Chinese Initiative for Disclosure is to create a World Coalition on Extraterrestrial Contact (WCETC).

Two weeks ago (Oct 2018) in Moscow a delegation of Chinese and Europeans participated in the launch of the first World Coalition on Extraterrestrial Contact (WCETC). The opportunity arose because of a joint Russian/Chinese space meeting. I was a participant at this past weekend conference in Haskova in Bulgaria (4-5 Nov) Title: "Communications with Extraterrestrial Intelligence".

I met Dr Roberto Pinotti from Italy, a social scientist, who was approached to spear head this initiative. He went to China in July to discuss the plans. Then a number of delegates including two others that attended the Haskova conference told me they had come back from Moscow just two weeks ago after the signing and launching of this initiative. The three delegates I met are now working on this project as explained in the previous OP.

They are now approaching 30 possible persons to become future delegates for this initiative. The plans were at the Moscow meeting and the funding was shown and in place and it is for real. I understand in speaking to Pinotti that in February 2019 will be the launch of the next phase, as per OP.

I tho just don't believe it having looked at history, been stuck in the viet-cong terror and US terror of mind manipulation. Disclosure of that which will free up a tyranny will never happen. We could have had everything for a leisure based society (free energy, free food, free housing, free medical), back at the turn of the 1900's. Having a conference is no different than organizing the 'protests' of the 60's to evoke a very solid easily predictable mental "inner belief system" which then can be button pressed, triggered to react, in very predictable ways.. The launch of the Chinese initiative WCETC happened to be coinciding in Moscow at the Space Expo/Conference which was a Russian/Chinese meeting.

However, another meeting took place within that meeting for the launch of WCETC.
This is NOT a Russian initiative. This is NOT a China/Russian initiative. This is NOT a cooperation between China and Russia. This is a Chinese initiative that encompasses the world. A group of 9 delegates were invited from all continents. In fact it was the international delegates themselves that worked out the appropriate potential delegates to attend this meeting. There wasn't even a Russian delegate selected. The Chinese are relying on the International network of experts in order for this initiative to work. In fact, it was the international delegates who put the structure and organisation together for the Chinese to fund. The Chinese admitted that they don’t have the knowledge/expertise in this area and are well aware of the many experts internationally. The Chinese can’t progress this initiative without the international community. The executive Council will be selected by February 2019. This will be made up of 7 persons whom only one is Chinese.

The structure and funding were signed up by the international delegates and launched by the Chinese and delegates to start the next goal to be completed for February 2019. The idea is that the international delegates, including China as a delegate, are now setting the milestones and goals as outlined in a previous contribution here.

The delegates I met in Haskova this past weekend were optimistic and are working now towards achieving the next goal for February 2019.
Personally, I am a cautiously optimistic. I wasn’t at the Moscow event, so therefore I am relying on others discriminating abilities whom I know well for the past 20 years for carrying out such a ‘significant initiative.’

Some brief news that is work in progress. This news is a follow through from the previous information on this thread last November:

A recent initiative has been taken to form a new forum. The new forum is called ‘Five Continents International Forum’ sanctioned by the Chinese government. This does confirm that the new forum has official sanction by the Chinese authorities. They will hold city, province and national two representative conferences in China. As the National People's Congress (NPC), the CPPCC National Committee Congress (CPPCC).

They are planning the next meeting since the one in Moscow to be held in China early mid summer. This meeting will bring together the 30 representatives from all 30 countries from five continents.

Onawah, Just to clarify some points.

World Coalition on Extraterrestrial Contact (WCEC) (HQ in Heze, China) criteria has already selected representatives from each country (30 in total) in order to qualify for the requirements needed for Unitec Nations participation and final disclosure. The selection process was only initiated by the international UFO community, not by the Chinese members. My understanding is that each representative is an individual selected based on their historical merits. All representatives have signed an agreement to the criteria of the WCEC goal. Each representative has also agreed to the terms and conditions. This means agencies, groups, etc have not been selected.

IMHO, the Executive Council are well aware of not entertaining other parties agendas and goals. Example, AATIP/TTSA do not fit the WCEC criteria.

The country representative declares that it is there personal belief that an extraterrestrial/non-human intelligence is interacting with planet Earth. The UFO/UAP issue is complex but it is important to acknowledge now that it is real and acts with intelligence. The country representative belief is based on circumstantial evidence collected from around the world and the representative is prepared and willing to state this publicly. For example, AATIP/TTSA media communications and policies to the outside world does not underscore the requirements for the selection process and also significantly indicates a hidden agenda that is not aligned to the WCEC policies.

It doesn't bode well that Gary Heseltine is involved, he has been trying to make money with the very fraudulent Larry Warren Rendlesham material (Capel Green), not a good position for an ex-policeman.

The diversification of actions and contradictions of statements by witnesses to the Rendlesham forest incidents demonstrates a complete lack of coherence over the last 40 years. In particular, it doesn’t make sense for professional trained military personal whose duty and actions are to provide security at a high level secret nuclear base. On the contrary, not only was there confusion in the actions of witnessing to the events but contradictions of statements after.

Even insider statements by the SAS after 38 years, alleged it was a prank played on the Americans by the SAS, according to insiders. The SAS were said to have regularly tested US security by probing the perimeters of RAF Woodbridge in Suffolk. Lights and coloured flares were rigged in the woods. Black helium balloons were also coupled to remote-controlled kites to carry suspended materials into the sky, activated by radio-controls. The last 40 years has demonstrated no evidence but circumstantial statements that don’t provide a coherent event(s) of such an occurrence and therefore its quite possible also it may have been a PsyOps.

Recent statement analysis on the three key witnesses leads to a startling conclusion. There probably was no unidentified object on any night during the Rendlesham forest incidents. The whole scenario was most likely a tale manufactured by U.S. intelligence, intended to conceal details of a classified exercise or operation. The final blow came recently from the .renowned statement analyst expert Peter Hyatt, demonstrating conclusively that it was a deception.

There is a complete lack of integrity by others whom have a vested interest to make money from this event. This has shown up either as a lack of human discrimination on there part, ignorance and blinded by witnesses contradictory statements over the last 40 years. Of course there are government agendas with some key players whom are well known to the UFO community and in particular, portray the narrative propaganda needed to the MSM.

Despite the Coruna 19 virus WORLD COALITION ON EXTRATERRESTRIAL CONTACT (WCEC) NATIONAL DELEGATES are in place.

This means all 30 delegates from each country, that each country has a representation at the UN. Now that each delegate are not only selected, but have agreed to the mission ahead of presenting the ‘Initiative’ and the consequences there after.

Presently all delegates are in discussions remotely, some for the first time. The present discussions are in two stages. First discussions are with all delegates to framework the ‘Initiative’. Secondly, this ‘Initiative’ is brought to a successful conclusion by all in China.

Remember the funding is already in place to not only follow through this mission, but each delegate has the facilities and overhead funded by WCEC HQ in China. i.e. each country delegate has an office and secretary. Details were already posted here on PA in the last 18 months. I don't know the time lines for when the official 'Initiative' will be presented to the UN. It can be appreciated that you won't find any details on the internet, as its still in a working process until the WCEC comes to the announcing the 'Initiative' to the media.

The Chinese Initiative has been called off because of two matters. The City of Heze where the WCEC HQ was to be established had a major mining disaster last year that has affected the economy of Heze. Last discussions were in March 2020 and there was no change from last years event. A new city was proposed for to progress the discussions with the 32 country delegates, but the circumstances have prevented any progress. In addition the Coronavirus has also exacerbated the situation.

The World Coalition on Extra-terrestrial Contact (WCEC) with 32 countries has taken awhile for full agreement from each delegate country. To abandon this historical success would retrograde progress so far. Each delegate had to take an oath to agree to the mission statement and policies of the WCEC.

During this April 2020, since the launch back in October 2018 in Moscow, it was decided that the (WCEC) should go ahead without China. This was agreed on this month and will be setting up WCEC as an International NGO that would be recognised by United Nations.

However, in order to launch this initiative at the UN that are some requirements:

1. WCEC needs to be an INGO.

2. A selected sovereign state (country) needs to back the initiative and addresses the UN.

Because China is no longer involved is a disappointment to all delegates, losing out on having the influence of China at the UN, also being part of the Security Council, plus the previous substantial funding to back this type of initiative may be a major set back, but can still be a powerful force if designed another way.

At present a new manifesto is being developed with the agreed mission statement by all delegates.
WCEC has 32 delegates from 32 countries. Each delegate has been selected from each country that will act for the WCEC mission. Previous details were posted in PA.

Discussions have just started with the Republic of San Marino (country) at a high level. Once the WCEC manifesto is agreed upon and finalized this will be submitted to the government of San Marino.

Just recently the organisation called To The Stars Academy (TTSA) have shown interest of being involved with this initiative through there spokesperson Luiz Elizondo. Discussions have taken place with Luiz Elizondo and two principle delegates from the WCEC.

Recent discussions of the 32 delegates from WCEC are debating the pros and cons of having TTSA involved. If WCEC and the San Marino government go ahead with the initiative and launch at the UN, the media involvement would be weak for such an important event, in particular, any financial support that was originally established, constrains any significant progress for the future.

Ufological history has shown that there was never 32 countries plus the President of one country launch UFO/ET subject to the next level on a worldwide basis. There was a UFO committee back in 1978 that wasn’t based on a powerful force of this nature and was unsuccessful for other reasons.

The specific guidelines of TTSA shows NO mention of ExtraterrestrIal/Alien/UFOs. TTSA strategy in its offering does not mention the WCEC. However, the WCEC had no manifesto at the time of the discussions with TTSA. It would be of know surprise for the TTSA cause to be interested in having the Republic of San Marino support at the UN.

The policy of TTSA are the following:

1. Does not allow the ET and Alien or UFOs as mentioned in there remit.

2. They are part of the government of the United States. TTSA is within the military part with a remit to find the source of the phenomena and discover the ‘treasure’ so to speak. This is a well-known military policy. This isn’t aligned with WCEC and the public’s interest. A TTSA policy of the phenomena is designed with an intent as a threat, which is a false premise but advantageous for military industrial business.

3. A small faction in the military are for 'Pro Disclosure', however, a slow disclosure is an attempt on their own terms, a well measured strategy for a long duration with no final outcome and consistent frequent disinformation to perpetrate distraction and confusion.

We have an interesting dilemma that is currently being debated. If the WCEC partner with TTSA plus having the Republic of San Marino backing the initiative, may result with a very different manifesto.

However, the 'advantage' of having the partnership of TTSA/WCEC/San Marino may result with significant publicity worldwide which also may trigger funding for the WCEC/San Marino.

This is the current situation with no successful conclusion. However, it will be interesting to see how this unfolds with the present scenario.

Sounds of the distant universe

On August 10, the University of Chinese Academy of Sciences issued admission letters to freshmen. A special gift sent along with the letters were the sounds of distant universe- signals from 15 pulsars recorded by FAST (https://en.m.wikipedia.org/wiki/Five-hundred-meter_Aperture_Spherical_Telescope), the 500 meter aperture spherical telescope. 13 of these pulsar sounds were published to the world for the first time.
