chipping the homeless? Where? In Germany or the UK?

it's actually a strange development... What possible benifit would a homeless person have from that? To check his bank-account or insurance policies?!
Or his dental record? Or is it in the interest of the government to be able to track a homeless person down as if he was a political liability, an enemy of the state?!
