TPTB are really cowards and don't want a revolution on their hands. Any good farmer knows better than to stampede the cattle. They will try to figure out a way for most people to want to have it through fear and/or safety/convenience arguments. A bait and switch. At some point, those who have refused so far will have no access to banking. That's just my guess when I put on my "evil overlord" thinking cap.
