Looks like a wind rose on water to me.Not sure what a wind rose is. Is that basically the same as a dust devil? (except on water). But yes, it looked like a 'dust devil - wind rose' to me too.

Yes, I clearly see a finn sticking out at some point too, although you may need an obscure old camera to really see it.

I can see the boat move in the same direction, as if being blown , wind is there.
