‘The US Defense Advanced Research Projects Agency (DARPA) has received
government permission to field test its HELLADS laser weapon system.

“The technical hurdles were daunting, but it is extremely gratifying to have
produced a new type of solid-state laser with unprecedented power and beam
quality for its size,” DARPA program manager Rich Bagnell said in a statement cited
by the agency’s website. The testing is set to start this summer.High-Energy Liquid
Laser Area Defense System (HELLADS) has been in development since 2003. It is
intended for use as a protection system for aircraft.’

“The US navy has demonstrated a ship-mounted laser weapon system in the
Persian Gulf, off the coast of Iran, capable of destroying targets on speeding boats
or even aircraft with pin-point accuracy, it told reporters Wednesday.

The laser weapon is 30 kilowatts in power, which makes it 30m times more
powerful than a hand-held laser pointer. It can be run at lower power, to “dazzle” –
which disrupts or damages sensors and instruments – or at full power to destroy targets.

In a video of the demonstration, the device is shown targeting a mounted missile
on a speeding boat, and then first dazzling, then destroying, an unmanned aerial
drone in mid-flight.

The navy was keen to point out that this was not just a scientific test – the laser
device is fully operational. “We’re not testing any more – it’s working,” Rear
Admiral Matthew Klunder, the chief of naval research, said in a press conference at

1995 Protocol on Blinding Laser Weapons

The 1995 Protocol on Blinding Laser Weapons (Protocol IV to the 1980 Convention
on Certain Conventional Weapons) prohibits use of blinding laser weapons in armed
conflict as well as their transfer, at any time, to any state or non-state entity.

Under Article 1 of the Protocol:

It is prohibited to employ laser weapons specifically designed, as their sole combat
function or as one of their combat functions, to cause permanent blindness to
unenhanced vision, that is to the naked eye or to the eye with corrective eyesight
devices. The High Contracting Parties shall not transfer such weapons to any State
or non-State entity.

The Protocol formally applies only in international armed conflict, although if a state
party has ratified the 2001 Amendment to the 1980 Convention on Certain
Conventional Weapons Protocol IV would also apply in non-international armed conflict.

by the Reagan administration. Officially the programme was not put into
commission.But as we speculate " Where there's a Secret black budget , there are

‘Artificial intelligence is progressing at a frightening pace leading humanity
towards its ultimate destruction.

This is according to British theoretical astrophysicist, Sir Martin Rees, who
believes we are facing an ‘inorganic post-human era’.

By some estimates, he says, the process will begin in the next 25 years as

‘Australian scientists have for the first time developed an electronic long-term memory cell that mimics
the work of a human brain. Researchers say the discovery is a step towards creating a bionic brain.

Researchers from the Royal Melbourne Institute of Technology (RMIT) have created the world’s first
electronic multi-state memory cell which mirrors the brain’s ability to simultaneously process and
store multiple strands of information, according to the university’s press-release.

The groundbreaking discovery was recently published in the materials science journal Advanced Functional Materials.

The device which is 10,000 times thinner than a human hair is a “vital step towards creating a bionic brain,” the scientists said.’

‘The Navy wants to integrate robotics and artificial intelligence (AI)
into more of its workload, from warfighting missions to non-combat
support roles, and is seeking fleet input on what types of AI research
are worth investing in.

The service already has, in varying stages of completion, its Unmanned
Carrier-Launched Airborne Surveillance and Strike (UCLASS) in the air,
a Large Diameter Unmanned Underwater Vehicle (LDUUV) under the
sea and the Swarmboat unmanned vehicle on the surface. The
warfighting value for these platforms is clear, the service said.’
