    Atmospheric River to Pummel California With Heavy Rain and Possible Flooding Late This Week

    At a Glance
    Heavy rain could cause flooding, rockslides and mudslides in California late this week.
    This will be fueled by an atmospheric river originating from the subtropical and tropical Pacific Ocean.
    A storm system tapping into an atmospheric river of moisture will pummel California late this week, wringing out heavy rain that could potentially cause flooding, mudslides and rockslides.

    This pipeline of moisture will be a classic "Pineapple Express," so named due to the origin of the moist plume in the central Pacific Ocean near Hawaii. The image below shows Friday's forecast of the moisture snaking from near Hawaii to the California coastline.

    Helping to pull that moisture into California will be a strengthening area of low pressure pivoting northward offshore of the northwestern U.S. coastline.

    Since this moist plume will be warm in nature, it will push snow levels to the highest peaks of the Sierra Nevada, likely 10,000 feet or above. That will result in melting snowpack, which in combination with rain, could cause flooding on streams and rivers.
    Moderate to heavy rainfall is expected, mainly Friday into Saturday.
    As a result, the National Weather Service has issued flood watches for the Sierra Nevada and much of central California.

    One interesting note is that the projected total water vapor transport during this upcoming atmospheric river event is greater than approximately 25 Mississippi Rivers worth of water, according to the Center for Western Weather and Water Extremes. This is actually the average amount of moisture that an atmospheric river transports.

    Details on the exact impacts are still uncertain, but here's an overview of what to expect.

    California

    Timing: Showers will begin to arrive Thursday, but the most intense rain is expected from about midday Friday through midday Saturday.
    Where: The heaviest rain will be focused on northern and central California. Lighter amounts are forecast in Southern California, including over recent burn areas, such as the Thomas Fire.
    Rain amounts: Much of northern and central California can expect 1 to 3 inches of rain Thursday through Saturday. Foothill and mountain locations will see heavier totals in the range of 3 to 6 inches (locally 8 inches). Less than an inch of rain is expected in most of Southern California.
    Flooding potential: Streams and rivers likely will rise rapidly given the heavy rain and snowmelt, potentially resulting in some flooding. Urban locations and other poor-drainage areas could also see flooding. The best chance of flooding will be between the San Francisco Bay Area northward to northern California and along the front range of the northern Sierra.
    Landslides: As is typical during heavy rain events in California, rockslides and mudslides could occur. The burn areas from last October's wildfires in the North Bay region could be prone to mudslides depending on the intensity of rainfall in that region.
    Snow: Snow levels will be high much of this event, initially preventing any travel impacts on passes. Colder air will filter into the Sierra Nevada Saturday night, allowing a few inches to accumulate before the precipitation ends.

    Gusty winds are also possible across the region. In addition, a few thunderstorms also cannot be ruled out.

    Oregon and Washington

    The Pacific Northwest will also get periods of rain from this storm system Thursday through Saturday, but the largest concern of flooding will remain to the south in California.

    Strong winds could also impact the coasts of Washington and Oregon. Depending on the track of the offshore low-pressure system, gusty winds are a possibility farther inland, as well.

    A total of 1-3 inches of rain may pour down on the communities of Redding, San Francisco, Sacramento and Santa Rosa, heightening the risk of urban and flash flooding.

    Airline passengers with flights through San Francisco International Airport should anticipate delays, while drivers along Interstate 5 can expect times of reduced visibility and slow travel.

    Motorists should turn around and find an alternate route if standing water is encountered on the roadways. Some roads may be closed due to high water or debris.
    For those who aren't certain why this warrants attention, California is the source of a large percentage of food for the rest of the country (and elsewhere), and if waterways and highways are flooded and non-operational, there will be food shortages, not to mention lots of even more serious problems for Californians, with lots of snowmelt to contend with again this season as there was last year, causing record flooding.

    The $1.1 billion spent to repair Oroville Dam is failing as water is seeping through the rebuilt spillway threatens new mass evacuations over the risk of the dam collapsing.

    According to national dam expert Scott Cahill of Watershed Services of Ohio, Oroville Dam is on the same failure track as in 2017, with visible water seepage trickling from the foot of the dam and dozens of points along the dam's principal spillway. Cahill warns that warming temperatures magnified by precipitation is a growing threat to the dam.

    American Thinker reported on March 1 that the Sierra snow pack was at a record 113 inches, but another 44 inches fell in the next 10 days. With temperatures spiking this week to 75 degrees in the valleys and 41 degrees in the high mountains, dam inflows are running twice the outflows, and the water levels rose from 800 to 839 feet.

    As America's tallest earthen dam with a 770-foot face and 901-foot top of the spillway, the lake behind the Oroville Dam can hold 3.5 million acre-feet of water. Its viability is a crucial element for the effectiveness of California's system of 1,250 flood-control dams.

    The last time the water level rose to 815 feet in February 2017 and engineers began opening eight huge spillway gates to allow 100,000 acre-feet per second to race down the face of the dam, the spillway's midsection began seeping water at many points.

    The difference of the huge water pressure on the dam and the lower pressure from water running down the spillway caused the huge cement plates to rise and fall. As water seepage turned into porting streams, the spillway buckled and then washed away.

    Facing the risk of a 30-foot wall of water racing toward metropolitan Sacramento, the Butte County sheriff issued a mandatory evacuation of 188,000 residents.

    The rains ebbed, and the dam survived, but the Federal Energy Regulatory Commission's after-action 537-page Independent Forensic Team Report found:

    The Oroville Dam spillway incident was caused by a long-term systemic failure of the California Department of Water Resources (DWR), regulatory, and general industry practices to recognize and address inherent spillway design and construction weaknesses, poor bedrock quality, and deteriorated service spillway chute conditions.

    California's potential liability for the 2017 Oroville Dam crisis was reinforced on March 14, when Sacramento Superior Court judge James McFetridge ordered discovery to begin in a lawsuit against the state for hundreds of millions in damages by the City of Oroville, dozens of farmers, businesses, and others during the two-month crisis.

    The plaintiffs' motion included wide-ranging allegations of dam employees suffering from sexual and racial harassment, extensive theft of equipment by dam officials, filing fraudulent financial reports, shoddy maintenance records, and a pattern of actively destroying evidence to conceal liability and criminal actions.

    President Trump has blamed California for systematically failing to fund known state infrastructure and safety needs, then billing the Federal Emergency Management Agency under its 75 percent reimbursement for national disaster relief claims. Based on the reports of incompetence, FEMA denied $306 million of California's first $639-million national disaster reimbursement requests for the 2017 Oroville Dam crisis.

    I have seen this report on several of the websites I frequent, always based on what Scott Cahill said. Except for the one claim attributed to Scott Cahill, that the visible seepage means that the new spillway is at the same risk as was the old, failed, spillway, the rest of this article does not look into that claim any further, but focuses on how bad things would be if the dam did fail.

    I doubt that a little water seepage coming up through the floor of the spillway means that the spillway is at risk of the same failures as we saw a couple of years ago. The new spillway apparently is built to much better standards. Yes, things would be really bad if the dam failed, however my present inclination is that Scott Cahill, or whomever wrote this article using what Scott supposedly said, is doing better at generating clicks on the Web, than they are are analyzing dam structures.

    Until I hear someone like Blanco Liro get up in his Mighty Luscombe and start worrying, I'm not going to worry about the dam.

    P.S. -- Recall two years ago that Paul Preston and Scott Cahill sounded an alarm over leaks in the main earthen wall of the Orovill dam, as posted here. That alarm turned out to be, so far as we can tell now, false and alarmist. I suspect that Scott Cahill is doing the same thing again, this time with the new spillway ... sounding a false alarm.

    Opinion: Current worries about Oroville are legit

    There are significant worries about the new spillway at Oroville, which can cause the entire dam to collapse with ease. They are:

    1. Water leaking out the base of the dam (never a good thing).

    2. Dirt coming out of drain pipes under the spillway, which should be totally clean water. If there is dirt, there is erosion, UNDER the spillway.

    3. Water coming up between the slabs on the spillway. This means water can get under the slabs and lift them up.

    4. Some slabs have already lifted enough to cause concern.

    5. When tested, the entire spillway started to oscillate at a low frequency, thus causing them to shut it down before it shook itself apart.

    6. Gates in such bad condition they cannot be shut off well enough to allow repair people to walk on the spillway without channeling the water away from where they are working.

    7. An enormous snowpack in the mountains.

    8. A dam with water 900 feet deep that has been allowed to get to less than 20 feet of overtopping, with a large amount of water on the way.

    I am not ready to say it is going to blow yet, however, if there were no problems with the spillway, they should have been releasing water 65 feet ago. Why did they not do this? That sure looks suspicious.

    Let's all hope the points above are only doom, they really do have it under control, and will be able to let it rip when needed, without consequence. One way or another, we are going to know, very soon. The water will definitely overtop this week or next week if they don't start using that spillway.

    Update to Oroville post below:

    It appears the water on the emergency spillway is slowing down, but that can't explain why it was there at all. Either they ran water down it, or the plugged a leak, OR, somehow rain got on it and persisted for days with clear sky and hot sun. When it was still there this morning, I re-issued my heads up. It might have been a test to see how the water flows down it but I don't see how such a test could have been done so uniformly.

    I still doubt there is anything wrong with the dam but this was well worth pointing out, just in case.



    EXTREME ODDITY AT OROVILLE, PERSISTENT SINCE YESTERDAY

    There is water going down the emergency spillway on the live feed.

    I don't know what is up with this and if there is a problem or not, and it is not a lot of water yet but as far as I knew, that spillway is supposed to be perfectly dry. I am not talking about the water on the main spillway, which has gates that will always leak, I mean there is water on the secondary spillway when there should not be water there EVER unless the dam overtops. Very odd, and clearly seen. The emergency spillway looks like steps.

    No work was done on the Tunnels, no work was done on the Gates, we have underground seepage under the Weir and did you see them finish all the drainage on the Main Spillway? The gravel used around the pipes is the wrong size and will flow into the pipes eventually because they can! We saw them put in the underground drainage pipes for the seepage under the Weir, so now we know the truth! There is seepage under the Weir! Remember the Non-Sinkhole? OKAY.......

    No work was done on the Power Plant leaking and it is working on only 5 turbines. And the biggest question! Where the hell is all the water going to go after it goes down all those steps????!!! Now we can see two ports, but the water will still travel down the tree covered mountain and clog up the diversion pool with trees and debris. The Green Spot is still there and worse, there is liquefaction next to the Spillway and the Spillway is messed up again, please see my new video for proof.

    Okay!

    So, I'm here streaming again. I work full time, so depending on if they have the Cams on or not if we will be able to see. I will try. Time schedule on Cams.

    My family and friends live in the path of the water if this thing comes down, so that is why I am broadcasting this, for them and you!

    Good to know, Dizi and thanks for the connection.
    I lived in No. Cal. for 20 years and still have loved ones there, so between earthquakes and dams and fires (oh my!), I've been keeping a close eye on the Golden State, and Juan has been a great source of credible information.
    I think a lot of Avalonians have grown quite fond of him and are grateful to him for allaying the fears that irresponsible sources have created.

And his family used to operate a Christmas tree farm in the area. He is a great friend... Not only does he do all of that? He likes to play around with music.. And he is hysterical.

    I have gone flying with him and his Air Force buddies many times. So it is cool to see my friend being featured here on Avalon..

    Sorry, I had to give you some input on who Juan is, he is one of my neighbors lol..
