That should actually be City of London which is an independent district within London (just like D.C. is an independent district).
If you want a REALLY interesting tidbit of info to go along with the above information: The Vatican, Wash DC and CoL happen to be the only non-bankrupt countries (i.e. sovereign states) in western civilization. Also interesting that the Vatican was the origin of the 1st central bank, which would later be handed over to the CoL (Roths).
