    Instead of falling to the dozer blade, the High Frequency Active Auroral Research Program has new life.

    In mid-August, U.S. Air Force General Tom Masiello shook hands with UAF's Brian Rogers and Bob McCoy, transferring the powerful upper-atmosphere research facility from the military to the university.

    You may have heard of HAARP. Nick Begich wrote a book about it. Jesse Ventura tried to bully his way past the Gakona gate during a TV episode of Conspiracy Theory. Muse recorded a live album, HAARP, at Wembley Stadium from a stage filled with antennas meant to resemble those standing on a gravel pad off the Tok Cutoff Road.

    The science-fiction assertions of caribou walking backwards, human mind control and HAARP's ability to change the weather have made researchers wince. It’s hard to describe a complicated instrument that sends invisible energy into a zone no one can see.

    HAARP is a group of high-frequency radio transmitters powered by four diesel tugboat generators and one from a locomotive. The transmitters send a focused beam of radio-wave energy into the aurora zone. There, that energy can stimulate a speck of the electrical sun-Earth connection about 100 miles above our heads.

    Why did university higher-ups swing the door back open for the conspiracy theorists? Why not let HAARP go quietly back to boreal forest?

    "Even though it's esoteric and hard to understand, it's the best," said Bob McCoy, head of UAF's Geophysical Institute, which now has the keys to the complex, located off mile 11.3 of the Tok Cutoff Road.

    The facility is the best tool to study a region above Earth we know little about, McCoy said. Of three such ionospheric heaters in the world — in Norway, Russia and soon-to-be in Puerto Rico — HAARP is the "most powerful and agile of the three," according to Craig Heinselman, director of the facility in Norway.

    At an interview in his office on the UAF campus, McCoy said meetings with others in the space physics community convinced him HAARP was worth saving. During a 2013 workshop with potential users who study the shell of ionized plasma that coats the planet from 40 to 600 miles over our heads, researchers said they would use HAARP if the university took it over.

    "(With HAARP), it is now possible to conduct controlled experiments, versus simply watching and waiting for the sun to perturb space and attempting to learn from studying its response," Herbert Carlson of Utah State University said at the workshop.

    What's to be gained from perturbing space? The ionosphere carries satellite and radio signals that are disturbed during solar storms.

    "With heat, we can create a disturbance and watch how quickly it dissipates," said Bill Bristow, a space physicist and the Geophysical Institute's point man on HAARP. "We can generate irregularities to test the effects on satellite to ground radio systems. We don't have to wait for Mother Nature to generate conditions."

    Since it opened in 2003 with funding the late Ted Stevens helped secure, HAARP hosted many scientists doing applied research for the military. One such study was using the antenna array to heat a part of the ionosphere that in turn acted as a low frequency antenna that could send an ocean-penetrating signal to a submarine. That ping could tell a submarine captain to surface in order to receive conventional radio communications.

    "The military had specific objectives, now we can do more basic science," Bristow said. "It will help us with general ionospheric/thermospheric modeling, like how do ions and neutrons couple in the upper atmosphere?"

    HAARP is now open, but the transmitters have been cool since spring of 2014. With the transfer from the military to the university, Bristow and McCoy are now looking for customers — scientists funded to travel to central Alaska on two-week campaigns in which they fire the transmitters for 10 hours each day.

    There are no customers yet. But McCoy and Bristow are confident they will be able to pay back a $2 million loan from the University of Alaska statewide office. That money is now keeping the lights on at HAARP and funding other costs of operation.

    Bristow said the worst-case scenario is that few or no researchers step forward and they are forced to sell HAARP instruments to recover the loan cost. Best-case: scientists use it, a national entity sponsors the cost of operating HAARP (as NASA does for the institute's Poker Flat Research Range) and "we run it as a research facility indefinitely."

    The clock is ticking to repay the loan, said McCoy.

    "I've got three years to find customers," he said. "We're sticking our necks out here, but it is the best in the world and somebody spent $300 million to build it."

    I believe it was always University property, just under full control of the Military. So it seems they will make open "tests" now to the highest bidders (capitalism at its best?)? Also, I am fairly certain there are more than three other ionic heaters in the world ...

    A bit of historical background - turning back the clock to 2013

    Air Force Research Laboratory

    HAARP was originally owned by the Air Force Research Laboratory, but was until recently operated by an Anchorage contractor, Marsh Creek.

    HAARP had been constructed at a government owned location, a previous site of an over-the-horizon radar (OTH) installation. The facility covers about thirty acres of Department of Defense land just off the Tok Cutoff, not far from Gakona Junction, Alaska.

    Steve Floyd is the principal systems engineer for Marsh Creek. He says HAARP’s money woes in 2013 started with last year’s sequestration cuts.

    “Our contract through Marsh Creek to run the facility, came to an end in the middle of June of 2013. And I guess it’s the sequestration cuts that really squeezed the budget and the Air Force Research Lab decided to save some money and take it dark for a while. “

    The High Frequency Active Auroral Research Program (HAARP) was an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA and DTRA) designed and built by BAE Advanced Technologies (BAEAT).

    Ownership of the facility and its equipment was transferred to the University of Alaska Fairbanks in mid-August 2015.

    The Players and Backers

    The project was funded by the Office of Naval Research and jointly managed by the ONR and Air Force Research Laboratory, with the principal involvement of the University of Alaska.

    Many other universities and educational institutions of the United States were involved in the development of the project and its instruments, namely the University of Alaska Fairbanks, Stanford University, Penn State University (ARL), Boston College, UCLA, Clemson University, Dartmouth College, Cornell University, Johns Hopkins University, University of Maryland, College Park, University of Massachusetts Amherst, MIT, Polytechnic Institute of New York University, and the University of Tulsa.

    Some of the main (published) scientific findings from HAARP include:
    • Generating very low frequency radio waves by modulated heating of the auroral electrojet, useful because generating VLF waves ordinarily requires gigantic antennas
    • Generating weak luminous glow (measurable, but below that visible with a naked eye) from absorbing HAARP's signal
    • Generating extremely low frequency waves in the 0.1 Hz range. These are next to impossible to produce any other way, because the length of a transmit antenna is dictated by the wavelength of the signal it must emit.
    • Generating whistler-mode VLF signals that enter the magnetosphere and propagate to the other hemisphere, interacting with Van Allen radiation belt particles along the way
    • VLF remote sensing of the heated ionosphere

    Known Research (published) at the HAARP included:
    • Plasma line observations
    • Stimulated electron emission observations
    • Gyro frequency heating research
    • Spread F observations (blurring of ionospheric echoes of radio waves due to irregularities in electron density in the F layer)
    • High velocity trace runs
    • Airglow observations
    • Heating induced scintillation observations
    • VLF and ELF generation observations
    • Radio observations of meteors
    • Polar mesospheric summer echoes (PMSE) have been studied, probing the mesosphere using the IRI as a powerful radar, and with a 28 MHz radar, and two VHF radars at 49 MHz and 139 MHz. The presence of multiple radars spanning both HF and VHF bands allows scientists to make comparative measurements that may someday lead to an understanding of the processes that form these elusive phenomena.

    Research done at the HAARP facility has allowed the US military to perfect communications with its fleet of submarines by sending radio signals over long distances.

    When full power was available:

    Early on, after prototype antennas were setup, as of March 2007, all new the antennas were in place, the final phase was completed and the antenna array was undergoing testing aimed at fine-tuning its performance to comply with safety requirements required by regulatory agencies. The facility officially began full operations in its final 3.6 MW transmitter power completed status in the summer of 2007, yielding an effective radiated power (ERP) of 5.1 Gigawatts.

    Where are the "officially listed sites" conducting "ionospheric/upper atmospheric research"

    In America, there are two related ionospheric heating facilities: the HIPAS, near Fairbanks, Alaska, which was dismantled in 2009, and (currently offline for reconstruction) one at the Arecibo Observatory in Puerto Rico.

    The European Incoherent Scatter Scientific Association (EISCAT) operates an ionospheric heating facility, capable of transmitting over 1 GW effective radiated power (ERP), near Tromsø, Norway.

    Russia has the Sura Ionospheric Heating Facility, in Vasilsursk near Nizhniy Novgorod, capable of transmitting 190 MW ERP.

    Above HAARP technology leads one to 'assume' that the zenith, directly above the antenna array, is where the "auroral illumination/heating" will be conducted. Well..

    The antenna system is a steered PHASED ARRAY for very low frequencies, similar to how massive ground based ultra-high frequency radar is able to PAINT the sky or paint targets rapidly without having to PHYSICALLY move any antenna(s).

    It is supposed to be focused (pointed to) using a narrow beam (according to the published data), on those spots in the ionosphere to create "hot spots" and thereby create "shock waves" (small ones supposedly), in the ionospheric (charged particle plasma) layers.

    A team of scientists from the Naval Research Laboratory, the Air Force Research Laboratory's (AFRL's) Research Vehicles Directorate, Kirtland Air Force Base, N.M., and the University of New Mexico (UNM) has detected the lowest frequency radar echo from the moon ever seen with earth-based receivers.

    (ed note: what that means is HAARP's 3.4-5 gigawatts (effective radiated power, or "ERP") of low frequency RF can be steered, pointed and focused to a target ~240,000 miles away, the "moon".)

    In the lunar echo experiment (more properly called a lunar bistatic radar experiment), the Air Force/Navy High Frequency Active Auroral Research Program (HAARP) high power transmitter, located near Gakona, Alaska, launched high power radio waves toward the moon. The reflected signal, weakened because of the long distance to the moon and back, was detected by receiving antennas in New Mexico.

    (ed note: in other words, the low frequency signal from the moon was able to PENETRATE the ionosphere and make it to earth, to a receiving system at an air force research facility, normally such signals would be absorbed or reflected off the ionosphere, depending on the time of day and season of the year).

    NRL consultant scientist Dr. Paul Rodriguez, of NRL's Information Technology Division, who conceived and proposed the experiment explains, "Analysis of the echo gives information on the properties of the lunar sub-surface topography, because the low frequency radar waves propagate to varying depths below the visible surface of the moon. It is somewhat like sonar, except that we are using electromagnetic waves rather than sound waves.

    The experiment also allows us to study the interaction of the echo signal with the earth's ionosphere along its return path, because the ionosphere is only partially transparent at low frequencies."

    During the experiment, which was carried out on Oct. 28 and 29, 2007, the radar signals from HAARP were at 7.4075 MHz and 9.4075 MHz. Both the transmitted signal and the echo from the moon were detected by NRL Remote Sensing Division scientist, Dr. Kenneth Stewart, and NRL engineer Brian Hicks with antennas built for the Long Wavelength Array (LWA). LWA is a radio interferometer being built in the desert west of Socorro, N.M., by UNM, NRL, the Applied Research Laboratories at the University of Texas at Austin, Virginia Tech, and Los Alamos National Laboratory, for studies of space physics and astrophysics.

    The LWA is intended to work below the 88 MHz edge of the FM band, but to get down to the HAARP signal frequencies, the antennas were equipped with digital receivers and specially designed matching networks developed by Stewart, Hicks, and engineer Nagini Paravastu at NRL.

    "Detecting the very weak radio signals after their round trip to the moon and back was challenging and required careful modification of the LWA antennas to improve their performance at these frequencies," says Stewart. NRL LWA Project Scientist Dr. Namir Kassim notes, "One of the successful goals of this experiment was to demonstrate that the LWA can work with instruments like HAARP at lower frequencies than its nominal design."

    The HAARP radar antenna array was "phased" to point about 45 degrees away from the zenith, in order to track and directly illuminate the moon.

    Its full total (transmitter) power capability, about 3.6 MW (or about 3-5 GigaWatts ERP), was used to transmit pulses two seconds in length every five seconds over a period of two hours each day, one hour at each frequency.

    Using such a pulse pattern makes the echo, which arrives back from the moon 2.4 seconds later, immediately recognizable, allowing the scientists to distinguish the moon's echo signal from the HAARP signal. The HAARP signal reached the receiving antennas in New Mexico by reflecting off the underside of the ionosphere, the region of the Earth's atmosphere from 50 to 400 km in altitude that is partially ionized by solar radiation.

    The lunar echo measurements at 7.4075 MHZ are believed to be the lowest frequency (longest wavelength) at which bistatic radar measurements have been conducted. "Even though lunar echoes have been detected before at higher frequencies, it was really exciting to see them arrive in real time out under the full moon in the New Mexico desert," says NRL's Hicks.

    If you're wondering why we have had such bad winter storms on the mainland this past week, check out this NASA web page. In the winter, about a week after a major solar flare (X3 on December 11), the continental mainland picks up the "Siberian Express" over the North Pole. That's something that's not observable in Hawaii. Mainland stations get a double whammy, due to the radio disruptions, the winter storm and loss of power.

    For a further example, see the correlation between the string of solar flare activity of March 1993 and the March 1993 Storm of the Century blizzard.

    The added charged solar material interacts with the Earth's magnetosphere, and alters the amount of charged particles ionizing the upper atmosphere.

    The changing magnetic field affects the ocean currents and moves the jet stream.

    The altered jet stream brings up warm moist air from the Caribbean and tropics, and brings down cold polar air from the North Pole.

    These meet up over central North America, bringing intense winter storms and heavy snowfall.

    Magnetospheric Wave Injection

    While most of the radiated ELF wave energy is confined below the ionosphere, some of it leaks out into the magnetosphere where it can be detected by satellites such as DEMETER, and under special conditions, be guided along ducts (irregularities in the plasma density) that follow the Earth's magnetic field lines.

    While the waves are propagating in these ducts they are amplified by interactions with electrons in the magnetosphere.

    The amplified wave can then be detected in the opposite hemisphere, at the magnetic conjugate point of HAARP in the southern Pacific Ocean (Gołkowski et al., 2010; Gołkowski et al., 2008; Inan et al., 2004).

    The cartoon in Figure 3 illustrates this setup:


    Stanford University previously deployed and operated two buoys containing ELF/VLF receivers which could detect these guided waves (referred to as one-hops). Though no longer functional, receivers on research vessels making crossings of the conjugate point still occasionally observe one-hops. These signals can also be reflected back along the duct and return to HAARP where it's received as an echo that appears approximately 8 seconds after the original signal.

    (ed note: timed properly this "echo" can then create a STANDING WAVE - a standing wave can then create scalar components at the anti-node points - scalar components can be highly BIOACTIVE, meaning they can affect the nervous system of complex organisms).

    So just TWO things noted - magnetospheric interaction, and a reference about magnetospheric interaction and weather, and standing waves potentially created with scalar wave creation and potential for resultant bioactive effects.. Extrapolate the "russian woodpecker", utilizing standing waves modulated at brainwave frequencies.

    "Geometric Modulation" - or how to create ULTRA LOW frequency electromagnetic waves from HIGHER frequency transmitters beaming into the Ionosphere

    What does that mean? One can create geometric MIXING in the ionosphere, where the sum and differences of the two waves' signal patterns can create higher and lower frequencies. Some reported as low as 0.1 hertz frequency. Significance? Waves in the range of 0.1 hertz which penetrate deeply into the oceans and earth can be beamed across the earth's hemisphere, conducted by the "ducts" (described above), and received data coming back can contain useful information about "hidden underground structures" (experiment talked about above post), or talk with submarines without them needing to surface.


    PAY ATTENTION to the last statement by the researcher - DIRECTIONAL LAUNCHING with a GAIN of POWER of those ultra low, very low and extremely low frequency waves means DIRECTED STEERING into the ionosphere AND magnetosphere to move in a specific direction, and to potentially evoke a FLYWHEEL EFFECT (see below). My guess would be if a flywheel effect is being contemplated, how long would it take to "charge up" the magnetosphere with a desired controlled signal, able to be collapsed over any desired location? (Thinking out loud..)

    An 11 dB POWER gain comes out to about 42.8 gigawatts of ULF power, that's quite substantial over the "published" ground power of the antenna system.

    Let's put that in context. Within the region above the earth within that pumped magnetosphere location, the energy (low estimate) is now up to almost 43 gigawatts of power. In 2015, the UK's peak electrical demand was 52.7 GigaWatts. In other words, by the proper modulation of the ionosphere/magnetosphere, HAARP was able to have the power equivalent of ALL of UK's immense power systems available at a button press for re-direction "as desired". That was not considering any longer "over-time" build-up "fly-wheel-like pumping effects", by timed pulsing of the modulation. Conceivably many trillions of watts of power could then be directed, as desired with timing (using the flywheel effect).

    Magnetospheric currents can affect the jet stream and water currents. (read: affect weather)

    Of course what is not talked about, is massive amounts of modulated waves with frequencies within the brainwave range are able to be transmitted.

    There have been studies documented which show higher incidences of body issues during periods of geomagnetic storms where the magnetosphere "rings" or modulates within bioactive "windows". HAARP is claiming success in creating such waves, mimic'ing the solar storm activity, and demonstrating that it can modulate (using the technique of geometric modulation) the magnetosphere and do such over at least 1/2 the Earth.

    Considering that the ionosphere and magnetosphere don't just "stop" at 1/2 the earth, any modulation or changes imparted to such travel completely across the earth, as a wave can travel on the surface of a bubble (or balloon).. IF the waves then are TIMED so that the next geometric modulation PULSE re-inforces the in coming wave, one starts to build up an effect similar to a FLYWHEEL being charged up.

    Tesla noted this effect of charging up a flywheel with his harmonic oscillators. A HINT of a pulse properly timed into a MASSIVE FLYWHEEL can excite that flywheel so that it stores MASSIVE amounts of energy.. And Tesla noted that a FLYWHEEL can be properly coaxed to RELEASE that massive amount of energy ON COMMAND..

    So... er... Just studying the auroral layer right above the Tok Cutoff, not far from Gakona Junction, Alaska. I think not.

    Potential 3 - consider a scenario of a "magnetic flywheel" charged up and oscillating (spinning) in a layer above the earth (see image above in this post) and completely surrounding the earth (magnetosphere is relatively consistent day night and with some variation, season to season, only normally affected by the solar wind or solar CME's).

    A button press at a command console.. A modulation specifically known to "cloud" the human nervous system is coupled into the magnetic plasma. Another moment later a "wave" comes down from the plasma field containing sufficient current (and scalar component needed for coupling in to bio-systems) and having the "brain fog" modulation, and travels across the earth.

    It also travels within the earth (i.e. HAARP studies for beaming into signals deep within the earth to detect hidden bunkers), and also deep within the sea (thousand of feet) to reach into submarines (HAARP demonstrations of reaching submarines for 'communications' studies).. In short no normal shielding (tin foil hats, Faraday cages) prevents the magnetic modulation from reaching within.

    An effect similar to being hit by a massive EMP happens; nerves are "electrically fired" (moving magnetic field inducing electric field across the synapses), the modulation incapacitates the "enemy" globally.. Only those with the "brain pacer protection system" are able to not be affected (the countermeasure). Science Fiction?

    The USAF AFRL publications for the time period from now until 2030 are pretty specific about wanting INDUSTRY and CONTRACTORS to develop WINNING technology. IS it ANY WONDER ONR, AFRL, NRL have been behind HAARP? A way to pump up the magnetosphere? and not just mess around with "auroras"? Wonder if Congress knew about this particular SCIENCE? (above their heads?) it's explained in plain English how it can work. In WAR it is about winning, they make no bones about it how distasteful it may be to use certain technologies to WIN.

    The existence of a meteorological response in the polar regions to fluctuations in the interplanetary magnetic field (IMF) component By is well established. More controversially, there is evidence to suggest that this Sun–weather coupling occurs via the global atmospheric electric circuit. Consequently, it has been assumed that the effect is maximized at high latitudes and is negligible at low and mid-latitudes, because the perturbation by the IMF is concentrated in the polar regions.

    We demonstrate a previously unrecognized influence of the IMF By on mid-latitude surface pressure. The difference between the mean surface pressures during times of high positive and high negative IMF By possesses a statistically significant mid-latitude wave structure similar to atmospheric Rossby waves.

    Our results show that a mechanism that is known to produce atmospheric responses to the IMF in the polar regions is also able to modulate pre-existing weather patterns at mid-latitudes.

    We suggest the mechanism for this from conventional meteorology. The amplitude of the effect is comparable to typical initial analysis uncertainties in ensemble numerical weather prediction. Thus, a relatively localized small-amplitude solar influence on the upper atmosphere could have an important effect, via the nonlinear evolution of atmospheric dynamics, on critical atmospheric processes.

Such uncertainties are known to be important to subsequent atmospheric evolution and forecasting [22].

    Consequently, we have shown that a relatively localized and small-amplitude solar influence on the upper polar atmosphere could have an important effect, via the nonlinear evolution of atmospheric dynamics on critical processes such as European climate and the breakup of Arctic sea ice [23].

    In particular, it affects the structure of the Rossby wavefield, which is key in determining the trajectory of storm tracks [24]. The configuration of the North Atlantic jet stream is particularly susceptible to changes in forcing [25].

    In turn, so are the location and the timing of blocking events in this region, in which vortices are shed from the jet stream leading to prolonged periods of low or of high pressure [26].

    It has also been proposed that the low-frequency variability of the North Atlantic Oscillation (NAO) arises as a result of variations in the occurrence of upper-level Rossby wavebreaking events over the North Atlantic [27]. The NAO itself is key to climate variability over the Atlantic–European sector stretching from the east coast of the United States to Siberia, and the Arctic to the subtropical Atlantic [28, 25].

    Our results may therefore provide part of the explanation for previously observed correlations between Eurasian winter temperatures and solar variability [29, 30], and for the ‘Wilcox effect’ where reductions in the areas of high vorticity in winter storms are seen at times of solar wind heliospheric current sheet crossings [31] (which are characterized by sharp changes between steady, opposite IMF By states).

    Going over the POINTS in the OP and post #3 above:

    First group -
    1. Generating very low frequency radio waves by modulated heating of the auroral electrojet, useful because generating VLF waves ordinarily requires gigantic antennas
    2. Generating weak luminous glow (measurable, but below that visible with a naked eye) from absorbing HAARP's signal
    3. Generating extremely low frequency waves in the 0.1 Hz range. These are next to impossible to produce any other way, because the length of a transmit antenna is dictated by the wavelength of the signal it must emit.
    4. Generating whistler-mode VLF signals that enter the magnetosphere and propagate to the other hemisphere, interacting with Van Allen radiation belt particles along the way
    5. VLF remote sensing of the heated ionosphere

    Item 1) Modulated heating electrojet means the Magnetosphere can ALSO be modulated, and it was subsequently learned that such "geometric modulation" experiences a GAIN over the upcoming power, and that such can be directed in ultra-low frequency bands, those bands which penetrate the earth deeply and penetrate water - such frequencies overlap the human brain wave bands. Selective timed modulation can evoke "scalar" components. USE: Weapons suspected

    Item 2) Generating Luminous Glows - the potential to create interference of low band radio communications or to affect Lightning discharges (either to increase such or decrease such) - potential use in weather alteration - potential weapons use HIGH

    Item 3) Generating ULTRA-extremely low frequencies - (for plasmas) weapons use, communicating with military submarines, or reaching within "faraday cage hardened bunkers", able to locate hidden "dumbs" - Military use HIGH - see http://afrl.dodlive.mil/ scroll down to the creation of PLASMAS (which will have within them ultra-low frequency waves - the size of the "cavity" determines the needed frequency to excite (pump) and control high energy plasmas)

    Item 4) Generating high powered extremely low frequency electric-magnetic waves that can travel across the globe - special military communications and weapons use, with an ability to block "enemy" low frequency "distant" communications which do not using satellite networks. Military use - HIGH (example: can normally secure and hard to jam 'spread spectrum' HF communications for long distance use, be rendered unusable by damaging the ionosphere layers selectively over an area, and/or can civilian AM radio be effectively rendered useless by selectively damaging the ionosphere layers for the frequencies used during skywave/hop or by creating "plasma noise" to disrupt groundwave communications..)

    Item 5) VLF Remote sensing - detecting deep buried underground facilities, communicating with deeply embedded facilities, communicating with deeply submerged submarines, weapons use HIGH (blocking such communications with "interference", from other low band communications systems..

    Civilian use not suspected. POSSIBLE use for discovery of underground resources, but highly unlikely considering the cost needed to "survey" due to immense energy requirements.

    Overall HAARP USE - Military weapons development, testing the feasibility of planetwide control systems and interference systems to alter satellite GPS accuracy, and for interfering with low frequency HF radio communications. To test weather alteration (Magnetospheric current direction), to potentially test PLANET-WIDE psychometric weapons by proper modulation of the magnetosphere.

    Was Congress alerted to such, probably not.

    Should it be shut down permanently and a ban worldwide on such projects be put in place? There is no legitimate CIVILIAN or humanitarian use of this.

    -- Would the known HAARP facility be used then as a weapons system? NOT necessarily, but it opens up weapons development to many free-lance researchers who have the bucks to pay the University of Alaska for "machine time".

    Military has learned (the organizations listed in the OP and post #3) key weapons uses, and how to duplicate and SCALE UPWARDS (more power still) the transmission technology, and how to better "modulate" the Earth's planetwide magnetosphere. Such systems can be fully deployed and hidden and activated when desired to implement any such programs from active warfare, or insidious warfare (such as potentially inducing "hail" or drought) on "enemies".

    Keeping Haarp up or down at this point could very well be moot. They know now how to create massive "magneto-electric" planet-wide insidious wars (remotely instituted).

    It will be obvious to HAM radio operators who monitor the low frequency radio bands, to note when "insidious" transmissions start, to then track back to where such is originating. Congress allowing such, could be considered to allow "war crimes" to happen. This would not be conventional warfare.

When I bought Dr Nick Begich's book "Angels Don't Play This HAARP" I was told by my electronic engineer ex that I was barking mad.... Hmmmmm!

    What's super mindblowing at least to me, Avid is that on the surface, prior to HAARP's actual experimentation, was a belief that a few watts of power could never ever do anything with weather. Then the engineers associated with HAARP found out that they could "pump" the magnetosphere, the magnetic field lines surrounding the earth. AND a few watts of power (proportionally speaking) could be turned into virtually trillions of watts of power.. (in the magnetosphere).

    They (the engineers) managed to squeak energy through the charged particle layers below (the Ionosphere layers) and then "modulate" meaning "put control signals of known patterns that they learned by experimentation" within the magnetic field.

    Did they read the articles about Solar and Magnetosphere interaction can INFLUENCE weather systems not just in the polar region of the Earth, but in Mid Latitudes which covers Europe/Russia, China, and the US in the northern hemisphere?

    The engineers made it clear that they had established "Magnetosphere" control (see the report of Cohen in post #4 above and the part of the thread right above that).

    HOW much control apparently is classified, or not published.

    What they did publish was that the magnetic signals could be picked up on floating Buoys on the surface of the sea at the mirror image conjugate location (about as far south as tip of South America).

    In Post #5 above, the presentation brings up that researchers showed by documentation of Solar Events (solar wind assaults on the Magnetosphere of Earth) and CME (Coronal Mass Ejections) are able to influence storm fronts, high and low pressure areas (associated with weather events), lightning storm changes (recall the massive storms in UK? over the years).

    The moving of the charges induced through Magnetosphere (and quite possibly the Ionosphere charged particle belts below the Magnetosphere) assault influence weather. And HAARP has demonstrated by their experimentation using Geometric Modulation for instance (see image below) that they can influence, and create NEW ultra-low frequency energy that have DEEP penetration ability, both into the sea and earth (and obviously all living things on the surface of the earth an within the seas).


    The poo poo (as how the University of Alaska described the worries by non-scientists) in the OP post #1 doesn't take into account the experimental HISTORY that the engineers of HAARP have demonstrated over the years of its operation, the modulation to create ULTRA low frequencies much much lower than HAARP itself emitted into the ionosphere/magnetosphere.

    During their Environmental Impact Statement, the founders demonstrated that the frequencies used are SAFE so long as nobody is under or too close to the antennas. Pure simple power logic based on the frequencies chosen. THEY ABSOLUTELY NEGLECTED to bring forth to the evaluation committee's or the public that they would be creating new potentially BIO-ACTIVE frequencies.

    A drug for instance which is found to create damaging effects can be pulled either by the manufacturer or by a warning notice from the FDA pull it or else massive fines, and or shutting down the organizations distributing the problematic substance.

    This I believe is a similar situation. At the outset, which is where the poo poo claims are derived from, the outset technology was "relatively safe" and innocent. That has been the rally point for the operators/organizers/founders behind HAARP. And they have continually FOCUSED ATTENTION on the basic system design parameters, not the particular experiments performed which have been demonstrated to be able to reach across 1/2 the Earth in range. THAT is extremely significant. THE CLAIM of HAARP to the State of Alaska, it's residents, concerned citizens was THE EFFECT is to CREATE MOMENTARY HEATING of a SPOT directly ABOVE the TRANSMITTER array.

    Their experiments performed, showed that they could REDIRECT and FOCUS the BEAM, not just "straight up", but at quite a "slant angle", to effectively PUNCH THROUGH the IONOSPHERE with HIGH FREQUENCY radio waves and REACH THE MOON ~240,000 miles away and have the signal come back again with enough DETAIL that they could conceivably analyze BELOW the surface of the Moon what's 'down there' and then RECEIVE the signals back at an Air Force Base in New Mexico.

    A relative analogy to express the significance of this..

    An Ocean Liner, a large cruise ship, with it's immense mass, and kinetic energy is able to be controlled by a little itty biddy "joystick" in the control room where the immense ship will be directed.

    Large sails for power, a big wheel, a big rudder in "olden days" were needed to move and direct the ancient sailing ships, and only a small slight mass (proportionately to the massive cruise liners) was able to be "controlled" by the OLD techniques of "sailing"..

    The ultra small JOYSTICK ties into the control machinery (computers) to direct the POWER of the ship's engines in this analogy. HAARP engineers learned how to make the "joystick" direct the immense amount of PLANETARY Energy within the Magnetosphere and have that energy go where they wanted (with a virtual "tickle" from the HAARP driving pump transmitters).


    At that point it seems to me that they violated the Environmental Impact statement's promises that "everything is proven SAFE" the energies from the HAARP transmitters are NOT dangerous they promised, that they will ONLY affect very small regions 100 miles up above the transmitter antennas.

    The energy at the connection to the antenna array (at a distance just outside the barbed wire protection fences) are safe, so they "covered that" logic and convinced the authorities asking for safety details..

    They never explained for instance how each of the experiments which could travel across the earth, potentially moving trillions of watts of power (in the magnetosphere) would have zero impact. They never explained that they could create ULF frequencies capable of penetrating a thousand feet of seawater would be safe, or that lightning could possibly be suppressed or triggered by "air plasma" experiments.. What guarantees do the public have that everything will be safe? while performing experiments (and afterwards) which can conceivably affect areas other than directly above the research facility? Those all seem like legitimate questions for an Environmental Impact statement.

    The transfer of technologies is all part of this massive interplay. I find this an encouraging move. Yes, it is demonstrably an evil technology, but so is my knife. Now that this tool is one step closer to the hands of all, it may be influenced by a handful of more genuine people... If we let it.

    Please excuse the rudeness of the video, but I suppose I am just bitter about always hearing about how a tool can be used for evil. Does anyone here have the money to use the device? Has anyone done any reverse engineering to make a love signal? Does anyone know anyone who has met anyone related to people who WILL use the device? What can we do?

    Here is what was located on Haarp and Haarp-like facilities, and some history. I actually saw the original facility in Colorado quite some years ago first hand hidden in a Canyon outside of Boulder, CO in the 1970's.

    The point about HAARP is the emphasised FREQUENCY and STEERING AGILITY (op post #1 claim by the University) needed to create the geometric modulation, and thereby steer immense currents and have GAIN much higher than the original small pumping power by the transmitter array's emissions.

    ...so there are similar 'arrays', but none so able to be manipulated for 'scatter', distance, depth, 'for hire' (for warfare)....
    Looking at it's uses, there are certainly more negative than positive. Is there a link to the use of this facility, Nexrad, and the constant need to proliferate aerial spraying of aluminium, barium etc for a specific effect to us/our environment, under the auspices of 'blocking global warming' (pass me my can of BS repellant)? We now live under constantly, visibly, vibrating skies. Are we living in a giant microwave?

    HAARP will hold its third open house under UAF management on August 25, 2018, from 9 a.m. to 3 p.m. The open house is free of charge and suitable for all ages.

    No weapons, pets or smoking are allowed on any University of Alaska Fairbanks facilities, including HAARP.

    One wouldn't expect a sinister, secret installation to be open to the public, just in case someone saw something they shouldn't. It rather suggests it does what they say it does, and anyone who knows what they are looking at and knows what awkward questions to ask could probably confirm that.

    And in case anyone suggests it's a smoke screen to hoodwink the public (and actually all the secret stuff goes on around the back or in the basement), how come the Groom Lake facility doesn't have open days? (Probably because it really does do secret stuff!)

    Some close-up pictures of the facility and array, some visitors and staff. Open house was reported at about 300 attendees, including a Japanese film crew.

    Thanks Bob. Good close-ups of the antenna arrays, and those of us who recognise them can confirm they are designed to operate on the frequencies and powers claimed by HAARP. And an open day is not something you'd expect at a super-secret-weather-controlling-earthquake-causing facility now is it?

    But that won't stop the conspirasphere (members of whom can't tell the difference between an electron and a moron) from spouting their usual nonsense.

    There are a number of large antenna arrays spotted on Google Earth that have been labelled as some sort of HAARP slave facilities. Some are HF transmitter sites (like the one on Ascension Island) and bizarrely this one in just outside Aberystwyth in Wales.



    It's an atmospheric observatory operated by various universities and the Met Office amongst others. But hey, let's not let the facts spoil a good story...

    Interesting change in the public access to that place, back in early 2000's only Secret / Top Secret Security Clearance Eielson AFB / Elmendorf AFB Airmen were allowed there, with only a few unnamed civilian scientist gained access.

    Hi @Madeira

    As I understand it, it depends on who pays the bills and the terms of the "grant". With government paying the bills under a classified program they would have to by law comply with security and disclosure agreements, and there would not be any open-ness to the data in most cases.

    Such happens with Universities too - many receive government or military funds to investigate or develop concepts, build models (some as large as HAARP) and then time is spent with the hardware 'testing out' certain concepts, which may or may not be acceptable to the public at large.

    Were there tests could HAARP be used to somehow erase an ozone hole? One would have to maybe take a look at the real reason an ozone hole was created (starting with high altitude nuclear detonations, which was the actual cause, not somebody's aerosol hair spray cans being used)..

    Could weather be altered? That was looked at with the precursor organizations NOAA in Boulder Colorado over years and years of work. I pointed out in another thread, that DugWay proving ground had what appeared to be weather modification technology; one is able to see the scars on the ground from weather modification experiments or something that level of dastardly design.. (No such scorched earth signs show up at the HAARP facility surrounding the antennas, so 'weather modification' can't be happening using nano-particle high voltage atmospheric seeding)..

    Being able to as Nick mentions monitor for what is being done, one is able to see what such experiments can do, and the insidious level just isn't there currently.. Did it happen in the past? What documentation and evidence to we have, who will whistle-blow if such actually happened, not books written hypothesizing that such and such "could" happen.. Did it actually happen and IF it did happen what was the actual mechanism to "couple" (that is the key word), to couple into the target to create the effect.

    No HAARP system by means of power can couple into nervous systems further than a mile or two from the transmitter. That is a physics law. So did they have a way to bypass physics? IF so what was that method and how did they "modulate" the transmitter to induce let's say nervous system coupling... to make people do or not do things.

    Same with weather. Localized weather requires the coupling into high pressure and low pressure fronts. How would HAARP do that, what is the coupling mechanism? Hearsay "well i know they are doing it" just doesn't hold muster.

    Some thoughts to share asking the right questions..
