BRICS are no altruistic group.

If you´re expecting that the BRICS will save the world from decadence, or be any better than the USA in ruling the world, than you should reconsider.

The US economy will eventually collapse and there´s a race out there to see who´s next to occupy the "king of the world" throne.

I´m sorry, but there are no good guys in this race; Just check each of the BRICS countries internal policies. They couldn´t care less about the people, or environment, or whatever. All they care about is power.

The way I see it is that this is a step. Not necessarily a step toward Nirvana (I'm under no illusion about the sweet fluffy bunniness of any of the BRICS nations), but a step AWAY FROM the current situation. When it happens, it will, hopefully, wake the American and other Western majority out of their apathetic stupour and make them tealize how they've been manipulated snd lied to. Again hopefully, they can then decide the NEXT step for themselves .......

American manufacturing returning to American soil ? Brilliant idea, that's exactly where it should be, for the benefit of everyone. Unfortunately there are a number of extremely wealthy corporate executives who aren't too keen for that to happen, as it will see their profits dented.

So .... another vital "next step" is the replacement of the current business model which puts "shareholder value" first and foremost, with a more traditional model which focuses on service and quality; shareholder value becoming a natural bi-product. Accompanying this, could we please please please see the term "human resources" confined to the scrap heap of history. Corporations ARE people, not brands. Happy, well-paid and well treated staff should be a priority.
