Obama Signs Executive Order: Space Weather Events

I just posted this on the "Sun Stuff:What's Up" thread, but the more I think about it and glean other input on the fact, I think it needs its own thread for more visibility and reflection.

There hasn't been much going on on the sun in quite a while, but several times today I have run into mention of alarms and warnings for some unknown space weather threat.

It appears that an executive order was issued from the US gov, even.

Maybe OB has just finally gotten around to start organizing what we should expect of them should the grid go down due to unexpectd (or predicted) space weather events. Check out "Section 5 Implementation".

I think this order was done due to the fact that maybe Iran and/or Korea have an EMP type missile and if they were to use it on the USA, then the public would think it was just a solar flare. Also, the agencies would be ahead of the game by already working on a resolution. If the USA does engage Iran in this Russia Yemen mess, then we might see if Iran indeed does have such a weapon.

Sorry I don't have a news story to back the claims of Iran and an EMP weapon, but it is late and I am very tired. There are a number of sources and I would prefer to wade through them to get the most accurate story. But I will just instead end my post here.

I would say that it's about time the US gov took a stance on looking into protecting the electric grid from potential CME's causing an EMP similar to the Carrington Event of 1859.

Just maybe folks like William Forstchen (who wrote "One Second After") and Gary Heaven (who produced the film "AmeriGEDDON") and Lt. Col. Robert Maginnis have finally been able to make their point, and the lobbyists for such a directive have had a success at getting the ball rolling.

Of course, any preventive technology would also serve the nation in the event of an offensive EMP attack on the US by malicious perps. The coin definately has two sides.

The Administration takes significant step towards preparing critical infrastructure and technology for the risk of space weather.
Today, President Obama signed an Executive Order that seeks to coordinate efforts to prepare the Nation for space weather events. The Executive Order will help reduce economic loss, save lives, and enhance national security by ordering the creation of nationwide response and recovery plans and procedures that incorporate technologies that mitigate the effects of space-weather events. By this action, the Federal Government will lead by example and help motivate state and local governments, and other nations, to create communities that are more resilient to the hazards of space weather.

The term “space weather” refers to effects on the space environment that arise from emissions from the sun, including solar flares, solar energetic particles, and coronal mass ejections. Space weather is a natural hazard that can significantly affect critical infrastructure essential to the economy, social wellbeing, and national security, such as electrical power, water supply, health care, and transportation.

These emissions can interact with Earth, potentially degrading, disrupting, or damaging the technology that forms the Nation’s backbone of critical infrastructure. Because it poses a significant risk to the Nation’s security, space weather is included in the Department of Homeland Security’s Strategic National Risk Assessment, which outlines threats that pose the greatest risk to the security of the Nation and that, therefore, the Nation must prepare for.

Reducing vulnerability to space weather requires an all-of-nation approach, including collaboration across governments, the emergency-management community, academia, the media, the insurance industry, non-profits, and the private sector. Over the past 6 years, the Office of Science and Technology Policy (OSTP) and the National Security Council (NSC) have worked together to coordinate interagency efforts to improve understanding, prediction, and preparedness for potentially devastating space-weather events. These efforts combined the national- and homeland-security enterprise with the science and technology enterprise to create the 2015 National Space Weather Strategy and accompanying Action Plan. Those documents describe how the Federal Government will coordinate the efforts of Federal agencies towards space-weather preparedness, and how the Federal Government will engage academia, the private sector, and State, local, tribal, and foreign governments.

The Executive Order builds on the significant progress of the National Space Weather Strategy and Action Plan by:

Establishing a national policy for space weather;
Establishing an enduring interagency coordination body within the National Science and Technology Council to implement the national space-weather policy;
Articulating department and agency roles and responsibilities with respect to space- weather research, operations, and planning;
Ordering the implementation of necessary, high-level activities that were not included in the Action Plan; and
Reinforcing the need to work with non-Federal entities, including international partners, to achieve national preparedness for space weather.

We cannot ignore the potential impact space weather may have on key infrastructures and technologies. This new Executive Order will strengthen America’s resilience to space weather and help to build a more secure and resilient Nation.

Obama expands his executive power beyond Earth

WASHINGTON — President Obama has expanded his use of executive power beyond bounds of earth, signing an executive order Thursday to prepare the federal government to deal with the effects of space weather events.

That space weather — which includes phenomena like solar flares, geomagnetic disturbances — can have big effects on everyday technologies like global positioning systems, satellite communication and aviation.

And if the weather is extreme enough, Obama said, it "has the potential to simultaneously affect and disrupt health and safety across entire continents." Solar winds could disable the electrical power grid, resulting in "cascading failures" that would affect almost every area of modern life — including basic health and safety issues like the water supply.

The executive order came as Obama prepared to travel to Pittsburgh for a technology conference focusing on artificial intelligence, space exploration, clean energy and precision medicine.

Like many executive orders, Obama's directive instructs executive branch agencies on their responsibilities in preparing and responding to space weather events. The White House Office of Science and Technology Policy will coordinate the efforts of agencies across the government, including Defense, Commerce, Energy and NASA, which will work together to improve their ability to forecast space weather events and protect critical infrastructure from their effects.

Obama also ordered the release of federal data on previous space weather events.

Obama's executive order also made public for the first time the existence of a previously unknown secret policy directive he signed on July 15. Presidential Policy Directive 40 established a new national continuity policy that defined the "national essential functions" of the federal government. Such directives, known as PPDs, are an often secret form of executive order in the realm of national security.

Satori I guess you nail it. the danger from high must be the blue beam project. And the sounds many people hear days ago probably was a testing. My brother in Argentina among many other people heard it , so I have confirmation of something is really happening, but not a 100 % sure wft it is.

Back in January this year, Nasa finally got the "go for it ($50M)" to create the Planetary Defence Coordination Office for detecting asteroids that could endanger life on Earth:

The space agency cited incidents such as the Chelyabinsk meteor strike as one of the reasons for a heightened need for defence against the potentially hazardous space rocks.

Its new Planetary Defence Coordination Office (PCDO) will be assigned the task of identifying asteroids which run the risk of putting an end to humanity.

Lindley Johnson, lead program executive for the PCDO, said: "The formal establishment of the Planetary Defence Coordination Office makes it evident that the agency is committed to perform a leadership role in national and international efforts for detection of these natural impact hazards, and to be engaged in planning if there is a need for planetary defence.”

Part of the new team’s objective will be to develop and implement new technology which can be used to deflect or redirect asteroids that are on a collision course with Earth.

Every year, around 1,500 near-earth objects are detected.

Although the majority of them prove to be harmless, the chances of one striking our planet increases as time goes by.

Recent incidents have been a cause for concern, such as the Chelyabinsk incident in 2013, when a meteor entered the atmosphere above the Russian city, which exploded in mid-air and damage buildings and trees.

The meteorite went undetected, and if bigger could have caused a lot more damage.

John Grunsfeld, associate administrator for NASA's Science Mission Directorate in Washington, said: “Asteroid detection, tracking and defence of our planet is something that NASA, its interagency partners, and the global community take very seriously.

"While there are no known impact threats at this time, the 2013 Chelyabinsk super-fireball and the recent 'Halloween Asteroid' close approach remind us of why we need to remain vigilant and keep our eyes to the sky.”

Nasa hasn’t designated much of its budget to asteroid detection, but the new administration will see the amount being ploughed into searching for near-earth objects rise from just $4m (£2.7m) to $50m.
