We are no longer under the rule of non-intervention and the earth's quarantine will be lifted after 2012. This means that the beneficial off-planet beings can and will help the Earth and the Earth's inhabitants. Up until a short time ago, they were not allowed to do this. After I spent hours listening to the Disclosure Conference with Bill Ryan, Kerry Cassidy, David Wilcock and Richard Hoagland, I went over to DW's web site and started reading...and reading.

About a year ago I heard through a channeled source that the rule of non-intervention had then, recently changed. This information that David Wilcock has posted, verifies this.

However, the real reason that I went to DW's web site was because I wanted to learn about the Stuxnet virus and what it is and what is has done recently. This is a very long and very interesting situation that is all contained in DW's links below. This computer virus is lethal and was developed by off-planet beings, according to DW. And, from what I've learned, China has had a huge roll in this and much much more. I can't help but wonder if China is a friend or a foe. I don't think that either is the case. I believe that China is a neutral but lethal player in this entire situation which is explained within these links. I have copied over very small portions of this entire explanation. CHINA'S OWN "OCTOBER SURPRISE"

Other wonderful events that may have nothing to do with Obama have apparently just happened.

According to very good sources I am in contact with, as of October 14-15th, there was a stunning new move made by China, on a full-scale international level, involving the governments of every country in the world.

This move sent terrified US and European leaders and insiders rushing over to Shanghai, begging the Chinese not to continue down this road.

However, China's plan appears to have been incredibly well-designed, with all the classic elements of Sun-Tzu's "Art of War."

Between September 30th and November 15th, there have been an astonishing number of blatant equipment failures directly attributed to the intervention of China, according to my insiders.

This intervention is being kept very secret -- only the truly top-tier guys are being told about it, and everyone else is being blatantly disinformed, which is not unusual. I've heard from both camps.

IT IS GOING TO WORK OUT

The dreams I've been having are continuing to give the same message. Even though the Old World Order is literally going all out to destroy the economy and cripple the planet, they will not succeed.

Even some insiders who seem closer to agreeing with their agenda, in terms of their alignment, have admitted to me that this is a panic move, they're trying to do it too soon, and as a result it is much more likely to fail -- but they literally have no choice.

Hufftington, Sunday (03/10/2010), launched a report which strengthens the case that Stuxnet indeed associated with Jewish groups. Security research groups from Vancouver, Canada now finds code 19790509 in the language contained in the virus.

Then what is the meaning of that number, according to their number when reversed will indicate a date, ie, 09-05-1979 or May 9, 1979. Date for the Jewish community in Iran is a date that is considered historic.

On that date, the leadership of the Jewish community in Iran as well as prominent Iranian businessman Habib Elghanian, sentenced to death by Iran’s current ruling government.

“On May 9, 1979 is a historic event Habib Elghanian executed by firing squad in Tehran. He was the first Jewish people and encouraging the exodus of 100,000 people were members of the Iranian Jewish community outside the country,” the report said.

Elghanian Iranian government sentenced to death for alleged corruption and alliances with countries that are considered enemies of Iran. Elghaian often make contacts with the Zionist state of Israel.

Until now, this is not yet known if the motive for the attack Stuxnet virus is related to the revenge of the Iranian Jewish community. But investigators strongly suspect the attack associated with it.

The new guidelines for dealing with theoretical radio transmissions from E.T. were adopted unanimously by the International Academy of Astronautics' SETI Permanent Study group last week during a meeting in Prague, the Czech capital.

The timing is weirdly coincidental, in that the long-scheduled meeting came amid an international buzz over the United Nations' role in responding to a hypothetical E.T. call. Malaysian astronomer Mazlan Othman, head of the U.N. Office for Outer Space Affairs, said the world body was "a ready-made mechanism for such coordination," and quite a few news outlets suggested that Othman herself might be named the point person for dealing with extraterrestrial communications.

Othman eventually said she wasn't aiming to become an ambassador to the aliens. But the newly approved protocol does say the U.N. secretary-general would be among the first people officially notified if alien contact is confirmed. I'm stressing the word "officially" because the protocol also says scientists shouldn't try to hush up any detection of signals they think might be coming from E.T. Secretary-General Ban-Ki Moon may well find out about alien detection from a Twitter tweet rather than an official phone call.

The earlier version of the protocols was a lot wordier, and called for notifying 10 separate organizations about "credible evidence of extraterrestrial intelligence." The revised protocols also make a point of saying that scientists should deal honestly with the news media in the event of a signal detection ... which of course I'm glad to hear.

Conspiracy theorists might say the one-world government "don't need no stinking protocols," to paraphrase a classic movie scene. And it's true that the protocols are not legally binding. But the SETI League found it comforting that the experts declared their commitment to openness in the search for extraterrestrial intelligence.

"The advent of the Internet has changed the way the world does collaborative science," H. Paul Shuch, the grassroots group's executive director emeritus, said in a statement released over the weekend. "The revised IAA SETI Protocols better reflect this reality and provide a workable means for honoring both scientific integrity and the public's right to know."

Here's the text of the revised protocols, which are posted on the SETI League website:

Preamble

The parties to this declaration are individuals and institutions participating in the scientific Search for Extraterrestrial Intelligence (SETI).

The purpose of this document is to declare our commitment to conduct this search in a scientifically valid and transparent manner and to establish uniform procedures for the announcement of a confirmed SETI detection.

This commitment is made in recognition of the profound scientific, social, ethical, legal, philosophical and other implications of a SETI detection. As this enterprise enjoys wide public interest, but engenders uncertainty about how information collected during the search will be handled, the signatories have voluntarily constructed this declaration. It, together with a current list of signatory parties, will be placed on file with the International Academy of Astronautics (IAA).

Principles

1. Searching: SETI experiments will be conducted transparently, and its practitioners will be free to present reports on activities and results in public and professional fora. They will also be responsive to news organizations and other public communications media about their work.

2. Handling candidate evidence: In the event of a suspected detection of extraterrestrial intelligence, the discoverer will make all efforts to verify the detection, using the resources available to the discoverer and with the collaboration of other investigators, whether or not signatories to this Declaration. Such efforts will include, but not be limited to, observations at more than one facility and/or by more than one organization. There is no obligation to disclose verification efforts while they are underway, and there should be no premature disclosures pending verification. Inquiries from the media and news
organizations should be responded to promptly and honestly.

Information about candidate signals or other detections should be treated in the same way that any scientist would treat provisional laboratory results. The Rio Scale, or its equivalent, should be used as a guide to the import and significance of candidate discoveries for the benefit of non-specialist audiences.

3. Confirmed detections: If the verification process confirms – by the consensus of the other investigators involved and to a degree of certainty judged by the discoverers to be credible – that a signal or other evidence is due to extraterrestrial intelligence, the discoverer shall report this conclusion in a full and complete open manner to the public,
the scientific community, and the Secretary General of the United Nations. The confirmation report will include the basic data, the process and results of the verification efforts, any conclusions and intepretations, and any detected information content of the signal itself. A formal report will also be made to the International Astronomical Union
(IAU).

4. All data necessary for the confirmation of the detection should be made available to the international scientific community through publications, meetings, conferences, and other appropriate means.

5. The discovery should be monitored. Any data bearing on the evidence of extraterrestrial intelligence should be recorded and stored permanently to the greatest extent feasible and practicable, in a form that will make it available to observers and to the scientific community for further analysis and interpretation.

6. If the evidence of detection is in the form of electromagnetic signals, observers should seek international agreement to protect the appropriate frequencies by exercising the extraordinary procedures established within the World Administrative Radio Council of the International Telecommunication Union.

7. Post Detection: A Post-Detection Task Group under the auspices of the IAA SETI Permanent Study Group has been established to assist in matters that may arise in the event of a confirmed signal, and to support the scientific and public analysis by offering guidance, interpretation, and discussion of the wider implications of the detection.

8. Response to signals: In the case of the confirmed detection of a signal, signatories to this declaration will not respond without first seeking guidance and consent of a broadly representative international body, such as the United Nations.

Unanimously adopted by the SETI Permanent Study Group of the International Academy of Astronautics, at its annual meeting in Prague, Czech Republic, on 30 September 2010.

These revised and streamlined Protocols are intended to replace the previous document adopted by the International Academy of Astronautics in 1989.



Will these protocols ever be put into practice? Most of the scientists involved in SETI say 50 years of searching isn't long enough to judge whether our efforts to detect alien signals are on the right track or not. It may be that advanced extraterrestrial civilizations don't care enough about us monkeys to make contact, just as we don't spend a lot of time letting ants know what we're up to. It may be that intelligence is a volatile thing, and that civilizations self-destruct before they're around long enough to send signals to other star systems. Or it may be that aliens are just boring themselves to death.

Over at Discovery News, Ray Villard explores the issue of cosmic boredom. This is one of the issues raised a couple of months ago in a paper posted to the arXiv physics website by Igor Bezsudnov and Andrey Snarskii. They built computer models that gave "bonus life" to civilizations that contacted each other — and not surprisingly, civilizations too distant or dissimilar to achieve contact were more prone to die away.

It's just a simulation, but Villard takes away a couple of lessons from this. One implication would be that the cross-cultural effects of contact could be good for both sides. That argues against "the idea that extraterrestrials would devote an enormous amount of resources to physically travel here only to snoop around, be mischievous, yet avoid direct contact," he says.

What I'm saying is that if the presented bit of letters are organized in a way that makes you feel some sort of relief, this does not make it true or real. Don't present your misconceptions to the world as fact, this is inherently disingenuous.

Hi Mulder! By "event", can I assume that you are referring to the non-intervention rules having been changed and not the television program that they refer to in these articles called Event? If so, this change as far as I have heard and understand it, is a permanent change. The following step being the lifting of the Quarantine after 2012 which will open up our Earth to beneficial off-planet beings. I'm not quite sure if this is an exciting idea or not. These off-planet civilizations each have agendas and their technologies are hugely more advanced than our own. I guess that we will take one day at a time.

From all indications, off-planet beings will one day, when the time is right, show themselves. I don't think that we will have to wait too long.

If the author of the Stuxnet virus, which Bill has stated was not the off-planet beings, had in mind to attack the U.S. with the virus when the virus was originally written, the U.S. has been attacked by it and may be into the future.

I thought that the Disclosure Conference was helpful in that I learned many new bits of data. I normally tap into discussions like this because I know that there is at least one new thing that I can learn. They did have some technical difficulties that they worked around. I never stated that it was proven. But it is verified although not proven and will never be proven. It is verified for those, like myself and David Wilcock and one other believable and trusted source. There are no scientific clinical trials that can be performed to prove this. It is verified for those who believe it is verified. It may never be verified for yourself and others, which is your choice and your personal discernment. That is your responsibility to yourself. You must discern and accept what resonates within you as an individual, and reject anything that does not sit well. But to demand that others arbitrarily reject anything that appears threatening, is disingenuous.

There are those who believe that all channeling produces bogus information. They believe that this information stems from the very negative sources that are working very hard to keep the human race in bondage. It is estimated by these that approximately around 93% of channeled information falls into this category. As with all channeled material or information, one must use utmost care and discernment.

If the true Universal Creator God manifested her/himself and stood before some of those who claim to worship their religious God, the believer would ask for proof and verification. This is based upon and derived from fear-factor.

There is an approximate 7% or so of channeling that stems from sources that are discerned to be in the trustworthy category. But each individual must make this determination based upon the understanding of the situation. This is actually a responsibility to self.

China offers to help eurozone
China has offered its support to eurozone countries to help them escape their debt problems. The announcement follows EU-Sino talks earlier this week.

China said on Thursday it was willing to support eurozone countries through the region's debt crisis.

"We are ready to support the eurozone countries to overcome the financial crisis and realize economic recovery," foreign ministry spokeswoman Jiang Yu told reporters.

She described the European Union as a "one of the major markets" for Chinese foreign exchange investment in the future.

Beijing has the world's largest foreign exchange reserves at $2.65 trillion (2 trillion euros). A significant proportion of that is invested in the euro.

Annual trade talks between the EU and China took place earlier in the week. Chinese Commerce Minister Chen Deming said Beijing was "very concerned" about the European debt crisis, and asked to see if "consensus can be translated into real action" to ensure recovery.

Risky investments

Greece was offered a 110 billion euro bailout from the EU and IMF in May. Ireland was forced to ask for an 85 billion euro loan package last month.
