Default Putin's surprising remark why presidents can't make change

This is a cryptic but very significant remark by Putin on why American presidents cannot make any change.

Just to be sure, another translation (at 2:45)

It is unlikely that Putin made this up. Suppose he is telling the truth, knowing exactly what happens when a president is elected, down to the color of the tie these men wear, the one sentence revelation is extremely shocking. This is the only remark ever spoken by a head of state that hints at the matrix. Why? Let us not suppose they are the MIB from the Ufo-nore. Who are they?

Such a visitation implies that they are strangers. They are strangers who surprise the president and who can just walk into the oval office and tell the president the nature of the world and what he is supposed to do and not to do. Putin’s remark also suggests they are successful every time.

In the alternative media, it is a matter of fact that there is a deep state in control of US politics, but this remark suggests something much deeper. If the deep state wants to control the president in case it is not already done, they would send an experienced powerful member like a former president or secretary of state to have a stern talk with him. There is no point in sending maybe three strangers. The only reason I can think of is that they can be very threatening and convincing or forceful because it is obviously achieved in a relatively short time. How could it be unless they can perform magic or nonhuman deeds?

From this “loose” argument I conclude that there is an alien influence on US politics.

At the very least, Putin is clearly stating that unelected bureaucrats are setting US policy. This is obviously what has happened to trump, who's pre-election rhetoric stated that the usa had to back down from being the world's policeman, by closing foreign military bases and de-escalating the confrontation with Russia. The opposite has occurred, the usa military budget has increased and conflicts have escalated with syria and north korea, confrontation still occurs with russia and threats are made against iran and even china. So the 'deep state' has got its way with trump. Whether that's prompted by aliens or not, it seems to benefit the military/industrial complex, so i would conclude that as the source of that control.

I often wonder if Obama stopped the U.S. from going to war against Iran, and from have a more direct war against Syria. Some in his administration (Biden, Kerry) openly support more aggression, as did many on Capitol Hill and from the national security state. Did Obama really keep this from happening? Or were they all just falling a script where the overlords were not quite ready for war, and so Obama got to pretend to be the good guy on this matter?

Do we need to be told this? Putin got it right. We know US Presidents are controlled but so are all other
    leaders.
The question is can we do anything about it? Not as long as we are listening to them/
I still don't know for sure if Trump is so different to all former Presidents but I'm willing to give
him more time and see what he does. I'm still hopeful because he certainly is different

So I think Putin chose an interesting case for why they cant do anything.

I would argue that Obama was just saying things to make the left pleased but didnt want to actually do it.

We rent that land from Cuba, by force, since the time of the Spanish American War. Since castro came into power, they stopped cashing the checks apparently. So clearly, they want the land.

Want to close Gitmo? Gift the land back to Cuba.

The only reason we needed that area was for coal refueling when we had coal ships. We dont need that land any more. Why not give it back. That starts to heal relationships with Cuba, which the Obama Admin did on other fronts, and it bypasses the congress. Honestly, he even has law to cite as precedent. When the Spanish American War happened many in america wanted to go all empire on Cuba. But some senators passed amendments saying we could only help liberate and not actually annex. https://en.wikipedia.org/wiki/Teller_Amendment This was that. But then later replaced with the Platt amendment which did allow some empire. https://en.wikipedia.org/wiki/Platt_Amendment

But that is not really what Obama wanted. He wanted the congress to block it so he could say he wanted it but then not have to make good on that promise.
