Default Olympic Games Babylon - Really?

I met an engineer type this week who claims he is working, besides other things, on the construction planning of the facilities for the Olympic Games in Babylon (Iraq) in 2024. When I asked him how that was possible because I thought this hadn't even been decided on yet, he said to me: "We're a few years ahead of the pack". Isn't that strange? We are led to believe that the IOC chooses the location of the Games only a few years ahead of the events, yet this guy says he's working on it already...

What do you lot think about that?

I wish some of the lemmings who run in circles for the entertainment of dictators and the like would express more interest in passing the torch of a decent education.
