First Farrell points out in this article to the naysayers of geoengineering that an ENVIRONMENTAL MODIFICATION CONVENTION took place in l976 where parties agreed not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.
He points out that if such technology did NOT exist, then why would such an agreement be necessary.

In this article he lists 2 corporations (1 in USA, one in Australia) that offer offer "rainfall enhancement" for hire.
The weather modification technologies that have exercised the alternative research field for some time - ionospheric heaters such as Eiscat and Haarp, chemtrails, and so on - are much more sophisticated than standard cloud seeding, but there is nothing, so far as I know, that prohibits corporations from buying or developing and using their own versions of them.
What if private corps, whose intentions may not be devious (of course then there are the devious ones) are effecting weather patterns in a way they hadn't intended, but then can't reverse them - or if private & government aren't coordinating (which they probably aren't) - who knows what can happen.
